1 PROVISION FOR CHILDREN WITH SPECIAL EDUCATIONAL NEEDS IN THE LONDON BOROUGH OF HOUNSLOW A guide for parents/carers of children who have a Statement of Special Educational Needs and may need specialist provision. Children s Services & Lifelong Learning December 2007
2 Hounslow is an inclusive authority where children with statements of special educational needs are usually supported within their local school or pre-school setting. Hounslow provides a range of specialist provision for children and young people, which this leaflet outlines. Specialist provision offers the opportunity for individual and small group work with staff who have specialist knowledge and experience of working with children with significant needs. Educational psychologists, specialist teaching services and other professionals work together with parents/carers to ensure that children and young people with significant needs have individually designed programmes and interventions that support their needs. Special Schools Lindon Bennett School meets the needs of pupils who are aged 5 to 11 with severe learning difficulties and profound and multiple learning difficulties and has special classes for pupils on the autistic spectrum. Work is closely related to the National Curriculum and delivered using a multisensory approach in small classes where pupils work at a level appropriate to their ability rather than their age. The school provides medical support and specialist equipment/facilities including a hydrotherapy pool on site. Oaklands School meets the needs of pupils who are aged 11 to 19 with severe learning difficulties and profound and multiple learning difficulties, including Autistic Spectrum Disorders. Work is closely related to the National Curriculum and delivered using a multi-sensory approach in small classes where pupils work at a level appropriate to their ability rather than their age. The school provides medical support and specialist equipment and facilities. Marjory Kinnon School provides for pupils who are aged 5 to with moderate and complex learning difficulties. Work is closely related to the National Curriculum and pupils work in smaller classes where they are given the opportunity to spend longer on topics and to work at a level appropriate to their ability rather than their age. The school has a specialist centre within it catering for pupils on the autistic spectrum aged 5 to 19. The Cedars School provides for pupils who are aged 5 to 11 with significant social, emotional and behavioural difficulties who need a highly structured environment and small classes throughout each day. A variety of approaches are used, the work is closely related to the National Curriculum and adapted to meet each pupils needs. Pupil Referral Service Woodbridge Park Education Service is a Pupil Referral Service that provides education for permanently excluded students. The service is based on three sites KS1/2 (Years 1 to 6)The Bridge Centre; KS3 (Years 7 to 9) Syon Park Centre; KS4 (Years 10 to 11) Wood Lane Centre. The service provides interim provision for students with Behavioural, Social and Emotional Difficulties who have statements of Special Educational Need for whom a mainstream placement is not immediately appropriate, and programmes for pregnant school girls, Looked After Children and the Youth Offending Way Ahead Scheme. The service works closely with a wide range of different professionals and other agencies to support students.
3 Specialist Centres within Mainstream Schools All Specialist Centres have a more generous staff to pupil ratio than is available in ordinary classes and offer individual and small group work as well as lessons in mainstream classes. Provision for pupils with hearing impairments is available within Norwood Green Infant and Nursery School; Norwood Green Junior School and Heston Community School. The Centres are for pupils with severe to profound hearing loss and associated educational difficulties. Sign supported English and British Sign Language are offered, where appropriate, together with specialist language programmes. Provision for pupils with speech and language difficulties is available within Lionel Primary School and Lampton Secondary School. The Centres provide specialist teaching support and on site speech and language therapy for pupils with a variety of communication difficulties who have average non-verbal skills. Provision for pupils with physical disabilities is available within Hounslow Heath Infant and Nursery School; Hounslow Heath Junior School and Feltham Community College. The Centres provide medical support including physiotherapy and special equipment. The PD pupils are fully included in mainstream classrooms and are only withdrawn for specific programmes such as speech therapy/physiotherapy. Provision for pupils with autistic spectrum disorders is available within Grove Road Primary School and Marjory Kinnon Special School. Grove Road provides specialist support for pupils of broad average ability, who are diagnosed with autistic spectrum disorder and can work independently in a mainstream class for a part of the day. Marjory Kinnon School provides specialist support for pupils aged 5 to 19 with moderate learning difficulties who are diagnosed with autistic spectrum disorder and need to work in small groups throughout the day. Hounslow is developing other specialist provision to meet the needs of pupils on the autistic spectrum. Provision for pupils with moderate learning difficulties is available within Hounslow Town Primary School. The Centre provides structured education and on-going assessment for pupils with moderate learning difficulties who have an uneven profile of strengths and weaknesses. Provision for pupils with specific learning difficulties is available within Marlborough Primary School and Cranford Community College. The Centres provide specialist support for pupils with significant literacy difficulties who have strengths in other areas (dyslexia). Early Years Provision Education, health and social care professionals all work together to offer a range of provision to support pre-school children and their parents/carers. Early Bird is a training course accredited by the National Autistic Society for carers whose child is under five and has a diagnosis of an autistic spectrum disorder. Portage Service is a home-based service offering advice and guidance on how to help your child to progress. Educational Psychology Service provides specialist advice and support for children with complex needs to parents, schools and other professionals. Teaching Support Service offers specialist advice and support for children who have visual, or hearing impairment, physical disabilities and those with autistic spectrum disorders. The SEN Nursery provides education for nursery aged children with severe and complex needs.
4 Useful Contacts Parent Partnership Service: Parent Partnership Service supports parents and carers in working together with the Authority and schools. It provides information on all aspects of special educational needs and work with a range of support and voluntary groups. SEN Service: The SEN Service is responsible for carrying out statutory assessments and review processes for all Hounslow pupils with a statement of special educational needs. The service works with pre-school settings, schools, parents/carers and other professionals regarding provision and placements for pupils. 5 1. SEN Centres in Hounslow schools 1.1. By September 2011, Hounslow will have SEN Centres in mainstream schools across the primary and secondary phase. The details of the Centres are set out below: Primary Centres Designation Capacity Crane Park Primary School Forge Lane Primary School Smallberry Green Primary School Grove Road Primary School Hounslow Heath Infant & Nursery School Hounslow Heath Junior School Autistic Spectrum Disorder (ASD) - Pupils of average cognitive ability whose level of Autism means that most of their education is delivered in the Centre and who will have limited integration in the mainstream school. as for Crane Park as for Crane Park and Forge Lane. Pupils who require specialist teaching and support but who are able to integrate to a greater extent in the mainstream classes. Physical Disabilities (PD) Children with significant physical disabilities which necessitate physical and therapeutic input but whose cognitive abilities enable them to integrate with their peers. * 8 10 Physical Disabilities (PD) as with the Infant school Hounslow Town Primary School Lionel Primary School Marlborough Primary School Moderate Learning Difficulties (MLD) pupils at the lower end of the moderate difficulties range who require a significantly differentiated mainstream curriculum delivered in the Centre but who can be integrated for some aspects of the curriculum. Speech Language and Communication difficulties pupils with significant speech and language difficulties and disorders which require intensive speech therapy incorporated in their curriculum. Specific Learning Difficulties (Dyslexia) These pupils require intensive small group specialist teaching and some 1:1 support but their broadly average academic ability does enable them to integrate for some aspects of the curriculum
6 Primary Centres Designation Capacity Norwood Green Infant & Nursery School Norwood Green Junior School Hearing Impairment (HI) pupils who are deaf or have a significant hearing loss which necessitates specialist teaching and TA support to enable them to access the curriculum. Pupils are supported by specialist staff to integrate into mainstream classes. Hearing Impairment (HI) - as with the Infants school Secondary Schools Designation Capacity Cranford Community College Feltham Community College (PD Centre) Feltham Community College (ASD Centre) Heston Community School Lampton Academy *when operating at full capacity. Specific Learning Difficulties as for the primary Centre. Physical Disabilities (PD) as for the primary Centres. provision operates on a similar basis to Crane Centre and is for pupils who are less able to integrate into the mainstream school.
