8 First Sheffield University Conference. Made a great deal of sense. Spent a year talking to people about how sensible green roofs were. Talking to a brick wall. Lone voice but there were a few others.

18 Green Roof Forum. Still lone voices Conversation with Nigel Dunnett about how to build on small beginnings - Forum? Groundwork arrived in Sheffield and were able to devote the time of a graduate to running the Forum. Very supportive Council Cabinet Member on Forum

19 Green Roof Forum Almost the perfect partnership: University - Research / expertise, gives solid credibility. Groundwork - Voluntary sector / Private Sector. Local Authority - Front line development control, all development passes through our hands. Anybody else with any interest or connection. The benefits: Sounds important - The Sheffield Green Roof Forum. Credibility -people listen. Functions well as a network Mutual support for promotional activities Wouldn t have achieved Objective 1 funding without the Forum. Shortcomings: No Developer presence Not able to provide full technical backup to those interested in building green roofs Sheffield or South Yorkshire?

31 Planning Policy: Why is it important? Most green roofs are going to be on new development. Almost all development needs planning permission. Planning Department is in the front line because it deals planning permission. Policy gives the weapons to fight with. The Sheffield Development Framework

37 GREEN ROOF POLICY Preamble stating the benefits of green roofs Green roofs can significantly improve the environmental performance of buildings by.. Reducing quantity of surface water run-off. Improving quality of surface water run-off. Improving air quality & reducing urban heat island effect. Reducing energy consumption for air conditioning. Improving to biodiversity. Creating higher visual qualities. Providing potential for the creation of useable green space. Providing potential for re-use of recycled aggregates. Contributing to sustainable drainage systems.

38 GREEN ROOF POLICY Preamble setting national context National planning guidance states that local authorities should promote Resource and energy efficient buildings. Sustainable use of water resources Use of sustainable drainage systems in the management of run-off. The Government also encourages local authorities to promote.. A greener residential environment, and stipulates that development should be sustainable, by ensuring that biological and geological diversity are conserved and enhanced.

39 GREEN ROOF POLICY ALTERNATIVE POLICY OPTIONS Three options provided for consultation. Policy Option 1 Green roofs will be required only on medium or large developments within 100m of the green belt, green network, waterways, parks, and open spaces greater than 1 hectare. (medium or large = non-residential development over 1,000 sq metres and residential over 10 dwellings). Policy Option 2 Green roofs will be required on all medium and large developments. Policy Option 3 Green roofs will be required on all developments

40 BIODIVERSITY POLICY Includes: Development to. Respect and promote biodiversity. Minimise pollution of air, water and land. Protect species and habitats identified in the national and Sheffield Biodiversity Action Plans. Encourage the creation of new areas of habitat as part of new development. Help maintain a Green Network across the city.

41 SUSTAINABLE DRAINAGE POLICY Options: Wherever possible, the use of sustainable drainage systems will be required for larger developments, to reduce and/or attenuate surface water run-off (Larger = more than 10 litres per second flow) Developers may use traditional drainage methods

42 LANDSCAPE DESIGN POLICY Includes: Development to. Improve the ecological value of the site and use locally native species where appropriate. Replace or restore any areas of wildlife habitat lost or damaged on-site or nearby. Contribute to sustainable urban drainage where appropriate and reduce the need for irrigation.

43 SUSTAINABLE DESIGN POLICY Includes: Development to. Use reclaimed materials such as brick rubble for aggregates where possible. Reuse materials and topsoil from the site wherever possible. Be located and designed to reduce energy use. Be constructed to withstand extreme weather conditions, such as heavy rainfall. Minimise water consumption and run-off, maximise water re-cycling.

44 GREEN NETWORK POLICY Network to be Protected from development which would cause significant ecological damage. Enhanced by encouraging development which would increase its value for wildlife. Extended by creation of new areas of habitat within new developments.

45 WHAT HAPPENS NEXT? Forum want to expand and fine tune the first policy Development Control think that it is unworkable Policy Option 1 Green roofs will be required only on medium or large developments within 100m of the green belt, green network, waterways, parks, and open spaces greater than 1 hectare. Policy Option 2 Green roofs will be required on all medium and large developments. Policy Option 3 Green roofs will be required on all developments. After this consultation is complete, policies will be refined and published for further formal consultation and then subject to public examination by Planning Inspector

49 Where are we now? At least eleven further developments with green Roofs have planning permission, some are under construction. Sharrow School under construction, will be flagship wildlife roof

50 Where are we now? About twelve more developments are under discussion at the planning stage.
