PURPOSE: The purpose of this General Order is to establish policy and procedure concerning the issuance, wearing, replacement and specifications for uniform and equipment items. B. POLICY: 1) All unifo1med commissioned officers and unifo1med civilian employees will wear the regulation uniform while on duty. It is the policy of the Department to supply and replace the required uniforms and equipment, as well as to regulate the appearance of uniformed employees. 2) When the unifonn is worn, whether on or off duty, it shall be worn with all appropriate equipment. Supervisors shall ensure that unifo1med employees comply with this General Order through periodic inspections to be conducted at the discretion of the supervisor. Items of the uniform or equipment shall not be loaned to or borrowed by any person not a member of the Department, unless written permission is obtained from the Chief of Police. 3) Where a deviation from the regulations in this General Order is required in order to further a police purpose, pe1mission must be obtained from the respective commander. Commanders, when necessaiy, may authorize the wearing of clothing other than the uniform for personnel under their command. 4) The Chief of Police and Division Commanders may dress appropriately for their assigned duties. Non-unifonned employees will meet acceptable "business like" standards of dress as established by the Chief of Police. 5) All items of unifo1ms and equipment issued by the Department will remain the Page I of Unifo1m, Accessories & Insignia.doc

2 property of the City of Bridgeton, and upon separation, the employee shall return all issued items. Unifom1s will be returned in a clean condition. If, for any reason, the employee is unable to return items of uniform or equipment, reimbursement may be sought by the department. The replacement cost shall be the cmtent cost of the item. 6) The Assistant Chief of Police shall be responsible for ordering, issuing, storing and replacing the required uniforms and accessories, including the metal rank insignias, badges, name plates, service stars, lethal and non-lethal weapons, and ammunition. 7) All uniforms and equipment shall be purchased in accordance with existing purchasing agreements between the City of Bridgeton and the appropriate vendor( s) where such contract( s) exist. C. UNIFORM PROCEDURE: 1) This section describes the unifo1ms, insignias, accessories and equipment issued, including the wearing of such items by employees. Standards for the proper wearing of unifonns will apply to all commissioned officers and uniformed civilian employees of the department. a) To provide a well-attired appearance, all uniforms are to be kept clean and pressed, with metal items and leather accessories polished. Items issued may not be painted, coated, engraved or altered in any manner. b) Personally owned items in lieu of issued items shall confo1m to specifications adopted by the Department and pennission to utilize or wear personally owner items must be obtained through the Office of the Chief of Police. c) Requests for replacement or issuance of unifmms, equipment or accessories shall be made by submitting a Uniform I Equipment Request Form (BPD 103) to the Office of the Assistant Chief of Police with approval of the employee's supervisor. d) Commissioned employees, on or off duty, shall have the option to cany a Department approved firearm in compliance with all applicable Federal, State and County laws, statutes, and ordinances. If the Commissioned Officer elects to carry a firearm off duty, he/she shall be required to cany a Bridgeton Police badge and issued identification card. 2) Minimum Clothing & Equipment Page 2of11

3 a) Commissioned Officers - Each commissioned employee will be issued the summer and winter unifom1s comprised of thr;, following clothing and equipment: Five (5) long sleeve shirts Five (5) short sleeve shirts Three (3) pair trousers One (1) duty hat with rain cover One (I) winter hat One (I) black watch cap One (I) baseball style cap One ( 1) riot helmet with face shield and chin strap Two (2) ties One (I) navy blue dickie One (1) winter coat with liner One ( 1) navy blue sweater One (1) lightweight jacket One (I) command jacket with braid and insignia (as authorized) One (1) raincoat (reversible) One (1) traffic vest (ANSI approved) One ( 1) personal body armor vest w/ two (2) vest carriers One (1) vest carrier (as authorized) One (I) metal badge One (I) City of Bridgeton ID Card One (1) Bridgeton Police Dept. 4 Page 4of11 One (1) can of mace One (1) duty weapon(s) with three (3) magazines -refer to General Order One (1) po1iable radio with extra batte1y, charger, external microphone, and case. - refer to General Order b) Crime Scene Unit - Officers assigned to the Crime Scene Unit will be issued the following additional unifo1m items: Five ( 5) long sleeve polo style shirts, gray in color (authorized embroide1y) Five (5) sho1i sleeve polo style shhis, gray in color (authorized embroidery) Five (5) pair BDU style trousers, navy blue in color **Crime Scene Unit Officers shhis will have the Bridgeton Police Depmiment patch embroidered over the left breast area and the designation "Crime Scene Unit" embroidered over the right breast area** c) Specialized Equipment - In addition to unifo1ms issued to individual officers, the depa1tment provides specialized items of clothing/equipment to be used by employees assigned to specialized units or tasks. These items may be issued to the specialized unit or individual officer and will be accounted for by the Division Commander. The items include but are not limited to: Turn out boots, Jump suits, Fire fighter style helmet and turnout coats/pants. Replacement and repair of these items will be on an as needed basis and requests for replacement or repair will be forwarded by memorandum. d) Animal Control - Animal Control employees will be issued the following unifo1ms and items of equipment: Three (3) pair of dark gray colored BDU style trousers Five (5) long sleeve polo style shhis, gray in color (authorized embroide1y) Five (5) shmi sleeve polo style shirts, gray in color (authorized embroidery) One (1) black watch cap One (1) badge One (1) winter coat, with hood and detachable liner, black in color One (1) raincoat with hood, black in color

5 One ( 1) duty belt, nylon One (1) under belt Four (4) belt keepers One (1) ASP carrier One (1) ASP baton One (1) portable radio with extra batte1y, charger, external microphone, and case **Animal Control Officers shirts will have the words "City of Bridgeton Animal Control" embroidered over the left breast area** e) All uniforms shall be maintained at a minimum quality until separation from employment. Additional items may be issued to employees as required for special duty (i.e. Bicycle Patrol, Police Motorcycle unifo1ms and equipment). 3) Uniform Descriptions (Commissioned Officer) Page 5of11 a) Shirts: Sergeants and patrol officers shirts will be light blue. Uniformed employees of the rank of lieutenant or above shall wear white shhis with both the summer and winter uniforms. Shhis will be long sleeves, with cuffs buttoned during the winter and short sleeve during the summer. Long sleeve shhis, with tie, may be worn during the summer for special occasions. b) Accoutrements: On both summer and winter uniforms, sergeants and above shall wear gold tone badges, gold tone metal hatbands. c) Trousers: Trousers will be navy blue, straight legs, without cuffs. BDU style trousers will be navy blue cargo style for the Crime Scene Unit and gray cargo style for Animal Control. d) Headgear: Headgear for police officers will be the department issue round service cap with visor accommodating a cap badge or the "baseball" type cap. The wearing of the Department cap by unif01med commissioned employees is required on special occasions or assignments so designated by the Chief of Police, commanding officer or supervisor. The wearing of the cap is optional at all other times. A navy blue (trooper fur) cap or black watch cap may be worn in very cold weather. The department issue baseball cap may be worn as an option with the short sleeve shirt or with the long sleeve shirt only when a dickie/mock turtle is worn. The caps may also be approved for special details. e) Neckwear: Ties or depaiiment approved dickie/mock tmiles are

6 required for uniformed personnel when the long sleeve shirt is worn. The tie or dickie/mock tmtle will be navy blue and the tie will have a breakaway feature. Ties and dickeys are supplied by the Department but mock turtle necks must be purchased by the Officer. f) Winter Coats: Winter coats will be navy blue. The style will be waist length, with removable liner, full length front zipper, shoulder epaulets, a badge tab above left breast pocket and name tag tab above the right pocket. The depattment patch will be centered one half inch below the seam on the left shoulder. Sergeants will have yellow chevrons sewn on both sleeves with the chevron on the left sleeve below the patch. The right chevron is to be worn parallel to the left arm chevron. All exposed buttons will bear the letter "P". g) Rain Gear: Rain gear will consist of a black full-length raincoat with reversible reflective orange or yellow backing. Rain cover for the uniform hat will be of black nylon matching the raincoat. h) Footwear: Unifo1med officers may wear "low quatter" militaty or law enforcement style shoes or boots or running style shoes. Low quatter style shoes will be plain toe black, smooth, lace up style leather or clarino, without ornamentation. Running style shoes will be plain toe, all black, lace up style without ornamentation and are subject to the approval of the Chief of Police. Boots will be plain toe, all black and may be of leather or leather and canvas material. Trouser legs will be worn on the outside of the boot. Black or navy blue socks will be worn when not wearing boots. Footwear is required but will not be supplied by the Depattment. i) Gloves: Gloves will be black, lined or unlined. Gloves may NOT be in the style of "sap gloves" or "fingerless". Officers may utilize stick proof, cut proof, or fluid proof gloves designed for searching persons or vehicles. Gloves will not be provided by the Department. Officers may be required to wear white cotton dress gloves on special occasions, e.g., parades, funerals, etc., which will be provided by the Department. j) Optional Clothing: Depattment personnel have the option to wear the navy blue pull over sweater with the long sleeve shirt. A navy blue or black, neck scarf and/or a black "watch cap" may be worn as part of the uniform in extremely cold weather. Scarves and watch caps must be solid colors without lettering or logos. The wearing of a neck scarf or watch cap will be at the discretion of the Watch Commander. Neck scarves, if worn, will not be provided by the Depattment and must be purchased by the Officer. 7 worn at the direction of the Chief of Police. k) Undershirts: If any part of the shirt is visible it must be white in color for Lieutenants and above and navy blue in color for Sergeants and below. Undershirts are required but will not be supplied by the Department. 1) Depaiiment badge and shoulder patch: Uniformed officers will wear the official department badge when in uniform. The official depatiment patch will be worn on the left sleeve of all uniform shirts, the winter coat and sweater. m) Depatiment ID Card: Unless othe1wise authorized all Department employees shall carry their Department ID Cards while on duty. n) Tie bar or tie tack: A tie bar or tie tack may be worn with the unifonn. The device will be of silver metal for Police Officers and gold metal for Sergeants and above. The bar or tack will be plain or if decorated, the decoration will consist of only conservative or police related insignia or city logo. o) Name tag: The name tag will be black with silver colored trim for Police Officers and gold colored trim for Sergeants and above. The name tag will be worn on both the uniform shirt and jacket. The tag will be centered and placed on the right breast pocket flap with the top edge of the tag properly aligned with the bottom edge of the top seam. p) Service stars: Each service star will indicate five (5) years of police service. The service stars will be worn above the nametag, centered, with the bottom of the stars aligned with the top edge of the pocket seam. Police officers will wear silver metal and Sergeants and above will wear gold metal service stars. q) Service awards: Awards for valor or meritorious service will be worn on the right front shirt breast one qua1ier of an inch above and centered over the service stars. If service stars are not worn, awards for valor or meritorious service will be worn aligned with the top edge of the pocket seam and centered on the pocket flap. If an officer has more than one award, the senior award should be worn to the right of the junior award. No more than three awards will be aligned on one row of awards. Subsequent awards will be worn over the first row of awards, again with the most senior award being to the right on the top row. r) Other insignia: With the approval of the Chief of Police, insignia Page 7of11

8 denoting awards and/or training including but not limited to: CIT pins, Dare Officer pins, FBI National Academy pins and Southern Missouri Police Institute pins will be worn above and centered over the service stars. s) Whistle and Chain: The wearing of the whistle and chain, as patt of the uniform will be optional. All officers will have a whistle in their possession when on duty. Police Officers will wear a silver metal whistle chain and Sergeants and above will wear gold metal chains. The whistle will be a standard silver or gold police whistle on a silver or gold chain. D. LEATHER EQUIPMENT: I) Leatherwear for uniformed officers will be black with a high gloss finish. Buttons and or snaps will be silver in color for Police Officers and gold in color for Sergeants and above. Leatherwear will consist of the following: Duty belt will be inches wide Holsters will be mid rise level 2 with thumb break Handcuff cases will have the snap closure Ammunition pouches will be double magazine style with snap closures Mace cases will have the snap closure ASP baton will be carried in a department issue holder Keepers will have double snap closure 2) With authorization of the Chief of Police, Officers may carry additional items on their duty belts such as, but not limited to: Mini mag flashlight holders, rubber glove cases, flashlight rings, knife cases, etc. If worn, these additional items will be in the style of all other leather equipment. 3) Leatherwear for formal unifo1m will be delineated in General Order E. RANK INSIGNIA, BADGES. ETC: Rank insignias shall be issued and worn by uniformed officers in the following manner: I) Sergeant - Chevrons. Chevrons indicating the rank of sergeant shall be worn on both sleeves with the point of the top chevron beneath the shoulder patch, centered on the sleeves of the unifo1m shi11 atld jacket. 2) Lieutenant - Gold bar, two sets (one small, one large). The small gold bars will be worn on the collars of both the summer and winter shirts centered one half inch from the leading edge of the collar. 9 epaulets of coats, centered one half inch from the shoulder seam. The dress coat will have a single one half inch gold braid on each sleeve three inches from the cuff. 3) Captain - Two gold bars, connected two sets (one small, one large). The small gold bars will be worn on the collars of both the summer and winter shirts centered one half inch from the leading edge of the collar. The large gold bars will be worn on the epaulets of coats, centered one half inch from the shoulder seam. The command jacket will have two half-inch gold braids on each sleeve three inches from the cuff and rank insignia will be shoulder boards worn on the epaulets. 4) Major - Gold oak leaf, two sets (one small, one large). The small gold oak leafs will be worn on the collars of both the summer and winter shirts centered one half inch from the leading edge of the collar. The large oak leafs will be worn on the epaulets of coats, centered one half inch from the shoulder seam. The dress coat will have three half-inch gold braids on each sleeve three inches from the cuff and rank insignia will be shoulder boards worn on the epaulets. 5) Colonel - Gold eagle, two sets (one small, one large). The small eagles will be worn on the collars of both the summer and winter shirts centered one half inch from the leading edge of the collar. The large eagles will be worn on the epaulets of coats, centered one half inch from the shoulder seam. The dress coat will have four half-inch gold braids on each sleeve three inches from the cuff and rank insignia will be shoulder boards worn on the epaulets. F. SEASONAL CHANGES: Seasonal changes in the unifotm of the day for all uniformed employees shall be at the direction of the Chief of Police G. PERSONAL USE OF DEPARTMENT EQUIPMENT AND UNIFORMS: 1) Department personnel will not use depmiment unifotms and equipment for personal use when not acting in a police capacity except during approved secondary employment. 2) When working secondary employment in uniform, the complete duty unifonn will be worn. Exceptions to the wearing of the complete unifotm, or modification of the uniform, require written permission from the Chief of Police. 3) Use of the Department fireatm as an off-duty weapon is permitted for those officers who desire to carry an off-duty fireann. Officers choosing to do so shall carry their Department badge and ID card: Page 9of11

10 4) The wearing of any individual piece of department issued uniform clothing, when not being worn as a pmi of a complete duty uniform, is prohibited. H. LOSS OR DAMAGE OF DEPARTMENT EOUIPMENT: l) When uniforms or items of equipment are lost or damaged, outside of n01mal wear and tear, an officer will submit a uniform/equipment request form (BPD103) and a memorandum to the Assistant Chief of Police through the chain of command. a) The memorandum will specify the circumstances of the damage or loss and will include any supporting documents. b) Depending on the type of item lost or stolen and the circumstances of the loss/theft the Depa1iment may require an official police report reflecting the loss/theft. The loss/theft of the following items WILL require a police report: Department badge, cap badge and/or ID cards, Firearms, personal body mmor, potiable radio, any unifonn item containing the Department patch or identified as propetiy of the City of Bridgeton. c) The request will be reviewed by the Officer's supervisor who will note on the memorandum whether the repair or replacement is: Acceptable loss, damage, or destrnction as required in the perf01mance of duty. Chargeable to the officer concerned due to neglect, cm elessness or misuse. I. INSPECTION: Watch commanders will periodically require personnel to produce all Department issued propetiy for inspection to check for proper maintenance and serviceability. Watch Commanders will ensure conformity with grooming standards through daily inspection of personnel on duty. Any personnel found not in conformity may be relieved from duty for that particular shift and disciplinary action instituted against the individual.
