INTRODUCTION The Redevelopment Agency of the City of San Leandro (Agency) is requesting qualifications from individuals and/or firms to provide architectural services for the Agency s Design Assistance Program. Respondents shall be a licensed architect with experience in all or some of the following areas: architecture, historic preservation, urban design, and planning. II. BACKGROUND The Agency recently adopted a Commercial Façade Improvement Program in order to encourage projects that significantly improve the appearance of buildings in redevelopment project areas. There are two different program types under the larger Commercial Facade Improvement Program umbrella. The Awning, Sign and Paint Program (ASAP) which provides a forgivable loan of up to $10,000 in matching funds; and the Commercial Rehabilitation Program (CRP), which provides a $50,000 matching, forgivable loan for larger projects. As part of these two programs, the Agency proposes to offer Design Assistance using the firms selected through this process. III. DESCRIPTION OF PROJECT Design services will consist of assignments, at the direction of Business Development staff, to develop preliminary designs for individual commercial facade renovations. As an element of the larger facade renovations, the Consultant may be requested to prepare details for non-structural façade improvements and make recommendations for awnings, signage and paint colors with an emphasis on implementation. The Consultant will work with Business Development staff, owners and/or tenants of commercial properties in San Leandro's Redevelopment Project Areas. The Consultant shall respond promptly to each task and shall complete each assignment. IV. SCOPE OF SERVICES The services to be provided by the successful individuals and/or firms include the following: TASK 1: TASK 2: The Consultant shall meet the property owner/tenant at the project site to familiarize themselves with the building and its surroundings and to establish the goals and parameters of the renovation. The Consultant shall photograph the street façades and collect information, including site and building plans, in order to prepare renovation concepts. The Consultant shall submit an accurate estimate for completing the design work. The proposed work should not include work that requires structural calculations or any work that may bring liability to the Consultant or Agency. After review, the Agency will issue a Notice to Proceed for the agreed upon scope and cost. Upon receipt of the Notice to Proceed from the Agency, the Consultant shall prepare preliminary elevation drawings of suitable size and detail to define the proposed renovation concept. The concept shall include major façade details, signage, colors and materials. The Consultant shall follow the Agency s development policies, guidelines and August 17, 2007 Page 2 of 5
4 ordinances in creating the renovation concept. Additionally, the Consultant s drawings and recommendations shall be reflective of the project s budget. TASK 3: TASK 4: The Consultant shall review the renovation concept with Business Development staff and staff suggestions shall be incorporated in to the final product. The Consultant shall prepare the following exhibits of the final renovation concept for review and approval by Business Development staff and the property owner: V. BUDGET a. Site Plan (as applicable); b. Exterior Street Elevation; c. Facade rendering, including color and material palette; d. Awning details (as applicable); and e. Sign details (as applicable). Design assistance funding is included in the Agency s FY budget. Consultant payment will be on a time and materials basis or a negotiated flat fee per project. A selected firm can expect to work on approximately five projects per year. The successful Consultants will enter into a Consulting Services Agreement (see attached) and receive a Agency purchase order for a "not to exceed" amount for the program. The Consultant will be on call as needed. The Agency will authorize a Notice to Proceed for each renovation concept project and establish an individual project "not to exceed" amount. The Agency will pay the architectural fee upon presentation of the renovation concept to the property owner/tenant (Task 4). VI. 5 VII. SUBMITTAL REQUIREMENTS Interested architects should submit five copies of their response to this RFQ with the following minimum information: A. Name, Title, Firm Name, Address and Telephone Number. Include the name of the person or persons who will be authorized to make representations on behalf of the firm. B. Qualifications and Experience. Explain the qualifications of the firm and its specialized experience and technical competence that qualify it to provide the design guidance and architectural services required for varied types of rehabilitation and renovation work. In addition, provide a summary of education and experience of all persons who will be providing services or staffing the project and an estimate of the percentage of time each will spend on a typical assignment. C. References. Provide a list of names, addresses and telephone numbers of at least three clients for which the firm has successfully completed storefront improvements within the past three years. References from other government agencies for which the firm has provided similar services as those outlined in this RFQ are encouraged. D. Examples of Projects. Provide at least two examples (drawings and/or photographs) of exterior rehabilitation/renovation projects that typify the results of the firm's work from the past three years. Include a brief description of the project, its location, cost, hours billed and the year in which it was completed. Before and after photographs are encouraged. E. Hourly Fee Schedule. Provide a projected fee schedule for various personnel that will be involved in a project (e.g. principal, associate, draftsperson, clerical, etc.). Also provide an estimated total rate per storefront for a typical project. F. General Comments. Comment on any aspect of the RFQ including, but not limited to, the scope of work and consultant services agreement. Any provision of the consultant services agreement which cannot be adhered to shall be noted. G. Insurance Coverage. Provide proof of insurance as required in Section 4 of the Consultant Services Agreement. Interested parties are urged to visit the project areas to familiarize themselves with existing conditions in the course of preparing a submittal (see enclosed project area map). 6 VIII. RESPONSE DEADLINE The deadline for response to this RFQ is Friday, September 14, 2007 by 5:00 p.m. Postmarks as of this date will also be accepted. SELECTION CRITERIA A committee of City staff will review proposals and interview the most qualified individuals and/or firms based on the following criteria: A. Demonstrated ability to perform specialized architectural and design services with an emphasis on storefront renovation, rehabilitation and restoration, including signage, color design and graphic elements; B. Ability to communicate design ideas to property owners and to offer a range of improvement options in response to property owner input; C. Availability for meetings with property owners and Business Development staff; D. Willingness to adhere to and implement design guidelines, improvement standards and related policies as adopted by the Agency; E. Ability to manage projects, complete tasks in a timely manner and adhere to a budget; and F. Cost of architectural services. X. DISADVANTAGED BUSINESS ENTERPRISES The City of San Leandro encourages responses from MBE/WBE and Section 3 firms. XI. GENERAL CONDITIONS This RFQ does not commit the Redevelopment Agency of the City of San Leandro to award a contract or to pay any costs incurred in the preparation of a response to this RFQ.
