1 APPROVED DESIGN AND PROJECT REVIEW COMMITTEE (DAPR) MINUTES May 11, 2016 Voting Members Present: Staff Present: Presiding Member: I. Eckersberg, G. Gerdes, M. Jones, D. Latinovic M. Muenzer, J. Nelson, M. Tristan, M. Klotz, L. Biggs, P. Zalmezak U. Locke, J. Lasik M. Muenzer A quorum being present, Mr. Muenzer called the meeting to order at 2:32 p.m. New Business: 1) 835 Chicago Avenue Minor Adjustment to a Planned Jeff Clark, developer, submits for minor adjustments to the approved plans for the Chicago-Main Planned for modifications to the right-of-way landscaping to include public art elements. The Planned was approved by Ordinance 32- O-14. The property is zoned C1a Commercial Mixed Use District and odm Dempster- Main Overlay District. APPLICATION PRESENTED BY: Jeff Clark Developer Charles Chambers Architect DISCUSSION: Revised the address from 835 Chicago to 847 Chicago Avenue 9-story mixed use building with below grade parking, retail at grade level, offices on the second floor and floors 3 through 9 are 112 rental apartments Sierra White granite accent strips in the sidewalk Lighting component will have a 2-tone effect one effect during the day and another effect during the night. Lighting will cast a narrow beam of light onto the sidewalk The sidewalk for the front entrance of the building will be 2-tone absolute black granite The entry canopy will have a multicolored soft glow The design has a harmonious relationship between the accent strip in the sidewalk to the column to the light fixtures to the planter fixtures Metallic teal blue bike racks on the northwest corner of the building Mr. Gerdes expressed concern about the light fixtures outside the planters being a trip hazard The property management will maintain the landscaping and lighting for the public art Mr. Nelson expressed concern about the sculpture in the sidewalk with clearing snow off the sidewalk and having the planters 10 feet away from the water service Ms. Lasik, Cultural Art Coordinator, stated that the project has been redesigned several times and that this design adds an artistic component. She suggested a reflective material for the sidewalk area without any planters to eliminate the trip hazard DAPR Meeting Minutes May 11, 2016 Page 1 of 3
2 Mr. Latinovic expressed concern that the planters and the canopy may encourage people to cross the street in the middle of the block instead of an intersection Ms. Biggs moved to recommend approval with the condition that the lighting fixtures directly in the sidewalk, not the planters, be removed from the design, seconded by Mr. Nelson. The Committee voted unanimously 9-0 to recommend approval with conditions. 2) 525 Kedzie Street Preliminary and Final Review Douglas Imber, managing member, submits to install an approximately 7 5 X 5 X 2 6 sculpture in the public right-of-way. The property is zoned C1a, Commercial Mixed-Use District. APPLICATION PRESENTED BY: Douglas Imber Managing Member DISCUSSION: 20 unit apartment building with retail on the ground floor Sculpture will be located in the parkway inside their landscape area enclosed by a decorative fence Selected the sculpture to go along with the contemporary feel of the building and to contrast the silver of the building with the red of the sculpture. The sculpture is an outdoor piece and will be weatherproof Sculpture would stay for the foreseeable future Mr. Gerdes requested that an architect or structural engineer provide detail about the foundation of the sculpture Since this project is the first of its kind, Mr. Muenzer expressed that a process would have to be developed for future cases. For now, DAPR will be the only reviewing committee Ms. Lasik stated that she forward the project information to the Public Art subcommittee and requested that Mr. Imber attend the next Arts Council meeting to present his project. This situation is unique because it is private artwork going in the public right of way Ms. Biggs stated an easement may be needed for this project There may be lighting added in the future to the sculpture Ms. Eckersberg expressed concern about the sparsity of the landscaping Mr. Nelson stated to make sure the foundation was not close to the water service Anticipate start time of construction is June 2016 Mr. Gary moved to recommend approval with the condition that an easement agreement with the City be completed, seconded by Ms. Biggs. The Committee voted unanimously 9-0 to recommend approval with conditions. 3) 2008 Dempster Street Preliminary and Final Review Sally Anderson, business owner, submits for an 80 X 12 mural on the east wall of an existing building. 3 DISCUSSION: It is the exact same mural that is on the interior of the building The mural is called Ocean and it depicts various fish, whales, squids, etc in the water The mural will be painted over the brick and be coated for weatherproofing Currently, the business has 900 children and has a goal of 1,500 children by the end of August Mr. Gerdes moved to recommend approval, seconded by Mr. Nelson. The Committee voted unanimously 9-0 to recommend approval. Other Business: Approval of the May 4, 2016 meeting minutes. Mr. Nelson moved to approve the minutes from May 4, 2016, seconded by Mr. Latinovic. The Committee voted 8-0 with one abstaining to approve the minutes of the May 4, 2016 DAPR meeting.
