Please note that due to proposals set out in the Department of Education s Draft Budget, you WILL be expected to meet the cost of an Enhanced Disclosure Certificate, which is currently 30, if you are recommended for appointment effective after 1 April Further details in relation to legislative requirements can be accessed on or This post is currently being advertised by the Western Education and Library Board. It is planned that this organisation will become part of the Education and Skills Authority (ESA), which is being established as a result of the Northern Ireland Executive s Review of Public Administration in education. The establishment of ESA planned for 1 April All appointments completed before the establishment of ESA will be subject to a transfer of employment on the agreed date for the establishment of ESA. The transfer of employment is protected in accordance with the Transfer of Undertakings (Protection of Employment)(TUPE) Regulations 2006 and therefore all terms and conditions of employment will be protected on transfer. BACKGROUND INFORMATION The Southern Education & Library Board (SELB) and the Western Education and Library Board (WELB) are the Local Education Authorities for the District Council areas of Armagh, Banbridge, Cookstown, Craigavon, Dungannon and Newry & Mourne, Derry, Fermanagh, Limavady, Omagh and Strabane. The area has a population of approximately 614,000 and is comprised of both urban and rural areas. There are approximately 139,000 children and young people attending schools in the area which the Boards manage or maintain:- 32 Nursery Schools. 432 Primary Schools. 70 Secondary Schools. 7 Controlled Grammar Schools. 13 Special Schools. In addition, there are 21 Voluntary Grammar Schools, 12 Integrated Schools and 8 Irish Medium Schools in the area to which the Board supplies a range of services. 1

2 This is an exciting and critical time for education in the Boards area. The Boards are committed to the raising of standards throughout all their services in line with the needs of the community, influencing Government policy and responding to challenge. The Boards are working to bring about closer collaboration among their services and their more effective management and co-ordination through better strategic planning, deployment of people and focusing of resources to support the following outcomes. These include:- the raising of achievements by children and young people, high standards of teaching in the classroom and the most competent management of schools by senior staff and Governors; improved collaboration with other Boards, education partners, Health & Social Services Boards and Trusts and others, in meeting the needs of institutions and of individual children; greater responsiveness to the expectations and needs of parents of individual pupils; innovation across Board services to meet the changing educational, social and welfare needs of children and young people; the management of professionals within services to create teams and encourage interworking; the acquisition of additional resources to support and provide better facilities and services for young people. JOB PURPOSE The Educational Psychology Service strives to work in partnership with parents, schools and other professionals to ensure that all children and young people develop and learn through effective education, with a particular emphasis on those who are experiencing difficulties within education; As part of the Educational Psychology Service the post holder will provide, within a specified geographical area, and under the supervision of the Principal Educational Psychologist and a Senior Educational Psychologist a psychological service as outlined below. REPORTING TO: The Senior Educational Psychologist RESPONSIBLE TO: The Principal Educational Psychologist MAIN DUTIES AND RESPONSIBILITIES Assessment and intervention: Psychological assessment of children and young persons in the age range 0 19 with learning and behavioural problems including visual, hearing, intellectual, autistic, linguistic, physical and emotional disabilities; Providing advice to the Board in the context of the formal assessment of children with special educational needs; Advising parents and teachers on the management and teaching of children with developmental, learning and behavioural difficulties; Devising developmental and remediation programmes for children with learning and behavioural problems; Liaising with peripatetic, outreach and support teachers; Providing in-service courses for teachers, parents and other agencies; 2

3 Advising teachers on teaching methods, programmes, materials and on the choice and use of tests; Participating in school-based projects e.g. Paired Reading, pre-school language development programmes; Participating in and providing advice to language-impaired and deaf children s case conferences, district multi-professional assessment teams and social service case conferences; Providing advice to the Board at the stage of transfer of children with Statements from primary to secondary education; Any other duties within the general ambit of the job as directed by the Principal Educational Psychologist. Management of activities Manage a generic caseload, including prioritizing workload in line with the Educational Psychology Service Guidelines; Keep appropriate records as required to assist the Service s Management Information System; Under the supervision of a Senior Educational Psychologist and Principal Educational Psychologist contribute to the provision of an Educational Psychology Service for all schools and client groups within a specified geographical area; Participate in clinics and intra/interboard working groups as required. Raising achievement and organisational development Work within the Board s Corporate Objectives and the Operational Objectives of the Children & Young People s Services Department; Assist in the implementation of the Board s ICT Strategy; Liaise and work co-operatively with colleagues in other sections of the Board to ensure consistent, coherent and comprehensive approaches in meeting the special educational needs of children; Liaise and work co-operatively with Health & Social Services professionals and other agencies in the interests of children with special educational needs. Service Development Work towards achieving the targets set out in the Educational Psychology Service Business Plan; Contribute to the development of the service through attendance at team, staff meetings and service development plan review meetings; Contribute to service development by participating in annual staff appraisals. Training Attend Continuing Professional Development courses in line with British Psychological Society Regulation guidelines; 3

4 Assist supervisors in the training of DECAP students; Provide advice, guidance and support to Board officers, schools and parents as required; Contribute to the development and delivery of in-service training for teachers, assistants, parents and other professionals. Supervisory Responsibilities Supervision of clerical staff as required; Supervision of educational psychologists in training as required. Supervision Received General supervision by the Principal Educational Psychologist and by the Senior Educational Psychologist who will be responsible for initial induction and annual appraisal. Work Complexity High level of complexity requiring a systematic and analytical approach to problem solving and the application of psychological theory in meeting the SEN of children and young people; Creative and imaginative thinking in finding solutions to complex learning and behavioural difficulties. The list of duties is not intended to be exhaustive or exclusive. The post holder may be required to undertake various duties as deemed necessary by the Principal Educational Psychologist and the Board. The Board reserves the right in consultation with the post holder to update the Job Description to reflect the changing needs of the Service. Qualifications and Experience Applicants must: 1 be qualified to practice as an Educational Psychologist, ie (a) hold a Masters level qualification as an Educational Psychologist, hold a recognised teaching qualification and have a minimum of 2 years qualified teaching experience; OR (b) hold a Masters level qualification as an Educational Psychologist and have 5 years experience of being employed as an Educational Psychologist in an Education Authority; OR (c) hold an approved Doctorate level qualification as an Educational Psychologist*. 2 be registered with the Health and Care Professions Council (HCPC) as an Educational Psychologist. *Those candidates expecting to obtain the required qualifications by October 2013 will also be considered and must have attained the qualification at the date of appointment. Applicants for both posts must have access to transport in order to fulfill the requirements of the posts. 4

5 The Selection Panel reserves the right to enhance the criteria in order to facilitate a manageable shortlist. Knowledge, Skills, Personal Qualities Psychological assessment of children and young persons with learning difficulties (moderate, severe, profound and multiple), specific learning difficulties (dyslexia), emotional and behavioural difficulties, sensory difficulties (vision and hearing), speech and language difficulties, autistic spectrum disorder; Provision of comprehensive reports (oral and written); Advising parents and teachers on teaching and management of children; Formulating remedial programmes for parents and teachers; Provision of counselling/therapy; Advising Board in the context of formal assessments; Provision of inservice courses for teacher/parents; Psychometric tests and assessment techniques; SEN COP, SENDO, the Children s Order, SENDIST; Criteria for identifying children for special education provision; Conditions of integration of children with special needs in mainstream; Major issues in educational psychology; Evaluation and research techniques; Communication (oral and written); Negotiation/conflict management; Problem solving; Handling large case-load; Management of multi-professional case conferences; Maximising time management, preventative strategies, consultancy approaches; Specialist interests eg dyslexia, dyspraxia, ADHD, ASD, Early Years, Nurture Groups, Speech and Language; Team member; Sensitive approach; Self-motivation able to work alone; Positive outlook confidence inspiring; Prepared to initiate eg projects, INSET; Keenness to develop knowledge/skills (course attendance, study); Observance of equity and fair play in identifying children for special educational provision Please note the onus is on candidates to provide sufficient detailed information on their application forms in order to demonstrate how they meet each of the criteria. Failure to do so may result in a candidate not being shortlisted since Selection Panels cannot make assumptions in the absence of essential information. Terms and Conditions of Service The main terms and conditions of employment are those for Educational Psychologists as laid down by the Joint Negotiating Council for Education and Library Boards (NI) and are drawn mainly from the conditions of service of the National Joint Council for Local Authorities staff. Salary Scale The salary scale for the post is 32,163-44,308 per annum. Hours of Work The hours of work will not normally be less than 36 hours per week. The temporary post is required until 31 March 2014 with possible extension. 5

6 Annual Leave Entitlement Entitlement to annual leave is 25 days in a full holiday year in addition to 12 public and extra statutory holidays. Entitlement to leave in the first year of employment is pro-rata to the number of months completed. General Conditions of Appointment Appointments are subject to (a) (b) (c) (d) (e) (f) the Contracts of Employment and Redundancy Payments Act 1965 as amended and in particular the statutory provisions relating to termination of employment and the period of notice; the provisions of the Local Government Superannuation Act (NI) for the time being in force; production of satisfactory evidence of health; probationary period of six months; sickness and maternity benefit regulations as incorporated in the Board s Scheme for Sickness Allowance, details of which are available on request from the Human Resources Department; the condition that no other employment is entered into during the period of employment by the Board and that no employment by or in the service of another person or body should be undertaken except with express approval of the Board. Canvassing and Referees Canvassing directly or indirectly will entail disqualification. Referees asked for on the application form should not include any officer or member of the Western Education and Library Board.
