2 Federal Perkins Act Carl D. Perkins Vocational and Technical Education Act First authorized by federal government in 1984 and reauthorized in 1998 Purpose was increase the quality of technical education within the United States in order to help the economy Principle source of federal funding for secondary and postsecondary career and technical education programs

3 Perkins Reauthorization Carl D. Perkins Career and Technical Education Improvement Act of 2006 Career and technical education replaced vocational education Requirements for programs of study that link academic and technical content across secondary and postsecondary education Strengthened local accountability provisions to ensure continuous program improvement

5 CTE Definitions Program of study a planned, coherent sequence of courses within a career pathway as defined by the Arkansas Department of Career Education (ACE) Concentrator a student who has enrolled in a minimum of 3 units of credit in one program of study in grades 9-12 Completer a concentrator who has successfully completed a minimum of 3 units of credit including all of the core requirements of CTE program of study and has graduated from high school

6 Perkins Accountability Indicators Academic Skill Attainment Career & Technical Skill Attainment Graduation Rate Completion Placement Nontraditional Participation and Completion

7 Academic Skill Attainment Based on the number of concentrators who left secondary education during the reporting year and scored proficient or advanced on the literacy and geometry academic assessments

8 Career & Technical Skill Attainment Based on the number of CTE concentrators who score proficient on the CTE end of course assessments Students receiving an industry credential/certification as identified by ACE for CTE Skill Attainment are considered proficient

9 Graduation and Completion Graduation rate Based on the number of students identified as concentrators the beginning of their senior year compared with the number of those who graduated Completion rate Graduation as described above plus the number of concentrators who obtain a GED during the year they should have graduated

10 Placement Based on the status of completers six months following graduation Completers who pursued opportunities in postsecondary education, the workforce, or military are considered positive placements

11 Nontraditional Participation and Completion Participation rate Determined by enrollments of the underrepresented gender students in courses that comprise the nontraditional programs of study Completion rate Determined by the number of underrepresented gender completers of nontraditional programs of study

12 Program of Study Completers Two measures Number of completers compared to the number of graduates Number of seniors enrolled in career and technical classes compared to the number of completers

13 Arkansas CTE Education Accountability Portal Completers must be entered by individual districts or Perkins consortiums May 1 September 15 Placement must be entered by individual districts or Perkins consortiums December 1 February 15

14 Teacher Information System Collects CTE teacher information All CTE teacher s required to enter his/her profile information, occupational areas, programs of Study, and CTE course information for each semester/quarter TIS data is reviewed by program staff assigned to the occupational areas Open period to enter TIS data is mid-june through September 15 each year

15 District Status Reports Commonly called the district CTE Report Card Found at s/pages/ districtandsecondaryareatechnicalcent erreportcards.aspx Perkins indicator data and details accreditation standards

16 End of Course Assessments Objective Test Core courses in each program of study Teacher developed questions aligned to curriculum frameworks Online assessment PCG Education Student information and scheduling data uploaded from SMS Provides immediate feedback for teachers and students
