4 FY Capital Improvement Program Bird Sanctuary Improvements Bird Sanctuary Improvements FY 214 FY 215 FY 216 FY 217 FY 218 FY 219 Proposition A (Parks) , 2, Sewer Maintenance and Construction Fund 25, 25, Unfunded 125, 125, 35, 225, 125, Lower Arroyo - Bird Sanctuary DESCRIPTION: This project will make various improvements to the Bird Sanctuary site in the Lower Arroyo including restoration of the central fountain, storm drain repair, stone wall and stair repairs, signage, and landscape improvements. JUSTIFICATION: This project is part of the adopted Lower Arroyo Master Plan. SCHEDULE: In FY 215, restoration and improvements to the central fountain, stone wall and stairs, and signage will be completed. The remaining improvements will begin when funds are identified. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use Element Policy 9.2 on the Arroyo Seco by planning and implementing restoration of the natural area of the Arroyo. It is also consistent with Policy 9.5 by encouraging and promoting the stewardship of Pasadena's natural environment including water conservation, clean air, natural open space protection, and encouraging the use of native, water-conserving, and regionally appropriate landscaping. HISTORY: This project was created and received initial funding in FY

The project will also include better trail definition in the Lower Arroyo and various kiosks and interpretive and directional signs for the Lower Arroyo. A unified master signage plan for the Lower Arroyo Seco will be developed in coordination with the entire Arroyo Seco master sign plan. JUSTIFICATION: A signage system is needed to provide directional, regulatory, and interpretive information for park users. SCHEDULE: Implementation of the master sign program began in FY 213 and will continue in FY 215. RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by improving the recreational opportunities of residents as well as enhancing the City's open space areas, and with Policy Arroyo Seco, by continuing and completing comprehensive planning and implementation of plans for the Arroyo including restoration of the natural area of the Lower Arroyo. Further, the project is consistent with the Cultural and Recreational Element of the General Plan by encouraging the optimum use of existing recreational facilities. HISTORY: This project was created in FY Phase I of the signage project was completed in FY 25. Phase II signage was completed in FY 26. Phase III signage was completed in FY 28. Also in FY 28, design of Phase IV and a component of the Arroyo Seco Design Guidelines began by establishing a unified master signage plan for the Arroyo Seco. 13.2

JUSTIFICATION: This project will preserve the native plant communities in the Arroyo Seco wildlife corridor. SCHEDULE: In FY 215, restoration will continue. Remaining projects will be completed when funding is identified. RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by encouraging the stewardship of Pasadena's natural environment and by encouraging the use of native and regionally appropriate landscaping. It is also consistent with the Land Use Element, Policy Arroyo Seco, by continuing and completing comprehensive planning and implementation of plans for the Arroyo, including restoration of the natural area of the Lower Arroyo. HISTORY: This project was created in FY 1994 and received intial funding in FY Phase I was completed in FY 25 and included the repair of the broken irrigation system in the Memorial Grove and the Camel's Hump area along with the planting of 2 native trees in the Memorial Grove and in several large barren areas on the westside of the flood control channel. The Phase II habitat restoration was completed in FY 26. Phase III design was completed in FY 27. Phase III construction which included habitat restoration at both the southernmost and northernmost entrances to the Lower Arroyo was completed in FY

The gate design will be similar to the existing gate at La Casita Del Arroyo. The landscaping will include native plantings and boulders at the main entrance. Future work will include widening segments of the entry road for improved safety. JUSTIFICATION: This project is a part of the adopted Lower Arroyo Master Plan. The current gate is unattractive and not in conformance with the adopted Arroyo Seco Design Guidelines. SCHEDULE: In FY 215, construction will begin for additional entry, landscape, and signage work. Widening of entry road segments will be completed when funding becomes available.
