4 The Czech ETC milestones. Decision of Czech Government to introduce the electronic toll collection on defined highways and motorways in May Signature of the contracts with the Czech Ministry of Transport on 31th of March System implemented only within 9 month world record! General Contractor and operator of services of ETC: Consortium of Kapsch. Independent Auditor: LogicaCMG.
5 Facts about the Czech ETC. Toll for vehicles over 12 tons maximum gross weight. Vehicle categories (axles and emission class). Toll for vehicles over 3,5 tons maximum gross weight planned from Operation of 980 km highways and motorways (1 st phase) from Operation of 180 km selected 1 st class roads mainly used by international transit traffic (2 nd phase) from Open system architecture & Multi Lane Free Flow. Compulsory use of OBU. Easy access to registration and service on 214 distribution and contact points. Deposit for OBU (prepay or post pay) approx. 54 EUR (1.550,- CZK). Average toll 0,14 EUR (4 CZK/km) excl. VAT on highways and on 1 st class roads 0,10 EUR (2,6 CZK/km).

Due to the shorted deadline of construction problems with feeding, prepared transitional solution diesel agregats. 87,500 onboard units for the year 2007 Primary condition expected supply of 87,500 onboard units (including units for vehicles being exempt from tolling system) Within 14 months registered OBUs. 214 sale points (200 distribution points and 14 contact points) Extension of points of sale towards users. From 12/2006 to 02/007 opened at most encumbered frontiers additional 10 distribution centres, on present places near the border help so-called registration assistants + at frontiers trained staff distribute leaflets. By the end of the year 2006 had been extended operation time of contact points.

19 Road User Services. The Road User services of the Czech electronic tolling system are provided by: A network of 222 Premid point distribution centres (mainly petrol stations). A network of 15 Premid point contact centres (located in all districts of the Czech Republic). A Call Centre 24/7/365 via telephone, fax, , white mail and internet portal (services in Czech/Slovak, English, German, Russian, Polish, Hungarian, & Spanish). Web portal incl. Self Care Portal ( in Czech, Slovak, English, German, Russian, Polish, Hungarian, Italian, Croatian).

22 Successful first year of operation. Achieved revenue for the all year was higher than expected (EUR 215 million)! After three months of operation in 2008 the collected toll footed up to EUR 58 million this revenue is 20 % higher than in the same period of 2007! Estimation is, that total toll collection will exceed EUR 250 million in 2008, EUR 35 million more against 2007! By the end of 2007 almost active OBUs registered in the system, which exceeds even 3 times more the highest expectations! The average toll transaction per day was 614,280. Toll statistics have shown that the highest toll incomes are in the third decade of every month, between the 20th and 30th day of every month, which is most likely related to economic production cycles. It therefore comes as no surprise that the strongest days in 2007 were 28 November (EUR 870,000) and 27 November (EUR 862,000).

According to first months could be collection expected up to 6.6 billion crowns in During the first fifteen months of operation, the toll system has generated 7.1 billion already. Toll collected on newly paid selected segments of 1st class roads of about 180 km in length (subject to toll fees as of 1 January 2008) accounted for 4.6% of total toll collection. In tens years of toll operation on highways and high-speed motorways, the state can collect an estimated 120 billion CZK (not including the increase of toll rates). The calculation takes into account the expansion of toll duty to vehicles from 3.5 tonnes higher and the increased number of highways and motorways subject to toll fees.
25 Record recovery of investment in 6 months. Only after six (6) months of operation, the total amount of the collected toll reached the total capital expenditure! This excellent indicator is in addition amplified by the fact that the system was built using the contractor method, which means that the general contractor bears the initial costs related with the construction of sorts of PPP project! The state will reimburse the general contractor for such costs gradually within a horizon of 30 months after the launch of the system. Thus, in the first year of the system s functioning, the state has only paid 25 % of the total acquisition price of the work! The revenue estimation of ten years toll collect operation in highways and motorways is about EUR 4,6 billion (without toll rates increase). The calculation includes extension of toll collect obligation to vehicles 3,5 tons weight and increasing of numbers of toll collected highways and motorways. The total performance of the Czech tolling system is about 98 % (independent auditor). The transaction performance reach over 99,7 %.
26 Facts & Figures. The good performance is demonstrated also by the number of OBU units at the end of March 2008, more then active OBUs is registered in the system, which exceeds even the highest expectations before the launch of toll! pre-pay = 67,4 % post-pay = 29,6 % exempt = 3 % For 12 months of the functioning of the Czech toll system, the Customs officers mobile enforcement has processed more than violations of the legal regulations. another approximately 1,600 cases were assigned for administrative action to the relevant local departments. In fines has the General Customs Authority collected a total of EUR 1,2 million. Information from the Customs officers indicates that the most frequent reason for the inspection of the drivers right on the road is a missing OBU or a OBU with the incorrectly set amount of axles.
27 Number of OBU (On-Board-Units). There are currently over onboard units activated and registered in the system, incl. users exempted from payment (exempted vehicles account for about users). On average, individual freight vehicles per month contributed to the collected toll, meaning about individual vehicles per day. About new OBU join the system weekly.

30 Load on individual roads according to toll. The share of the D1 highway in the volume of collected toll is dominant. In twelve months, it maintained its 39% share; equal to the other highways D5 (21%), D8 (8%), D11 (6.5%) and D2 (6.5%) combined. All of the paid high-speed motorways combined accounted for 19% of the collected toll. Roads R35, R10 and R46 are the best among high-speed motorways. The most burdened areas are highway D1 around Prague and the highway near Brno, the Prague ring road and highway D5 in the direction from Prague to the German border.

34 Next steps According to the Czech Ministry of Transport s most current plans, by January 1, 2009 the Czech electronic toll system is going to be extended to cover all vehicles over 3.5 tonnes. After having evaluated the technical and economical aspects, it appeared as optimal to complete the electronic toll collection on the whole new highway and motorway network in DSRC microwave technology because of undeniable benefit of this technology. Kapsch will extend during next 10 years the existing System to cover another approximately 1,000 km of new highways and motorways, the construction of which is scheduled to begin till the end of Maximal utilization of existing electronic toll system for next purposes like traffic management, road safety & other telematic applications according to the Transport policy for Kapsch will supply and implement the interface for telematic applications and the the Traffic Management System for the D1 motorway route. Setting into operation is foreseen at the end of The project aims are to improve road safety and to optimize the traffic flow. The potential further extension of the electronic toll collection on 1st class, 2nd class and 3rd class roads with respect to both the return of the investment and the development of the pan-european concept of unification of technologies for electronic road toll. Kapsch will implement the interface for a future satellite-based toll collection system. The goals is a socalled Hybrid system solution. In the case, the Czech Republic will decide in the future to toll rural roads, the existing electronic toll system will be ready to be extended by new elements of satellite technology. The part of the satellite interface implementation is also pilot testing of hybrid solution and hybrid OBU on the whole area of the Czech republic.
35 The Electronic vignette in the Czech republic. The Czech Ministry of Transport decided to replace existing paper vignette by anonymous electronic one. In Czech republic, time fee for highways usage is paid by personal cars. The electronic vignette is communicating with the existing tolling infrastructure (maximal usage of existing toll system, e.g. electronic enforcement of bad payers). Benefits: obtaining online data about car traffic, congestition, accidents to increase road safety. improve users comfort (flexibility, portability of e-vignette) decrease costs of yearly printing and distribution of paper vignettes. lower spending on police enforcement prevention paper vignette falsification increase revenue from highway time fee
36 Extension of the ETC on rural roads. In 2007 the Czech republic opened the discussion in which way maybe to extend the existing electronic toll collection system for the 1st, 2nd and 3rd class roads in the near future with respect to both the return on the investment and the development of the pan-european concept of unification of technologies for electronic road toll. The Czech Ministry of Transport together with Kapsch together and the Technical University of Prague developed the concept of hybrid toll collection solution which combines the existing System built on basis of DSRC microwave technology with GPS satellite subsystem for rural road network. Kapsch will deliver the interface for the access and the arbitrary layer to the existing System to integrate the hybrid onboard unit into it Pilot Project of the Hybrid system will be part of the delivery, which will work as a full area system with the possibility to provide the tolling of even lower class roads, anywhere in the Czech republic.

38 Appeal for technological restraint. The Czech Republic had positive experience with the microwave toll system on highways and high-speed motorways (rapid return on investment, high efficiency). The microwave system allows us to use the infrastructure for telematic applications in transport safety even for the introduction of e-vignettes for time tolls for passenger vehicles. We work with neighboring countries, particularly Austria, to ensure the maximal economic interoperability of the toll system; technical aspects are already ensured by the DSRC standard. The openness of the Czech microwave toll system allows the problem-free connection of satellite toll collection on extensive lower class roads. This hybrid solution as a combination of the best of both technologies will be a pioneer for Europe. Therefore, we are not expanding different technologies in the EU, but instead are working on the optimal connection of DSRC and GPS/GSM!
