1 Concept Note for Developing a Somali Compact Monitoring Framework Draft August 2014 This note is presented for discussion and endorsement by the Executive Steering Committee of the Somali Development and Reconstruction Facility (SDRF). It outlines a number of steps for establishing a robust monitoring framework for the Somali Compact and producing a credible annual report in a timely fashion. The ministerial-level meeting of the High Level Partnership Forum in November 2014 will be the first opportunity for the annual review of progress, as foreseen in the Compact. Steering Committee members are requested to provide feedback and approve the draft note. I. Mutual commitments to monitor Compact implementation The Somali Compact specifies that a framework should be established to monitor the implementation of the Compact by the Federal Government of Somalia (FGS) and development partners. The design and operationalization of the Compact monitoring framework is a shared responsibility of SDRF Steering Committee members, with involvement of PSG working groups as and when necessary. The Compact identifies four components related to results and performance to be monitored on an annual basis: PSG Outcomes, Milestones, Partnership and Aid Flows (Figure 1). Figure 1. Framework for Monitoring the Somali Compact Results PSG Outcomes: Indicators of progress toward achieving the PSG Milestones: Short-term, concrete actions/steps to make progress towards PSGs Performance Partnership : Mutual commitments for aid effectiveness Aid flows: Transparent tracking of development assistance II. The proposed framework for monitoring Compact implementation is founded on the following principles: 1. A collaborative approach: The Aid Coordination Unit (ACU) within the Ministry of Finance (MoF) will work with the Ministry of Planning and International Cooperation (MoPIC) which will lead and coordinate the work on monitoring and reporting progress on Compact implementation, in collaboration with other key government stakeholders and development partners. 2. Light, mixed methods approach: The Compact Annual Review should be light enough to be completed on time, nuanced enough to inform HLPF decision-making and content-rich enough to help partners meet their HQ reporting compliance requirements. A mixture of qualitative and quantitative measures should be used to triangulate information. 3. Avoiding duplication: The Compact M&E framework, including PSG and the annual report, is expected to meet the major international donors reporting obligations and thus avoid establishment of parallel systems. Drawing on international standards: Monitoring should use agreed international, where data is currently available or relatively easy to generate, with the development of Somalia specific as required. III. Monitoring framework components Annual Progress Report: The deliverables for the different components of the monitoring framework will provide valuable inputs for the Annual Progress Report on Compact implementation. Deliverables may also serve as stand-alone products. All deliverables should be concise, accessible documents. PSG OUTCOMES COMPONENT / DESCRIPTION Indicators of progress toward achieving the PSGs Progress toward achieving the Peacebuilding and Statebuilding Goals (PSGs) will be monitored using a condensed set of using statistical and perceptions based data. Indicators will be drawn from internationally agreed, such as international PSG and MDG frameworks. Indicators will combine objective indicator (e.g. based on administrative data) and subjective (e.g. based on perceptions or experiences, for example collected through a regular survey). MONITORING APPROACH Quantitative and qualitative based on statistics and perception surveys KEY DELIVERABLES Annual data report on PSG Outcomes MILESTONES Short-term, concrete actions needed to achieve PSGs Milestones will be monitored through a qualitative assessment based on information prepared by the PSG working groups. Milestones should not be comprehensive. They should highlight a limited number of priority actions for monitoring. They should be reviewed and revised annually to set ambitious but realistic targets. Qualitative assessments of progress could be complemented by a simple color-coded tracking system to indicate the extent to which completion of milestones are on track, This will provide a snapshot of progress. Qualitative assessment of milestones (possibly combined with a simple scoring system, e.g. completed, on track, off track) Annual status report on milestone PARTNERSHIP PRINCIPLES Mutual commitments for aid effectiveness The Partnership will be monitored on an annual basis through a mixed-methods approach measuring progress over time through quantitative and qualitative assessment. A simple set of based on globally-recognized aid effectiveness (e.g. Paris/Busan/New Deal Trust ) will complement the qualitative assessment. Key sources of qualitative data could include key informant interviews and focus groups with government stakeholders and development partners. A donor and government survey will serve as the primary data source for aid effectiveness. Quantitative and qualitative assessment based on agreed Annual status report on Partnership AID FLOWS Transparent tracking of development assistance Aid flows will be monitored and shared through an Aid Information Management System (AIMS) providing a transparent picture of financing flows in Somalia. 3 against the PSGs and to disaggregate data by region and instruments. IV. Roles and responsibilities The SDRF Executive Steering Committee is responsible for agreeing the proposed approach for developing the M&E framework and for endorsing the monitoring framework once it has been developed. It will also provide oversight of the monitoring process and the preparation of the Annual Progress Report to ensure it provides relevant, up-to-date information to facilitate strategic discussion around Compact implementation. ACU / MoPIC: Coordination of the monitoring process will be led by the Ministry of Planning and International Cooperation (MoPIC) and the Aid Coordination Unit (ACU) within the Ministry of Finance (MoF) will work with MOPIC based on an agreed division of labor (see overview of responsibilities in Table 1). PSG Working Groups will serve as forums for consultation and assessment of relevant qualitative, notably progress towards PSG milestones and adherence to the Partnership. Civil society will be invited to participate in consultations and assessments of relevant qualitative, notably for PSG outcomes and Partnership. Government and development partners will have a role to play in reporting on activities. Under the monitoring framework, a plan will be developed to minimize the burden of reporting, while systematizing a means of collecting key pieces of information that will benefit government and development partners alike. UN / WB: The United Nations, through the Resident Coordinator s Office, and the World Bank are directly supporting the development of a Compact Monitoring Framework. The division of labor between these institutions will be articulated. Proposed support related to next steps is outlined in the next section. Table 1. 5 Annex 1: Extract from the Somali Compact: Reporting and Monitoring Arrangements To monitor progress in the implementation of the Somali Compact the government and development partners agree to establish a monitoring framework with the following components: 1. Monitoring peacebuilding and statebuilding outcomes. This will allow government, civil society and development partners to assess the achievement of development outcomes using the PSGs and related priorities as a framework (in line with the New Deal). Specific for monitoring peacebuilding and statebuilding progress will be developed by the Technical Secretariat under the guidance of the SDRF Steering Committee by December To the extent possible, will be disaggregated by area, age, sex and social groups. 2. Monitoring progress against key PSG milestones set out for each priority and detailed in the Compact policy matrix. Monitoring will be based on qualitative progress reports to be prepared by the FGS & Development Partners Groups. The Technical Secretariat will liaise with FGS & Development Partners Groups to compile and prepare regular reports to be reviewed by the High Level Partnership Forum. To the extent possible, the reports will have a specific section on monitoring the progress of women and girls participation and access. 3. Monitoring of government and development partner performance individually and collectively in moving towards the partnership principles and commitments outlined in the Compact. Specific for monitoring these commitments will be developed by the Technical Secretariat under the guidance of the SDRF Steering Committee by December By March 2014, the Technical Secretariat, with independent support, will conduct a baseline assessment. Reports on partner performance will include a specific section on how they ensure women and girls equal participation in all interventions. An annual review of progress on all of the above will take place at a high-level meeting to be held by December 2014, and subsequently every year. The meeting will review progress in overall Compact implementation, update PSG milestones, assess resource requirements and renew national and international commitments.
