3 Overview The inclusion team provides support and high quality learning experiences for those learners who are at risk of disengaging from school or who are unable to access mainstream education because of medical reasons, emotional vulnerability or as a result of exclusion. The team provides education for all learners permanently excluded from school after the sixth day of exclusion. The team works collaboratively with local behaviour partnerships to prevent exclusion, delivers an advice service to home educators and runs a Notschool Project. It works closely with the headteacher for looked after children. The team also delivers education welfare services to improve attendance and works alongside other agencies to support welfare issues. A parent support advisory team was established recently to work with school confederations and early years settings to support the work of home school link workers and parent advisors. Inclusion services are aligned with the Children s Alliance areas and support the implementation of the preventative approach and Children s Alliance priorities. The Inclusion Team The Surrey Alternative Learning Programme (SALP) The Exclusion Service Children Out of School Elective Home Education Notschool Education Welfare The Parent Support Advisory Team The Surrey Alternative Learning Programme The service runs a number of short stay schools (formerly known as pupil referral units) to meet the needs of pupils who have been excluded from school, or require alternative provision due to medical reasons or emotional needs. The secondary short stay schools (other than The Willows) form part of the Surrey Alternative Learning Programme alongside other alternative provision for the most disaffected young people, commissioned by local headteachers and managed by four SALP managers, representing the four quadrants of Surrey (north east, north west, south east and south west). The area SALP managers also manage the primary and specialist short stay schools. 4 The Surrey Alternative Learning Programme is delivered on an area basis from September It provides a range of alternative learning provision for pupils who are at risk of permanent exclusion from school or who have been permanently excluded from school. The programme encompasses provision currently delivered in short stay schools, through reducing exclusion projects in networks, through 5

4 learning support units in schools and over time will include provision offered by partner agencies and other organisations providing alternative education. It is managed through the four area SALP boards - a partnership between the local authority and local secondary schools using a devolved funding model. The provision is based on a SALP students charter, which forms the basis for monitoring the quality of individual programmes. The student charter has its key outcomes: increasing the employability of young people reducing the number of young people not in education, employment or training (NEETs) reducing the number of exclusions improved attainment on accredited courses for vulnerable pupils. At key stage 4 (14-16 year olds) the focus is on the provision of a full time alternative curriculum for all students whether referred as at risk of permanent exclusion or those permanently excluded. This provides access to a personalised curriculum, which is compatible with current approaches to developing foundation learning, but also enabling students to gain level 2 accreditation. This offers the following elements: core curriculum delivered in small groups in off site provision IT based learning platform and portfolio facility personalised curriculum beyond core including personal development e.g. YDS programmes/other voluntary sector programmes/school based programmes key professional monitoring progress vocational courses in schools or college work experience or work based learning. At key stage 3 the curriculum supports students to positively engage with learning. This means initial assessment and intensive work on areas of learning and behaviour identified for those students referred to SALP. Most will be on part-time placements for a specific period of time, similar to the current approach in the NW and SE short stay schools. Where there are permanent exclusions at key stage 3 there will be a short intensive programme aimed at re-integrating the student as soon as possible (no more than one term). The provision will be based on small group work, core curriculum catch-up, behaviour management, counselling and development activities. 6 The Exclusion Service Exclusion advisors collaborate with schools and SALP managers to prevent exclusion. Attend emergency reviews for statemented learners. Attend governor s disciplinary committees. Advise parents, headteachers and governors on all aspects of exclusion. Give advice on exclusion guidance to governors, schools and parent/carers. Support the exclusion process. Advise parent/carers of arranged provision. Provide training for governors and schools. Have responsibility for Surrey guidance on exclusion. Developing protocols in collaboration with headteachers. Collaborate with schools, SALP and in year fair access panels in arranging the reintegration of learners back into mainstream education. Provision is mainly offered on a short-term basis with a view to supporting the learner back into their mainstream or specialist placement at the earliest possible opportunity. The team operates on an area basis aligned with the Children s Alliance areas. Provision is accessed by referral. Schools make referrals of medical cases (which need to be accompanied by consultant advice) whilst other referrals are made by admissions and transport (hard to place pupils) or the area SEN teams. Further advice on referrals can be obtained from the respective area lead for children out of school (please find contact details on page 12). Children out of school staff are involved in the work of the area in year fair access panels and organise the area children out of school meetings. At the latter all children in each area who are recorded as missing education are considered and interim short-term provision maybe agreed until an appropriate school place is identified. Where appropriate the service accesses virtual learning environments and enters learners for relevant qualifications. The work of the team is supported by the pupil tracking officer. The tracking officer monitors all pupils as they move off roll until they are in receipt of provision. This necessitates liaison with schools, other authorities, agencies and teams

The team collaborate with the Traveller Education Service, Youth Service, Gypsy Skills projects, SEN, Social Services, Educational Welfare, and Health etc. Advisors recommend (and sometimes supply) books and other educational resources and pass on up-to-date information regarding sporting, cultural and other events in London and Surrey. 8 Notschool Notschool is a home-based internet learning project for young people who cannot access other forms of education for whatever reason. It is a virtual community consisting of the young people (known as researchers ), mentors, subject experts (teachers) and local teams. Students are provided with internet access and appropriate computer equipment. The subject experts (who develop the educational content and accreditation) are provided by the central team at The Inclusion Trust, an educational charity. Local authorities (LAs) provide online mentors who are qualified teachers, given further specialist training by The Inclusion Trust. The role of mentors is to stimulate their researchers interest, encourage and guide rather than directly teach. Local teams work closely with The Inclusion Trust to monitor and support learning and accreditation processes on a weekly basis. In Surrey the local team comprises of a team leader, administrative assistant, technician and activities coordinator. LAs also develop their own referral processes. Research is carried out centrally and LAs contribute to the process. Learners who access Notschool have been out of school, i.e. not in regular attendance - for an extended period of time or have failed to benefit, or to be benefiting from traditional means of education, such as home tutoring or short stay school provision for whatever reason. 9 Education Welfare The education welfare service is responsible for discharging the council s statutory duties in respect of attendance, including the use of legal enforcement when required. The education welfare service is made up of five teams, four area education welfare service teams and one additional central specialist team. The area education welfare service teams discharge the council s statutory duty in respect of attendance at school, providing consultation and audits within schools alongside casework, raising the profile of attendance and court work. The area teams also facilitate truancy patrols in partnership with local police. The central team provides countywide support in respect of pupils in special education provision and coordinates the enforcement of attendance through attendance at court or by issue of a fixed penalty notice. The education welfare officer teams provide a named link education welfare officer (EWO) for every primary, secondary and special school. All schools receive a full audit of attendance from an EWO on a regular basis where pupils with poor attendance are identified and actions agreed to support improvement. The EWO will also offer regular consultations with senior school staff in respect of developing a whole school response to improving attendance. In response to the goal outlined in the children s plan in respect of reducing the number of pupils who are regularly absent from school, the service also monitors the number of pupils who are persistently absent and offers additional support, advice and guidance to schools who have a higher proportion of these pupils in their school. Referrals are received from schools via their link EWO and can also be received direct from parents and pupils. All agencies can discuss attendance concerns with the EWO linked to the school and a referral will then be requested from the school if further assessment or intervention is required. Once a referral is accepted, the case becomes open to the EWO who will undertake an initial assessment, draw up an action plan/ parenting contract and continue with intervention with the school and family until the level of attendance improves. 10 The Parent Support Advisory Team The parent support advisory team is made up of four area development officers overseen by the Principal Education Welfare Officer, Kerry Randle. Essentially the team works alongside colleagues from all agencies to ensure the necessary support, advice and training opportunities are in place to enable home school link workers to deliver effective support to children and families.
