QAA Benchmark Groups There is no benchmark group for Community Justice, though the subject benchmark statements for Criminology are relevant to these awards. Appendix A.1a of the Probation Qualifications Regulatory Framework (PQRF) sets down the skills, knowledge and understanding that qualified probation officers should be able to demonstrate at the point of qualification. These are to: Assess risk of harm to others and the need for interventions Promote equality and value diversity Communicate effectively with people Support offenders to change Work effectively with others Develop own knowledge and skills Work towards performance outcomes Protect the public and manage offenders who present a high risk of harm to others Influence offenders to change harmful behaviour Continuously develop professionally Work to the principles of evidence-based practice Demonstrate knowledge of probation policy and enforcement procedures and of the key legislation setting out the framework of custodial and community sentences Demonstrate an understanding of the causes of crime and management of offending behaviour (PQRF, Appendix A.1.a) Some of the above skills, knowledge and understanding will have been developed, in whole or in part, through other programmes of learning that form part of the Probation Qualifications Framework, successful completion of which provide the prerequisite for entry to either the Honours degree or the Graduate diploma. These entry requirements are set out in section 18A below. 13. Learning Outcomes A. Knowledge and Understanding of: A1 The influence of the socio-political environment on the concept of the dangerousness offender within penal discourse and its impact on the changing role of the probation service A2 The assessment and management of a dangerous offender that the learner is supervising A3 The ways in which the principles of effective practice inform specific interventions to address high risk of serious harm and the research evidence that underpins these interventions A4 Recent theoretical debate and empirical research relating to current practice with specific groups of high risk offenders/offence categories A5 Relevant academic literature related to a specific area of the learners probation practice with high risk offenders, together with the occupational, professional and legislative frameworks that underpin their responsibilities in relation to this area of practice Learning and Teaching Strategies and Methods A1 Unit-specific online learning materials will be available via virtual learning environments (Moodle) in a format that will encourage active learning rather than passive on-screen reading. An online seminar will run for two weeks prior to the submission of an assignment on dangerousness and dangerous offenders. A2 Unit-specific e-learning materials will be available via Moodle in a format that will encourage active learning rather than passive on-screen reading. An online seminar will run for two weeks prior to the submission of an assignment on strategies and interventions to address high risk of serious harm. A wide range of relevant professional/policy materials will also be available to learners via the ICJS Hubs in Moodle, particularly the Diversity Hub. A4 Four face-to-face workshops will be held, which will each focus on a particular category of high risk offenders/offence categories, namely violent behaviour, sexual offending, mentally disordered offenders and hate crime. A5 In addition to online learning materials available via Moodle, one-to-one online tutorial support will be offered to all learners to help them select a relevant area of their practice with high risk of harm offenders, investigate relevant applied academic literature and identify relevant local and national professional/policy documentation related to their chosen area of practice. Groups of learners who chose a similar areas of practice for greater in-depth study will be grouped together and supported via an online seminar by a dedicated member of the community justice course team. Assessment A1 will be assessed by means of a 2,000-word essay, requiring learners to demonstrate their knowledge and understanding of relevant academic literature and of the professional/policy context of their practice relating to dangerous offenders A2 will be assessed by means of a 1,500-word report, requiring learners to demonstrate their ability to assess and manage a dangerous offender with whom they are working Programme Specification for BA (Hons.) / Graduate Diploma in Community Justice Page 3
6 A3 and A4 will also be assessed by means of a 3,500-word essay, requiring learners to draw on practice examples to discuss and evaluate the process of identifying appropriate interventions with high risk of harm offenders; and additionally through the preparation of an 8,000-word Work Based Learning Project. A5 Will be assessed through an 8,000-word Work Based Learning Project. B. In addition, the regular online seminars that support the preparation of all three assignments will also support the development of these cognitive skills, as will the periodic workshops. B1 and B5 will in addition be supported through periodic face-to-face one-day workshops, whose principle aim will be the integration of theory and practice. B6 will be supported by one-to-one online tutorial advice and through online seminar discussions that will bring together learners who are working on projects that focus on similar professional/practice topics. Assessment B1, B2, B3 and B4 above will be assessed in all four assignments that learners will be required to submit to complete the programme. B2 will also be assessed through the vocational units. B5 and B6 will be assessed by means of the Work Based Learning Project.with C. Practical (Professional or Subject) Skills, able to: C1 Write reports. C2 Retrieve and organise information effectively. C3 Apply theoretical ideas to practice situations and settings. C4 Assess and manage high risk of serious harm, prevent re-offending, rehabilitate offenders and protect the public from future harm. C5 Promote equality and value diversity. Learning and Teaching Strategies and Methods C1 and C4 are professional skills that will be developed primarily in the work place with the advice and guidance of assessors, mentors and practice supervisors. These professional skills will be reinforced through group work activities that will take place at the periodic workshops and via the online seminar supporting learning about dangerous offenders. C2 will be developed through Unit-specific online learning materials in Moodle and via the online seminars that will precede the submission of all assignments. 7 C3 will be developed through the periodic workshops, whose principal aim will be the integration of theory and practice and through the Work Based Learning Project. C5 will be developed though the level 5 vocational award, through the materials available via the ICJS Diversity Hub (in Moodle), and through the unit specific e-learning materials that support the Work Based Learning Project. Assessment C1 will be assessed via the level 5/6 vocational units, particularly the level 6 unit EA3 (Assess individuals offending behaviour and prepare reports). C2 will be assessed in all written assignments and in the vocational units. C3 will be assessed in all written assignments. C4 will be assessed in all six vocational units, particularly the level 6 units GC3 (Assess and manage high risk of harm), EA3 (Assess individuals offending behaviour and prepare reports) and EB2 (Plan, supervise, enforce and review sentences in the community). C5 will be assessed in the vocational units, especially in unit AA1 (Promote equality and value diversity) and in the Work Based Learning Project. D. Transferable (Graduate and Employability) Skills, able to: D1 Use ICT to word-process documents, retrieve relevant information from the web, search bibliographic databases and use the University s virtual learning environment and electronic learning resources. D2 Manage time effectively. D3 Develop and manage projects. D4 Take responsibility for learning, by reflecting on and evaluating one s strengths and weaknesses as a professional practitioner. Learning and Teaching Strategies and Methods D1 All assignments will be word-processed and will be based on online learning materials available to learners via the University s virtual learning environment Moodle. The Work Based Learning Project will require learners to familiarise themselves with relevant bibliographic databases and to search for relevant online academic and professional/policy materials. Additional advice and guidance will be provided via Moodle by the Subject Librarian for any learners having difficulty in accessing electronic library resources (e-books or e-journals, etc.). D2 Learners will be provided with a course-specific calendar setting the dates for the submission of assignments, dates and locations of workshops, dates for online seminars etc to encourage good time management skills. Employers are only likely to agree to extensions to the period of registration - normally nine months - in exceptional circumstances, which will also encourage learners to manage their time effectively and complete the programme on time. D3 Unit based e-learning materials, online tutorial support and periodic online seminar discussions will support the development and management of the Work Based Learning Project. D4 Reflective skills will be developed though the periodic workshops and via the unit and Hubbased online learning materials available to learners via Moodle. Assessment D1 will be assessed through the submission of all written assignments, which must be wordprocessed. The content of assignments and the extent to which they draw on a range of relevant sources to support and develop the arguments put forward will be one of the criteria used in assessing each assignment. Many of these sources will be web-based, particularly specialist research materials and policy documents required for the completion of the Project. D2 will be assessed through the learner s ability to complete the three academic and the six vocational units over the 9-month period of registration. 8 circumstances, the consequences of ineffective time management are likely to be the noncompletion of the course and the termination of registration by the employer. D3 and D4 will be assessed through the Work Based Learning Project. 15. Course Structure, Progression and Award Requirements Equivalence of the Honours degree and the Graduate diploma The curriculum for the Honours degree and the Graduate diploma in Community Justice is set out in the Probation Qualifications Regulatory Framework (PQRF), appendix A.2.1.2a. The PQRF also states explicitly in Para that the content of the Graduate Diploma and Part 3 of the Honours Degree are the same (PQRF, p. 4). Both awards provide a route to qualified probation officer status. The only difference between the two qualifications is that they have different admission requirements as set out in Section 18A below. Credits to achieve the awards Both awards require the successful completion of 120 academic credits, comprising 80 credits for the successful completion of the prescribed applied academic units and 40 credits for the completion of the Probation Practice 2 unit that recognises achievement of the additional six vocational units required for the full Level 5 vocational Diploma in Probation Practice. The applied academic units comprise two 20-credit units and one 40-credit unit, the Work Based Learning Project. The applied academic units will be delivered by online learning. Mode of Study Both awards will be delivered by online learning, supported by periodic face-to-face workshops and an initial induction meeting. Learners will be enrolled as part-time students with the University and will be allocated protected learning time in the form of remission form their normal duties by their employer to enable them to undertake the required academic study. The protected learning time will be equivalent to one day per week, in addition to the five days required to attend the induction meeting and the workshops. An additional day of protected learning time will be made available by the employers to enable learners to complete their vocational units. Electives Since the curriculum is prescribed by the PQRF and by the University s contract with the National Offender Management Service (NOMS), there will be no opportunity to offer electives to learners. As students have been admitted to the honours degree to undertake the final stage only having previously completed an FdA in Community Justice, electives are not a required component of the curriculum. Links with employers It a contractual requirement that members of the Community Justice course team maintain strong and effective links with employers at local, regional and national level. These links will be maintained in by: Support staff maintaining regular liaison with regional/trust administrative staff to ensure that learner progression and achievement is properly tracked and recorded and information on this is regularly exchanged. Regional tutors liaising regularly with work-based assessors, mentors and practice supervisors to review learner performance. The Course Leader attending regular regional meetings with employer representatives who have responsibility for the coordination of the PQF learning programmes within each region. The Course Leader, Head of Department and the Faculty business manager attending regular meetings of the Programme Management Board, comprising regional employer and NOMS representatives in addition to University representatives. Employability Statement All students enrolled on the Honours degree or the Graduate diploma will already be employed by a provider of probation services in one of five regions of England and Wales where the University of Portsmouth is contracted to deliver these programmes by NOMS. The programmes themselves are designed to offer professional career development opportunities to selected employees and will enable them to achieve a recognised probation officer qualification. 17. Support for Student Learning The Course will be managed by a Course Leader. An induction day will introduce learners to the University and their course. Learners will have access to online study skills resources via Moodle. Learners will be provided with a Student Handbook, which will include a course calendar of key activities, online seminars, assignment submission dates etc, as well as information of the structure of their course, University regulations, etc. Each learner will have a regional tutor, responsible for pastoral and academic support and guidance. All learners will attend periodic day-long workshops designed to facilitate the integration of theory and practice and delivered by University regional tutors who are all qualified probation officers. Learners will access unit learning materials and other related academic and professional learning resources via Moodle, the University s virtual learning environment All units will be supported by an online seminar, which will run for a two-week period immediately prior to the date of submission for the unit assignment Learners will have access to the ICJS Hubs in Moodle, offering access to relevant professional/policy resources and related interactive exercises as well as a forum for interprofessional discussion and debate. Excellent library facilities will be available, including specific support, advice and guidance for learners studying by online learning. Key Skills opportunities are incorporated into all units. Written feedback will be provided for all assessments. Learners with a disability or special learning need will be provided with additional resources to enable them to study successfully at HE level. The development of the skills and competencies required for completion of the vocational units will be supported in the work place by dedicated assessors, practice supervisors and mentors. 18. Admissions Criteria A. Academic Admissions Criteria To be eligible for admission to either programme, learners must be employed as a probation services officer by a provider of probation services in one of the five regions in England and Wales where the University of Portsmouth is contracted to deliver the PQF learning programmes. In addition: To enrol on the BA (Hons) in Community Justice, a learner must have previously completed an FdA in Community Justice that has been awarded by one of the three HE providers (including Portsmouth) that have been contracted by NOMS to deliver the FdA. Stage 2 (level 5) of the FdA includes six level 5 vocational units, 50% of the units that are required for the full level 5 vocational Diploma in Probation Practice award. The remaining six units, three at level 5 and three at level 6, are completed concurrently with the level 6 applied academic units that together comprise the Programme Specification for BA (Hons.) / Graduate Diploma in Community Justice Page 7
10 curriculum for the final stage of the Honours degree. The PQRF states that those enrolled on the Honours degree will normally be expected to have concluded their academic studies within 9 months (PQRF, p. 3). To enrol on the Graduate diploma, learners must have previously completed a relevant honours degree and six level 5 vocational units. Relevant degrees are defined in appendix A.2.1.3a of the PQRF, which states: entrants must be able to demonstrate that they have satisfactorily covered the core curriculum [of the FdA programme] and that their knowledge is up to date... The [Probation Qualifications] Assurance Board...has defined the following single honours degree subjects as relevant qualifications for the purposes of conferring eligibility to apply for entry to the Graduate Diploma pathway: Criminology Criminal Justice Community Justice Police Studies (PQRF, appendix A.2.1.3a) These criteria for entry to the Graduate diploma have recently been widened to include: Combines or joint honours degrees in which another social science discipline, psychology or law is named in the award with one of the four academic discipline areas listed above Masters degrees in one of the four discipline areas listed above Masters degrees where one of the discipline areas listed above is named in the award, together with another social science discipline, psychology or law. (NOMS Communication to senior leaders from Catherine Fuller, dated 22/07/10) The PQRF states that graduates with relevant honours degrees will normally be expected to have concluded the level 5 vocational qualification and academic studies within 15 months. The first six level 5 vocational units will normally be completed during the first six months, while the further six units, three at level 5 and three at level 6, required for the award of the level 5 vocational Diploma in Probation Practice, will be taken in tandem with the Graduate diploma and both should normally be completed in the following 9 months (PQRF, p. 4). In this way, the PQRF ensures that the prior learning of those enrolling on the Honours degree and the Graduate diploma is broadly equivalent, thus ensuring that both groups of learners can complete a level 6 curriculum with identical programme and unit learning outcomes over a 9-month period. B. Disability The University makes no distinction in its admissions policy with regard to disability and will endeavour to make all reasonable adjustments in order to make it possible for students to study at Portsmouth on a course of their choice. 19. Support provided to work-based assessors to enable them to mark the written test (see 18A above) 20. Assessment Strategy Learners enrolling on either of these awards will have previously completed: either an FdA in Community Justice; or a relevant honours degree and six level 5 vocational units - see 18A above. They will therefore already possess a good level of subject specific knowledge related to criminology, criminal/community justice and penology and will have been formally assessed in their practice competence in half of the units required for the full level 5 vocational award. The Honours degree and the Graduate diploma represent the final stage in the achievement of a probation officer professional qualification. Given this, the assessment strategy for the two programmes aims to ensure that learners are able to demonstrate their ability to: Programme Specification for BA (Hons.) / Graduate Diploma in Community Justice Page 9
12 Understand and review critically the ways in which socio-political, policy, professional and academic environments have shaped the way in which high risk of serious harm offenders re managed in the community. The assessment artefacts that will be used to assess the Dangerousness and Dangerous Offenders and Strategies and Interventions to Reduce the Risk of Offending and Serious Harm units will both require learners to demonstrate this. Apply theoretical knowledge and relate empirical research findings to their own practice in supervising high risk offenders in the community. All three applied academic units require learners to relate their wider academic knowledge to their practice with offenders. Develop as a reflective practitioner by critically reviewing specific aspects of their practice and, through this process, identifying their own future practice learning and professional/career development needs. The Work Based Learning Project will require learners to demonstrate their reflective practice skills. Manage high risk offenders in the community so as to ensure that the public is protected from serious harm and the risk of re-offending is reduced. The skills and competencies required to achieve these related aims will be assessed through the completion of the six vocational units, three at Level 5 and three at Level 6, which comprise 50% of the level 5 vocational Diploma in Probation Practice. 21. Assessment Regulations a. Assessment and Classification Rules Standard University rules will apply regarding the pass mark for all units (40%) and the arrangements for unit referral and deferral. Learners may also be permitted fail and repeat units, normally within their initial period of registration. Claims for extenuating circumstances relating to any assignment must normally be accompanied by a statement from a designated employer representative, usually the learner s work-based assessor or practice supervisor, to verify that the identified circumstances are genuine and that they have had a negative impact on the learner s academic progress. However, learners will be entitled to submit a confidential claim for extenuating circumstances - in line with the University s Examination and Assessment Regulations - without employer endorsement when they believe that their academic progress has been adversely affected by particularly serious personal circumstances that they do not wish to reveal to their employer. b. Interpretation of Marks in Classification The classification of the Honours degree will be determined by applying standard University regulations relating to the classification of awards for honours degrees to which students have been admitted to study at the final stage only and where a number of the credits that comprise the degree are awarded on a pass/fail basis only. These are set out in the University s Examination and Assessment Regulations. Standard University Regulations will be used to determine whether the Graduate diploma will be awarded with a pass, merit or distinction. In applying the above Regulations, the standard University conventions regarding the relationship between unit marks and the level of the awards will apply, namely: Honours degree Graduate diploma 40-49% Third class Pass 50-59% Lower second Pass 60-69% Upper second Merit 70%+ First Distinction 22.
