7 Carroll was featured in a news program highlighting the increases in heroin use in the rural counties. Heroin continues to be of interest to the younger generations because it remains fairly inexpensive There continue to be no open air drug sales of heroin in the County

8 IV heroin use is a major concern due to the increased possibility of other communicable diseases (Hepatitis B & C, HIV, and Sexually Transmitted Diseases) Carroll continues to rank third in the State behind Baltimore City and Harford County for persons admitted to treatment with a primary problem of Heroin.

10 Bath Salts

12 What are Bath Salts? They are designer synthetic drugs which contain mephedrone or MDPV What effects does it have when you use them? agitation, paranoia, hallucinations, chest pain, suicidal ideations, high blood pressure and increased pulse Symptoms? They are similar to amphetamines - psychosis

13 Bath Salts What is of most concern? The ongoing suicidal ideations that continue even after the stimulant effects pass. How are bath salts used? They are snorted, injected or mixed with food or drink.

14 Are Bath Salts addictive? - This drug is so new that studies to better understand possible long term effects a lot is unknown Acute toxicity seems to be the biggest issue

15 By marketing them as bath salts and labeling them not for human consumption, they have been able to avoid them being specifically enumerated as illegal You can find them in mini-marts and smoke shops Several states have banned the sale of bath salts Maryland s Secretary of Health is currently looking into this issue

16 How close is this problem?

17 Synthetic cannabis is a psychoactive herbal and chemical product which, when consumed mimics the effects of cannabis

18 Marketed as herbal incense or herbal smoking blends Contain synthetic cannabinoids which act on the body in a similar way to cannabinoids naturally found in cannabis Usually smoked

19 Does not produce a positive for THC in normal drug screen testing. A special test must be done at a greater cost November 24, 2010 the Drug Enforcement Agency announced using emergency powers to make the common 5 synthetic cannabinoids schedule I narcotics making them illegal to possess. March 1, 2011 the 5 cannabinoids became illegal.

35 Carroll County Government has made available multiple collection sites around the county. The following police stations will accept unused/unwanted and expired prescription medication. No Needle Disposal at these sites.
