1 Agenda Item 4 STAFF REPORT Wall Graphic Request DEV Big Shark 2715 North Atlantic Ave DATE: February 12, 2013 TO: Planning Board Members FROM: Dennis Mrozek, Senior Planner PROJECT REQUEST A request by Timothy Pace, owner, Daytona Shells & Curios, for approval to replace and expand the existing wall graphic design with a new design on the building located at 2715 North Atlantic Avenue. PROJECT DESCRIPTION The applicant is requesting approval to replace and expand the existing wall graphic on the building at 2715 N. Atlantic, with a new wall graphic, designed by local artist Perego. A wall graphic is a wall decoration that depicts a scene, picture, illustration, or design with no written message, word, insignia, arrow, or logo (LDC Article 18, Section 6.16). Wall graphics and architectural embellishments may be permitted in any district. Wall graphics proposed outside of the redevelopment areas require Planning Board review and approval. PROJECT ANALYSIS The Land Development Code (LDC), Article 18 (Appearance Standards), Section 6.19 (Wall Graphics and Architectural Embellishments in any District) states all applications for approval of wall graphics and architectural embellishments shall meet the following requirements: 1. The appearance of all buildings shall meet the minimum appearance standards set forth in article 18, section 4.5 [4.3]. The applicant has not proposed any structural modifications to the existing building. Staff has reviewed the application and offers no objections. 2. The wall graphic or architectural embellishment shall be applied to a prepared wall surface free of cracks, peeling paint, or stucco, and shall be covered with a protective coat to minimize deterioration.

2 Wall Graphic Big Shark The wall surface area will be properly prepared to accept the new paint design. A highgrade clear coat UV protectant will be applied to the finished wall graphic to guard against fading from the sun. 3. Wall graphics and embellishments shall be for the aesthetic enhancement of the building. Scale, design, intensity, and character shall be consistent with the design of the building, and compatible with the building and surrounding structures. The current wall graphic (see below) consists of a simple, three color design of water and sky. The proposed wall mural by Perego is a more complex wall graphic, showing the existing shark heads on the north and south ends of the building breaking through the surface of the water. Undersea depictions are also proposed to be added to the wall graphic. The proposal is consistent with the current wall graphic and is compatible with the surrounding structures. As part of the request for approval, the applicant has proposed expanding the size of the wall graphic to include the adjacent wall area on both the north and south sides of the building. These wall sections are currently painted with no wall graphics (see below). North Elevation South Elevation 4. No written messages, logos, arrows, or bare bulbs shall be part of the wall graphic or embellishment. The proposed request complies with these requirements. 5. Wall graphics or embellishments shall be applied and constructed strictly in accordance with the approved application. Any deviation from the approved plan or rendering, in materials or style, will require removal of the wall graphic or embellishment within five days of notice. If approved, the applicant will be required to meet these regulations. Page 2 of 5

A majority vote of the Planning Board members present and voting is required for approval.
