2 House Bill 5 makes major changes to EOC exams and graduation requirements starting with freshman The 83rd Regular Session of the Texas Legislature passed HB 5 and it became effective with the Governor s signature in June This bill made changes to the Texas Education Code (TEC) in a number of areas including curriculum, accountability, assessment and accreditation. Major changes were made to the high school graduation requirements for students who will be freshmen during the school year. HB 5 is designed to instill more flexibility in public education enabling students to either pursue a traditional path into colleges and universities or move directly into the workforce to help fill what business leaders say is a critical skills shortage. Texas students must now pass five end-of-course exams instead of 15 to meet state graduation requirements. The five EOC s are: English I, English II, Algebra I, U.S. History and Biology. HB 5 eliminated the requirement that districts include the EOC results as 15 percent of course grades.the Foundation High School Program replaces the state s 4x4 graduation plan and allows students to receive endorsements in specific areas. Several resources can be found on the Dickinson ISD website ( by clicking on the Texas House Bill 5 Information box on the left-hand side of the homepage. The information is designed to provide assistance in understanding the changes and graduation plans that will impact our students over the next few years. Dickinson High School counselors will schedule individualized meetings with all freshmen and their families between October 2014-March 2015 to finalize endorsements and four-year plans. Click on this box on the Dickinson ISD website for more information. Dickinson ISD launches text messaging feature to communicate time-sensitive information with parents Dickinson ISD will have a new method to communicate with parents the next time the district has time sensitive information to share about an emergency or school closure situation. The school district is launching a new service that will enhance communication by allowing the district to deliver important information to parents via the School Messenger text messaging service. This service is not intended to replace the district s existing means of communication, but rather it will enhance them in the event of an emergency. In order to participate in the new service, parents must indicate their willingness to receive text messages to their phone. The process is simple and takes only a few seconds to complete. Simply text any one of the following words to the number 68453: subscribe, optin, yes. The message, You are registered to receive approx 3 msgs/mo. Txt STOP to quit, HELP for help will be received letting you know the registration process was successful. The opt-in process can be repeated for any other wireless numbers you want to include. While there is no charge from the district for this service, parents are asked to remember when signing up for the text messaging service that they are resposible for any text messaging charges from their wireless provide for receiving text messages. In addition to performing the opt-in process above, parents are asked to ensure the district has correct wireless numbers updated in the Skyward student database. 3 Registration Information Dickinson ISD is offering Online Registration for Returning Students for the School Year Please read over the information below carefully to understand how the online registration process will work for returning Dickinson ISD students. From August 4-15, 2014, Dickinson ISD parents will be able to take advantage of the district's online registration process for returning students. These are students who attend a Dickinson ISD campus at the end of the and will be returning for the school year. A copy of proof of residency is still required to be dropped off at the campus; however, this can be done during a two-week period in August, without having to stand in long lines normally associated with registration each year. The online registration process will be available through the school district website at The district will have complete instructions on the website this summer to walk parents throught the steps they need to take. In order to complete the online registration process, parents must have their login information (user name and password) for Skyward Family Access. If a parent does not have login information, this can be obtained by showing proper identification in the front office at their child's school. Please make sure you have obtained login information ahead of time so you are not delayed in registering your student online. For parents without access to the Internet, computers and assistance will be available at the campuses during designated times to complete the online registration process. Parents of students new to Dickinson ISD for must visit the campus their child will attend and complete the registration process in person as there is more paperwork involved for new students. More information on documents required as well as dates for new student registration can be found in this packet. Assistance for individuals who request help with online registration will be offered at campuses during New Student Registration from 1 p.m. - 7 p.m. August 6 and 8 a.m p.m. August 7. Elementary Meet the Teacher Night is Thursday, August 21, Check with your child's campus for exact times. New Students to Dickinson ISD must register at the appropriate campus in person on one of the two dates below: Wednesday, August 6, 2014 Thursday, August 7, p.m. - 7 p.m. 8 a.m p.m. When coming to register your new DISD student(s), parents/guardians must bring COPIES of the following documents for each child Pre-Kindergarten through 4th grade: Student s Birth Certificate, Immunization Record, Social Security Card, Medication information Valid parent ID, (Driver s License, passport, military ID); Court paperwork for Guardianship(s); Proof of Residency (current gas, water, electricity bill or lease in parent s name; If the bill/lease is NOT in parent/guardian s name, additional forms will be required including the service of a notary to complete the registration process in order to validate enrollment; Copy of Divorce/Custody documents, if applicable; Special Education/Section 504 information, if applicable; Copy of last report card if transferring from another District. Kindergarten students must be 5 years old on or before September 1. Pre-Kindergarten students must be 4 years old on or before September 1 and meet one or more of the following criteria: Student is unable to speak or comprehend the English language; Student is economically disadvantaged with proof parental/family income & benefits; Student is homeless; Student is child of active duty member of the US Armed Forces Student is the child of a member of the US Armed Forces that was killed or injured while on active duty; Student is or ever was in the conservatorship of the Department of Family and Protective Services following an adversary hearing. 3

All families must also submit a current proof of residency to the campus. This process must be complete before you appear on campus to receive your list of classes. Current proof of residency may be ed to KWilson@dickinsonisd.org, faxed to , or delivered to the front office during the hours of 8 a.m.-12 p.m. and 1-4 p.m. Campus computer labs will be open and one-on-one assistance will be available on August 11-15, 2014 between the hours of 8 a.m.- 12 p.m. and 1-3:30 p.m. Wednesday, August 13, 2014, 9 a.m.-12 p.m. and 3-7 p.m. Returning Dickinson ISD students may come on this day to complete any of the following back to school tasks: Present current proof of residency [utility (electricity, gas, water, sewer) bill or lease] Present immunization records Verify classes for Pick up Student Handbook and Code of Conduct Purchase PE/Athletic uniforms ($16.00) Pay athletic fee, if applicable ($25.00) Purchase school spirit wear, if desired (shirts $15, hoodies $25) NEW STUDENTS: NEW to Dickinson ISD students may register ahead of time by appointment only on August 14, 15 or 18, 2014 between the hours of 8-11 a.m. and 12:30-3:30 p.m. Please call to schedule your appointment. By having an appointment, this allows the school additional time to work on developing a schedule for your student. New students should bring a birth certificate; immunization (shot record); medication information; student s social security card; Special Education/Section 504 information, if applicable; proof of residency (lease, deed, utility bill, etc.); last report card or withdrawal papers from previous school; and custody papers, if applicable. 4

DHS Summer Office Hours: June 9-August 1, :15 a.m. - 5 p.m. (Monday -Thursday) August 4-22, a.m. - 3 p.m. (Monday-Friday) DHS School Offices Will Be Closed June 30-July 4, Summer Registration Schedule: Enrollment paperwork for high school students new to the district can be completed at any time during the summer office hours. The paperwork is available in the front office of the high school. New students MUST be accompanied by parent or guardian at registration and should bring all required documents. New Student Registration August 12, a.m. and 12-3 p.m. August 13, a.m. and 12-3 p.m. August 14, p.m. Enrollment paperwork must be completed before meeting with counselors, at which time they will evaluate transcripts and assist students with course selections for the school year. Registration will continue after school begins. It is the parent s responsibility to provide the required documents. If these records are not available, please contact your previous school and have the records faxed to: (281) , Attn: Registrar. Registration requires all of the documents listed: Parent/Guardian Driver s License Students not living with both natural parents must provide a divorce decree stating the custodial parent or a notarized letter from the custodial parent. Proof of residence (current water/electric/gas bill, lease agreement or property tax statement) Students residing in DISD with someone other than the legal parent/guardian must provide a notarized Power of Attorney * form signed by the parent/guardian and a notarized Acceptance of Responsibility * form signed by the person with whom the student is residing. These forms are available in the front office. Birth Certificate Student s Social Security Card Immunization Record Medication information Unofficial Transcript 8th Grade Report Card showing promotion to 9th Grade (first year high school students only) Special Education/Section 504 information, if applicable; Current Student Registration: For , Dickinson ISD will be using an online process for current student registration. This process must be complete prior to picking up your schedule. August 4 - August 15, 2014 Online Registration for all current DISD students will be open. Parents must have access to Skyward in order to do the registration process. The students Skyward access does not have the capabilities to do the online registration. Instructions for completing the online registration are available on the Dickinson ISD website. August 7 - August 8, 2014 DHS will have a computer lab open from 7:30-11 a.m. and 12-3 p.m. to assist families with completing the online registration process. First Day Schedule Pick-up, August 25, 2014 All Dickinson High School students will report to their Homeroom class on the first day of school, August 25, Student names will be posted in various locations around the building indicating the student s assigned Homeroom teacher and room number. During Homeroom, student schedules will be distributed. There will be no early schedule pick-up this year. Parking Permits Parking permits are required for all student vehicles. Students will be assigned a parking space in a designated school parking lot. In order to purchase a parking permit, students must present a valid Texas Driver s License and proof of insurance for the vehicle. Parking spaces are limited and will be sold on a space-available basis. Parking permits must be permanently affixed to the inside of the front windshield on the lower right-hand (passenger) side of the windshield. Parking permits are NOT TRANSFERRABLE to a vehicle other than the one for which the permit was purchased. Any vehicle parked in the school parking lot without a valid parking permit is subject to removal at the owner s expense. Parking permits are $30 each and will be available for purchase according to the following schedule: Grade 12 Students: August 25-29, 2014; 7:20 a.m.-3 p.m. Grade 11 Students: September 2-3, 2014; 7:20 a.m.-3 p.m. GATOR 9 Camp: August 15, 2014; Noon to 3:00 PM We invite all Freshman students to attend our Dickinson High School GATOR 9 Camp. This is a three hour orientation during which time students will get their schedules, meet their teachers, participate in a tour of the building, and attend a Pep Rally. DISD bus transportation from/back-to the DISD elementary school campus closest to the student s home will be provided. Student pick-up and drop-off are scheduled at the elementary school s bus turnaround at 11:40 a.m. (pick-up) and 3:20 p.m. (drop-off). 5

Appearance also affects the way in which other students respond to them and has a great deal to do with student success and the learning atmosphere of the school. Because of this, Dickinson Independent School District has established a standardized dress code for students. The student s appearance (clothing, shoes, accessories and grooming) shall not reflect gang affiliation, cause a distraction, nor conceal contraband. ADMINISTRATORS HAVE THE RESPONSIBILITY AND RIGHT TO DETERMINE APPROPRIATENESS OF ATTIRE AND GROOMING FOR THE SCHOOL SETTING. Any type of head covering (no cap, hat, hair net, hair rollers or combs may be worn inside the building). Any body piercing except on the ear, such as nose rings, lip rings, tongue rings. Heavy chains, heavy chain necklaces, spike necklaces, or other inappropriate types of jewelry. Accessories with inappropriate decorations or advertisements including but not limited to violence, drugs, alcohol, the occult, gang membership, death, or suicide. The Department of State Health Services (DSHS) is granted authority to set immunization requirements by the Texas Education Code, Chapter 38, Health & Safety, Subchapter A, General Provisions. IMMUNIZATION REQUIREMENTS A student shall show acceptable evidence of vaccination prior to entry, attendance, or transfer to a child-care facility or public or private elementary or secondary school in Texas. Td is acceptable in place of Tdap if a medical contraindication to pertussis exists. Four (4) doses of polio; one dose must be received on or after the 4 th birthday. However, three doses meet the requirement if the 3 rd dose was received on or after the 4 th birthday. The 1 st dose of MMR must be received on or after the 1 st birthday. For K 4 th grade, two doses of MMR are required. For 5 th - 12 th grade, two doses of a measles-containing vaccine, and one dose each of rubella and mumps vaccine is required. For students aged years, two doses meet the requirement if adult hepatitis B vaccine (Recombivax) was received. Dosage and type of vaccine must be clearly documented. Two (2) 10 mcg/1.0 ml of Recombivax). The 1 st dose of varicella must be received on or after the 1 st birthday. For grades K 4 th and 7 th - 11 th, two doses are required. One (1) dose is required for all other grade levels. For any student who receives the 1 st dose on or after 13 years of age, two doses are required. Exemptions Varicella 1,2,3 2 doses 1 dose 2 doses 1 dose The law allows (a) physicians to write a statement stating that the vaccine(s) required would be medically harmful or injurious to the health and well-being of the child or household member, and (b) parents/guardians to choose an exemption from immunization requirements for reasons of conscience, including a religious Meningococcal 1 dose belief.
