3 Introduction The aim of the City & County of Swansea, in implementing the Beyond Bricks & Mortar Charter is to help secure the social and physical regeneration of the City for the lasting benefit of local communities. Beyond Bricks & Mortar Putting People at the Centre of our Thinking B e y o n d B r i c k s & M o r t a r I n t r o d u c t i o n We are committed to a comprehensive approach to regeneration, striking a balance between the physical development of the City and the ability of local people to access new opportunities. Anticipated investment in new infrastructure over the next five to ten years of over 1 billion could support hundreds of new jobs. The priority is to ensure local people benefit directly. Beyond Bricks & Mortar is a project managed by the City & County of Swansea which aims to overcome barriers standing between the local community and job opportunities. It aims to match local people with the job opportunities created from a wide range of investment by the City & County of Swansea, the Welsh Assembly Government, European Union and the Private Sector. A number of major regeneration projects are planned over the next 5-10 years, presenting exciting opportunities for residents to benefit directly. Beyond Bricks and Mortar provides the key to ensuring we can match the aspirations of residents and businesses in the City & County of Swansea. The Council aims to facilitate the provision of a skilled workforce, matching skills to job opportunities and co-ordinating training and development plans. The aim is to create maximum awareness of the opportunities presented by each development within local communities. We will ensure all necessary action is taken to fill these opportunities. The Charter provides a firm basis for true and effective partnership. The key partners involved will have different responsibilities that lead to common goals. Together we can fulfil the promise of Swansea s 2020 Vision. Everyone stands to benefit from the Future Swansea. This is just the beginning The City & County of Swansea is embracing a new era in its regeneration, guided by Swansea 2020 Economic Regeneration Strategy. As part of the Strategy, the Beyond Bricks & Mortar Initiative and Charter have been created to ensure that benefits from the developments leading up to 2020 touch all of our Communities, providing a lasting legacy of opportunity for our Citizens, our Businesses and our Future generations. Beyond Bricks & Mortar has a dedicated delivery team to ensure help and assistance is given to all partners in order to achieve the best results. Our Aims Our City is changing and is on the verge of a huge step change in terms of facilities, business opportunities, environmental amenity and quality of life. We aim to take advantage of these opportunities to bring added benefits to the people, businesses and communities of the City & County of Swansea. 4 To Our Partner Organisations What we will do: What we want you to do: B e y o n d B r i c k s & M o r t a r S o c i a l B e n e f i t s We will: Introduce Social Benefit Clauses into the regeneration projects taking place in the City & County of Swansea; Provide support and guidance to all involved in order to achieve the targets we set; Work closely with all partners to maximise the opportunities these developments can bring. Social Benefit Clauses will help with: Targeted Recruitment and Training: - Local apprenticeships - Work placements - Training and employment of the long term unemployed and others disadvantaged in the workplace Opportunities for Local Suppliers: - Commitment to local sourcing of suppliers and services - Promotion and advance notice of contract opportunities notified by our partners Use of the Sustainable Developers Guide to ensure that companies comply with all relevant legislation. Provide support & assistance through our team and other support agencies with: Assistance in identifying appropriate Social Benefit Clauses to include in tender documents; Assistance with the appropriate wording for notices and documents and drafting appropriate Social Benefit Clauses to include in tender documents A single point of contact for information and support; Assistance with scoring tenders where appropriate; Assistance in monitoring outcomes; Assistance in sourcing local Contractors and Suppliers through use of a dedicated database. Work with the Beyond Bricks & Mortar team to ensure social benefit clauses are considered for all projects/ contracts within your influence to provide added benefit to the people of Swansea; Work with the Beyond Bricks & Mortar initiative to increase the number of local unemployed & economically inactive people (including NEETs) offered training and work placements. Help promote the Beyond Bricks & Mortar initiative amongst other organisations and contractors; Where appropriate work with Beyond Bricks & Mortar on specific initiatives to promote BB&M aims; Allow local sub-contractors the opportunity to become part of your supply chain; Source suppliers / sub contractors through the Beyond Bricks & Mortar database.
