3 Welcome to the Team! TRUE NORTH LABOUR is a temporary staffing agency specialized in matching skilled workers with construction contractors. We hire skilled labourers, safety officers, and various tradesmen to perform tasks at construction sites in the lower mainland and beyond. Proud to be a Canadian company, TRUE NORTH LABOUR serves the growth of our country, building relationships with our employees and clients, one project at a time. Founded in 2015 by three entrepreneurs, we strive to be the best company for skilled labours to work for, and in turn, provide the best employees that our clients can ask for. Welcome to TRUE NORTH LABOUR. Please review this handbook carefully. This handbook may answer your questions and help you get to know us a little bit better. This book highlights the safety aspects of working on construction sites, and the basic operations of TRUE NORTH LABOUR. It also includes information on what we expect of you, your duties & rights, plus some do s & don ts on and off the job. Our Mission To seek and find the most skilled and resourceful workers in the region. To provide our workers with ongoing training and the compensation that they are worth. To match our appropriately trained workers to the right job site. When working at TRUE NORTH LABOUR, workers can expect to be treated like the great people that they are. We believe that by fostering a work environment that utilizes the unique advantages of a staffing agency, both our workers and clients will benefit. Hours: 24 hours. Any time of day or night, we are here for you. 2
4 Orientation Your safety is really important to us, and this is why participating in orientation is mandatory. The orientation covers worksite & safety training. It will take approximately 8 hours and is offered once per week. Here, you will learn from a WIHMS course, plus be instructed on personal protective equipment use, fall protection regulations, basic tool handling, and much more. Health & Safety Worksite Injury and Illness Emergency Procedures It is your responsibility and your right to report any injury or illness that was caused by, or that happened on the worksite. Injuries and illnesses must be reported immediately to a site supervisor, a safety officer, and to TRUE NORTH LABOUR. Once reported, you will be given further instructions. In the event that the injury or illness prevents you from going back to work, you may be eligible to receive insurance benefits and compensation provided by Worksafe BC. TRUE NORTH LABOUR pays all costs for this insurance protection. Personnel Protective Equipment Requirements We want you to be safe and to stay safe. Therefore, we ask that appropriate personnel protective equipment be worn at all times, depending on the type of work that s being performed. Your orientation training will show you the most common dangers at a job site and how to stay safe. You are responsible to use sound judgement to determine if the work is safe or not. TRUE NORTH LABOUR is always available to answer questions regarding safety. It s better to be safe than sorry, so when in doubt, please speak to your supervisor or a safety officer. You are responsible for supplying your own industry approved hard hat and safety boots. We will provide you with protective gloves, eye protection, ear plugs, and safety vests. Safety and Prevention If it isn t already clear, employee safety really is our first priority. Prevention is the best method to effectively keep you safe and accident free. Unsafe conditions should be reported immediately to your supervisor and a TRUE NORTH LABOUR representative. If you suffer injury or illness on the worksite, you should inform your supervisor and a TRUE NORTH LABOUR representative immediately, and then fill out an accident report. If the injury is minor, you may be able return to work after first aid has been administered. If the injury is major, the supervisor will refer you to TRUE NORTH LABOUR for next steps. 3
5 A reminder of some General Safety Rules to follow (although not limited to the following): Obey visual and audio warning systems immediately. Keep work areas clear of obstruction at all times. Keep aisles, stairs and exits clear. Obey posted instruction signs on machines and elsewhere. Observe wet floor signs. Do not walk on wet areas. Do not remove guards or safety items from machines and equipment. Running, jumping, and horseplay are prohibited. Respiratory mask, and protective gloves must be worn when necessary. No food or drink is allowed in work areas. If you have documented lifting limitations, you should never lift more than your limit. Proper lifting methods should be utilized at all times. On construction sites, obeying the safety direction of the Construction Safety Officer and /or the site supervisor is mandatory. First Aid Although safety and prevention are our first priority, unavoidable accidents can occur. In these cases, it is useful to be well prepared. At TRUE NORTH LABOUR, we encourage all of our workers to participate in a First Aid Level 1 course. On the worksite, it is important to be familiar of the location of first aid kits and fire extinguishers before starting any work. Additionally, knowing who the safety officer is, or identifying workers with first aid training is essential. Harassment As mentioned at the beginning of this handbook, TRUE NORTH LABOUR strives to create a positive work environment for everyone who works here. We cannot achieve this if any kind of harassment occurs, and we take any harassment claims very seriously. Harassment and discrimination will not be tolerated here. As a refresher, harassment includes (but is not limited to): intimidation, bullying or inappropriate joking or solicitation, whether it is sexual in nature, or about race, religion, origin, age, disability, or any other factor protected by law. This is illegal and will not be tolerated. As an employee of TRUE NORTH LABOUR, you must not and cannot harass others on any worksite. Should you feel like a victim of harassment or have witnessed harassment on a worksite, please speak to a TRUE NORTH LABOUR representative immediately. We will conduct a thorough and discreet investigation and, if the investigation concludes that harassment has occurred, we will take disciplinary action which could include immediate termination of employment of the harasser. 4
6 Professional Behaviour Appearance and Attitude We will proudly outfit you with our logo on your vests and hardhats. As an ambassador of TRUE NORTH LABOUR, your appearance should be neat and appropriate for the working environment. We wholeheartedly feel that dressing the part and going in with a positive attitude allows you to gain more respect on the worksite, meet friendly acquaintances, and find the work more enjoyable. Personal Property A word of caution! Please be careful and mindful of your personal belongings, especially on worksites. TRUE NORTH LABOUR is not responsible or liable for any of its employees personal property. Lost, stolen, or damaged items belonging to you must be covered by your own property insurance. It is not covered by insurance from TRUE NORTH LABOUR. Attendance and Reliability Your attendance and reliability is a crucial part of our continued success because one of the most important aspects of a temporary staffing agency like ours, is to be able to provide reliable service to clients. We trust that you will work scheduled shifts, and in turn, you can count on us to send work your way when we can. Please note that hours of work are defined by our clients, and not by TRUE NORTH LABOUR. However, overtime and break allowance regulations must be respected by our clients. Absence or time away from the worksite occurs when you: 1) arrive late to the worksite, 2) arrive late after a break, and/or 3) fail to follow the assigned schedule. We understand that emergencies and illness are unexpected. If you must miss scheduled work, and are unable to give TRUE NORTH LABOUR advance notice, you must contact a TRUE NORTH LABOUR representative as soon as possible. This will allow TRUE NORTH LABOUR to make arrangements to find a replacement for the worksite and keep a good working relationship with both you and the client. If we are not advised of you absence, it is a missed opportunity to work, for you, and also someone else who could ve worked in your place. We don t feel that is fair to us, our client or your coworkers. Any issues with attendance can result in a loss of trust from TRUE NORTH LABOUR and could lower the amount of hours of work for you. Employee Conduct At TRUE NORTH LABOUR, we are committed to maintaining a reputation of employing and offering honest, ethical and professional workers. In order to maintain this reputation, we have compiled examples of inappropriate and intolerable conduct per TRUE NORTH LABOUR standards that may lead to immediate termination or disciplinary action. Other actions not included in this list may also be deemed inappropriate and lead to immediate termination. TRUE NORTH LABOUR reserves the right to terminate at will. 5
7 Examples of inappropriate and intolerable conduct are as follows: Use of drugs and/or alcoholic beverages and/or possession of drugs or alcoholic beverages on company or client premises or during company paid time while away from the premises. Inebriation on company or client premises. Theft or dishonesty or misappropriation of company and/or client funds or property. Leaving the job or premises without prior approval from a TRUE NORTH LABOUR representative or a client supervisor. Insubordination or disrespect of company or client work rules, employees, and/or property. Restriction, delay or error in processing company or client work. This includes withholding of work progress; refusal to do regularly assigned tasks, or deliberate interference with another employees work. False statements made on employment applications, background checks, education, or previous employment, timer records, or any formal or informal document of TRUE NORTH LABOUR or a client of TRUE NORTH LABOUR. Assault, attacks or threats of bodily harm against others while on any part of company or client premises. Use of profanity anywhere on client property. Disclosing confidential and proprietary information to unauthorized third parties. Possession of weapons and/or firearms on company or client property. Excessive tardiness or irregular attendance to work. Failing to report absences (No call/no Show). Harassing or abusing others. Misusing trade secrets, customer lists and other confidential or proprietary information. Correcting, or making changes to the payroll system for another employee. Being rude, argumentative or disrespectful to a client, fellow employee or supervisor. Destruction, damage, or defacement of company or client property or the property of others. Intentionally negligently performing duties or wilfully hindering or limiting production. Sending personal e mails or making personal phone calls during work hours. Access to e mail or phone should be for business purposes ONLY. Walking off the job without first contacting a TRUE NORTH LABOUR representative and without just cause. (This is considered voluntary termination.) Following the termination of an employee, salary owed will be deposited directly into their account or alternatively, a cheque can be picked up at the TRUE NORTH LABOUR office. 6
8 Smoking, Food, and Beverage Policy Smoking, food and beverages are not allowed on worksites except in designated areas and during designated times as established by the site supervisor. Failing to follow these rules may result in termination of employment. Misuse of Company Assets Any equipment belonging to TRUE NORTH LABOUR, including, but not limited to construction equipment, computers, and telephones is to be used for work related purposes only. Any misuse of this equipment may result in disciplinary action, including termination of employment. Disciplinary Action TRUE NORTH LABOUR takes pride in retaining only the best qualified workers (you!) at our company. We will invest in your testing and training. For this reason, we expect you to perform at the highest standards at all times. When TRUE NORTH LABOUR determines that you do not perform at the expected level, you may be subject to disciplinary action. This may consist of: a verbal warning, written warning, probation, and/or immediate termination, or all of the above. We trust you to use your common sense when it comes to defining unacceptable behaviour, but the following is a list of examples to be clear: Absence or lateness. Insubordination (employee refusing to do what was asked of him/her) for no appropriate reason. Failure to follow procedures or instructions. Smoking, drinking or eating in prohibited areas. Inadequate or poor work performance. Conducting personal business during work hours. Unauthorized release or breach of confidential information. Failure to maintain satisfactory and harmonious work relationships with trainees, public or coworkers. Carelessness or neglect resulting in damage to property belonging to TRUE NORTH LABOUR or the property of the client. Violation of safety rules. Violating the human rights of coworkers of TRUE NORTH LABOUR or those at assigned work site. Carelessness resulting in injury to self or coworkers. Unprofessional conduct, rude or offensive behaviour. Unauthorized removal of clients property without proof of purchase. Failure to cooperate in an investigation. Violation of TRUE NORTH LABOUR guidelines, policies, or work site employer policies or procedures. 7
9 Employees Rights & Responsibilities Unsafe Work You have the right to refuse work if you judge it to be unsafe. Should this occur, call TRUE NORTH LABOUR immediately and let us know what happened. Meal Breaks As per the BC Employment Standard Act, you are entitled to a minimum 30 minutes unpaid meal break during a 5 hour or longer shift. Statutory Holiday As per the BC Employment Standard Act, you are entitled to statutory holiday pay if you have been employed for 30 calendar days before the statutory holiday and, you have worked or earned wages on 15 of the 30 days immediately before the statutory holiday. Payments & Procedures TRUE NORTH LABOUR Booking System TRUE NORTH LABOUR utilizes a web based booking system. All of our employees information is entered in our database and a text message and/or e mail will be sent to you if there is work available. The text message or will contain details on the time and date of the job. If you choose to accept the job, you must respond within 10 minutes of receiving the message. If no response is received within the allowable timeframe, we will assume you are not available and will send the request to the next employee. As per the BC Employment Standard Act, employees of TRUE NORTH LABOUR are considered on call workers. This means that you may accept or refuse jobs that are sent to you. However, accepting work and not being reliable (not on time or not being present at all), is cause for disciplinary action. Payment Occurrence and Delivery Method Payments are made on Friday evenings, once per week, regardless of how many days were worked in that week. Payments are made one week after the current work week. For example: You worked the first week of March You handed in a timesheet at the deadline (Monday of the second week of March) Payment will be issued on Friday of the second week of March (4 days after timesheet was submitted) 8
10 Payments are sent through direct deposit to your bank account. In certain exceptions, cheques can be issued; however, you will have to pick up the cheques at the TRUE NORTH LABOUR office. Vacation Pay As a temporary worker, you are entitled to vacation pay. Vacation pay is 4% and will be added to each pay occurrence. Vacation pay starts after 5 calendar days of employment as per section 58 of the Employment Standard Act. Pay Deductions As per the law, TRUE NORTH LABOUR is obligated to deduct the following amounts from each employee s salary: Federal Income Tax Deduction Provincial Income Tax Deduction Employment Insurance Deduction (EI) Canada Pension Plan Deduction (CPP) Timesheet Procedures At the end of this handbook is a copy of a timesheet. The timesheet must be filled out and signed by the worksite supervisor at the end of each work day. Once completed, return the timesheet to TRUE NORTH LABOUR for processing. You may choose to bring the timesheet to the TRUE NORTH LABOUR office or take a picture of it and send it to our e mail address: timesheet@truenorthlabour.com. Please remember that all timesheets must be received by TRUE NORTH LABOUR each Monday in order for payment to be processed on Friday. Overtime Overtime will be paid as per the BC Employment Standard Act. You will be paid at 1.5 times the regular hourly rate after 8 hours of work in a day or after 40 hours per week, or at 2 times the regular rate for working over 12 hours in a day. Overtime is computed on hours actually worked and exclude lunch breaks, unpaid breaks, vacation pay, and sick pay. Overtime must be preapproved by the worksite supervisor. No Guaranteed Work By now, you may be wondering how often you will be asked to work. We will do everything in our power to meet your expectations of the number of hours you d like to work; however we appreciate your understanding that as a staffing agency, we cannot guarantee a set amount of hours per week.
