1 REQUEST FOR QUALIFICATIONS FOR CONSTRUSTION MANAGER FOR LABORATORY BUILDING 1.1 General Information Renewable Water Resources (ReWa) is requesting qualification packages for Construction Management at Risk services (preconstruction and construction) for the new Laboratory Building. Construction is anticipated to begin in late 2016 with completion occurring in The laboratory is anticipated to consist of the following program areas: a. Open lab b. Special purpose lab c. Lab support d. Enclosed office and huddle space e. Open office and tech workstations f. Conference, training, and amenity spaces g. Storage and building support The proposed 17,000 sq. ft. facility will serve as the primary lab for the majority of ReWa s testing to verify compliance with the agency s NPDES permits. The proposed site is an abandoned former water resource recovery facility alongside the Reedy River that offers significant opportunities for adaptive reuse, community revitalization, environmental education, and visibility. The new lab is currently in the schematic design phase which is scheduled to conclude in October Please note that as a part of Construction Manager s construction phase responsibilities, the Construction Manager shall invite bids from prospective subcontractors in a competitive manner. Competitive proposals must be taken for any materials or equipment that is used to self-perform work. Prior to inviting bids, ReWa may require the Construction Manager to issue a request for qualifications from prospective subcontractors. Such request shall contain at a minimum a description of the general scope of the work, the deadline for submission of information, and how prospective bidders may apply for consideration. The request shall require information only on their qualifications, experience, and ability to perform requirements of the contract. Prospective subcontractors shall be ranked by the ReWa Purchasing Department from most qualified to least qualified on the basis of the information provided per internal procurement procedures. Bids shall then be solicited from at least the top three prospective subcontractors by means of an invitation for bids. If the Purchasing Manager, in consultation with the Construction Manager, determines in writing that there are not three subcontractors for a particular area of subcontract work which meet the required qualifications, the Construction Manager may invite bids only from those subcontractors deemed qualified. 2.1 Qualification Package To be considered, please refer and strictly adhere to Section 4.0 Submittals and Section 5.0 Due Dates and Inquiries for detailed information on the package submittal requirements and due dates. Packages shall be in the following format: 2.2 Firm Information Briefly describe the firm s organization. Address each of the following items: a. Business Structure (Corporation, Joint Venture, Partnership) b. Financial Statement This statement will be an audited report with comments not older than one (1) year. If the most current report has not yet been audited, the previous audited report with comment shall accompany the most recent financial statement. The Financial Statement is not included in overall page count. The bonding capacity of the firm should also be included. c. Number of years in business. d. Total staff and firm s experience profile. This criteria identifies the relative size of RFQ CMAR for Laboratory 1/7

2 the firm, including management, technical, and support staff. Technical staff shall be those persons proposed to be associated with the implementation of this project; project managers, engineers, supervisors, estimators, quality control manager, etc. e. Distance of the proposed operating office from the site. The operating office is defined as the primary location from which the Construction Manager at Risk and his team will operate. f. Describe and explain any litigation, major disputes, contract defaults, and liens in the last 10 years. g. A one hundred percent (100%) payment and performance bond are required. Offerors must provide a letter from their bonding company verifying their bonding limit and certifying they can obtain the required bonds once the final cost is established. Letter shall be based on a $9M project. h. Contractor will be required to provide fire, extended coverage, vandalism and malicious mischief insurance equal to the actual value of the insured property during construction. 2.3 Firm Experience List the most recent, consecutive projects which illustrate the experience of the firm and current staff which is being assigned to this project. List no more than ten (10) projects, nor projects which were completed more than ten (10) years ago. List all projects that utilized a CMAR delivery method. For CMAR projects, describe the percentage of overall costs that have been saved by deductive contractor suggested/recommended changes after the establishment of the GMP. Also, address when the GMP was established in the process of your recent projects of similar magnitude and service delivery. Provide the following information for each: a. Name, location, and delivery method of the project b. The nature of the firm s responsibility on this project c. Project owner s representative name, address, and phone number d. Date project was completed or is anticipated to be completed. For completed projects, state whether project was completed on-time. e. Size of project (in square feet) f. Cost of project (budgeted and final) g. Percentage of self-performed work h. Work for which the staff was responsible i. If the project is not complete, present status of this project j. Project Manager and other key professionals involved on listed project and who of that staff would be assigned to this project k. LEED and/or sustainable design elements incorporated into the project 2.4 Project Team The project team is comprised of the in-house staff and the on-site staff assigned to this specific project. Indicate all key individuals that will be involved during the Pre-construction and Construction phases, and the services they will perform. a. In-house Staff Describe the general and specific project related capability of the in-house staff and indicate the adequate depth and abilities of the organization which it can draw upon as needed. This will include management, technical, and support staff. Give a brief resume of key persons to be assigned to the RFQ CMAR for Laboratory 2/7

3 project including, but not limited to: a.1 Name and title a.2 Current and projected job assignment for other projects a.3 Proposed job assignment for this project a.4 Percentage of time to be assigned to this project a.5 How many years with the firm a.6 Experience a.6.1 Type of projects a.6.2 Size of projects (dollar value of project) a.6.3 What was the specific project involvement a.7 Other experience and qualifications that is relevant to this project (including LEED and/or sustainable design) a.8 For each staff member, note any projects that utilized a CMAR delivery method. Describe the capabilities of your team to provide the technical services listed below. Also include how these capabilities may be utilized for this project: a.9 Options analysis a.10 Design a.11 Budget estimating a.12 Value engineering a.13 Life cycle cost analysis a.14 Construction Scheduling a.15 Quality control (design and construction) a.16 Cost control a.17 Change order negotiation a.18 Claims management a.19 Project closeout b. On-site staff Similarly, the ability and experience of the field staff will be evaluated with specific attention to project related experience. Give a brief resume of the key on-site staff to be assigned to the project including, but not limited to: b.1 Name and title b.2 Percentage of time to be assigned to this project b.3 How many years with the firm b.4 Experience b.5 Types of projects b.6 Other experience and qualifications that are relevant to this project b.7 For each staff member, note any projects that utilized an alternative delivery method c. Organization Approach (Office Staff and On-Site Staff) Provide an organization chart as it relates to the project indicating key personnel and their relationships. Include in the organization chart the key staff members to be assigned responsibilities. If a joint venture or prime/subcontractor arrangement of two firms, indicate how the work will be distributed between the partners. 2.5 General Project Approach Describe your Firm s general approach to projects of this nature. Include any innovative or unique solutions that were utilized on other projects that may apply to this project. Firms are encouraged to provide a description of innovative concepts proposed to enhance value, quality, control cost and schedule of this Project. A detailed project approach will be requested in the Request for Proposal. Additional information regarding the proposed laboratory will be provided to qualified firms at that time. 3.1 Evaluation criteria: Qualifications will be evaluated using criteria as listed below in order of relative importance: RFQ CMAR for Laboratory 3/7

4 a. Past performance; b. Experience of the professional personnel to be assigned to the project; c. Related experience on similar projects; d. Demonstrated ability to meet time and budget requirements; e. Current, and projected work-loads of the firms; f. Locality; g. Creativity and insight related to the project 4.1 Submittals Packages should be no more than thirty (30) pages in length. Please prepare a cover letter no longer than two (2) pages, signed by an authorized representative of the firm. The table of contents will follow the cover letter (the cover letter and table of contents are not included in the overall page count). Pages shall be 8.5 x11 with the exception charts, photos, and exhibits which may utilize 11 x17 folded to 8.5 x11. 5 INSTRUCTIONS TO RESPONDENTS 1. All aspects of this solicitation shall be governed by the Procurement Code adopted by ReWa. 2. Response amendments thereto or withdrawal requests received after the time advertised for opening will be void regardless of when they were mailed. 3. Attach complete specifications for and permitted substitutions offered, or when amplification is desirable or necessary. 4. If specifications or descriptive papers are submitted with the response, enter respondents name thereon. 5. If applicable, unit prices shall govern over extended prices, and written out prices shall govern over numeric prices, unless otherwise stated in notice. 6. Responses must be based upon payment 30 EOM. Discounts for payment in less than thirty (30) days will not be considered in making award. 7. In case of Respondent s default ReWa reserves the right to purchase any or all items/services in default on open market, charging Respondent with any excessive costs. 8.
