2 2015 UCI Road World Championships City of Richmond Expenditures Report INTRODUCTION This report summarizes City of Richmond expenditures in support of the 2015 UCI Road World Championships. The report is divided into sections based on the character of the expenses. The first section includes expenditures made exclusively to support the 2015 Worlds, in other words, expenses that the City would not have incurred without the event. These expenses are further sorted into categories by type and timing of expenditure. The second section includes expenses directly or indirectly related to the event, but which were not exclusive to the event. Nearly all expenses in this section are related to improvements of public infrastructure, and expenditures may be apportioned to the event based on formulae which reflect exclusive use over the course of the event. The third section indicates projects which were proposed and planned prior to efforts to secure and produce the event, where project completion was catalyzed by related event efforts, working relationships established in support of the event, or additional funding available as a result of securing and producing the event. These were preexisting efforts, and expenses are not itemized nor apportioned to the event; these items are offered only as examples of the lasting positive legacy and ancillary benefits of hosting the 2015 Worlds. Finally, note that this report is limited to expenses and investments. The City is tracking and will later report on the revenue impact of the event at a future date, when supporting tax filings and other information about incremental revenues is available. An economic impact assessment is forthcoming as well, with delivery expected by the end of calendar of UCI Road World Championships City of Richmond Expenditures Report

3 SECTION 1: EXPENDITURES IN DIRECT SUPPORT OF THE 2015 UCI ROAD WORLD CHAMPIONSHIPS Expenditures itemized in this section were made exclusively in support of the 2015 Worlds, and the City would not have incurred these expenses without the event. These expenses are further divided based on the nature of the expenses into categories of: Bid Support & Project Team Travel Richmond 2015 Operating Support Other Non-Departmental Appropriations Event Infrastructure City Personnel, Operations, & Equipment Race Promotion & Events Any personnel expenses included in this section represent overtime or temporary staffing costs for personnel working exclusively on the 2015 Worlds. Bid Support & Project Team Travel Beginning in FY 2011, the City incurred expenses in leading the effort to secure the 2015 UCI Road World Championships in Richmond. These expenses include some limited expenses incurred for the bid announcement event in 2010, as well as travel to several professional cycling events from 2011 through Travel was limited to public officials working to strengthen relationships with the UCI, event producers, and sponsors, and to project team members studying best practices in infrastructure development, economic development, and event operations for professional cycling events. These expenditures appear in Table 1 below. The related records have been archived, and when they are retrieved, the amounts will be adjusted to reflect actual expenditures. In addition to those travel items listed above, which were funded by the City, key individuals from the departments of Police and Fire and Emergency Services had the opportunity to gain work experience at the 2013 US Pro Challenge, 2013 Tour of Alberta, 2014 US Pro Challenge, and 2015 Tour of California. Travel, lodging, and other expenses for these trips were paid by race organizers, and the Richmond staff people were able to gain vital experience in motor marshal, communications, security, and race command activities. Richmond 2015 Operating Support Beginning in FY 2013, City Council appropriated a total of $2 million in funding to Richmond 2015 through the nondepartmental items in the budget. As Richmond 2015 was established for the execution of the 2015 Worlds, and these funds went directly to Richmond 2015 to support operating, licensing, and other expenses exclusive to the 2015 Worlds, the entirety of these allocations are included in this section, as shown in Table 2 below. 2 of UCI Road World Championships City of Richmond Expenditures Report

4 Table 2: Non-departmental Appropriations to Richmond 2015 FY 2013 Non-departmental UCI Road World Championships Item $500,000 FY 2014 Non-departmental UCI Road World Championships Item $500,000 FY 2015 Non-departmental UCI Road World Championships Item $1,000,000 Total $2,000,000 While the City was among the most significant investors in Richmond 2015, and in the overall execution of the Worlds, this investment leveraged additional funds from the Commonwealth of Virginia, and catalyzed fund development from local corporate support and sponsorship development. Other Non-Departmental Appropriations In addition to grants to Richmond 2015 in the years leading up to the Worlds, City Council also appropriated $240,000 for two other non-departmental items specific to the event in FY The first was to the Richmond Ambulance Authority to offset their anticipated expenses specific to the event. The second was to the Virginia Green Travel Alliance, for assistance implementing sustainability initiatives related to the Worlds. The 2015 UCI Road World Championships was the first Worlds to receive the UCI Eco Label. These appropriations appear in Table 3 below. Table 3: Other Non-Departmental Appropriations in Direct Support of 2015 Worlds Richmond Ambulance Authority $185,000 Virginia Green Travel Alliance $55,000 Total $240,000 Event Infrastructure Infrastructure projects undertaken exclusively for the 2015 Worlds event relate to preparing the finish line area along Broad Street for the event, and restoring the Broad Street area afterward. A total of $36,710 was spent on these projects, which are itemized in Table 4 below. Table 4: Infrastructure Spending in Direct Support of 2015 Worlds Temporarily eliminate surface markings and resurface Broad Street from 7 th Street to 4 th Street; restore pavement and surface markings after event $26,710 Remove traffic signal arms in the finish line area; reinstall after event $7,000 Remove low level signs in the finish line area; reinstall after event $3,000 Total $36,710 City Personnel, Operations, & Equipment The City incurred a variety of operating expenses related specifically to the 2015 Worlds. Most of the items in this subsection relate directly to public safety, traffic management, and participation in the interjurisdictional Unified Command and Operations Center during the event. There are also personnel expenses for public works and public utilities related to staffing the Operations Center, increased demand for customer service, infrastructure maintenance and repair, and increased demand for solid waste and street cleaning services during the event. City Council appropriated additional funding to several agencies in FY2016 in anticipation of these projected expenses. Race Promotion & Events The City of Richmond Tourism Coordinator led the Richmond Local Organizing Committee (LOC). LOCs were formed by each of the jurisdictions involved with the race, for the purpose of promoting the event, promoting local businesses and attractions to UCI officials, planning and executing ancillary events, and further engaging the community with the 2015 Worlds. The City Department of Economic & Community Development committed a budget of approximately $20,000 to support LOC activities, and Table 6 below summarizes expenditures under this budget. All Section 1 expenditures are dollars that the City would not have spent but for the 2015 Worlds, and while some goods and services purchased with these dollars may have a useful life beyond the event, they are not typical of the City s regular costs of doing business. Expenses included in this section are those related exclusively to the event, while additional expenses which overlapped with other efforts may be found in Section 2 which summarizes non-exclusive expenditures. SECTION 2: EXPENDITURES RELATED BUT NOT EXCLUSIVE TO THE 2015 UCI ROAD WORLD CHAMPIONSHIPS Expenditures itemized in this section were made on projects related but not exclusive to the 2015 Worlds. They are distinct from the items in Section 1 in that the City may have incurred these expenses without the event, and any goods or services purchased with these dollars have a significant useful life beyond the event, and will be used regularly to support City operations. In cases where it is practical, the report includes an estimate of the portion of the expenditure attributed exclusively to the 2015 Worlds. These expenses are further divided based on the nature of the expenses into categories of Infrastructure and Equipment. 4 of UCI Road World Championships City of Richmond Expenditures Report

6 Event Infrastructure Infrastructure projects in this section represent improvements or repairs to public infrastructure specific to the race courses and environs. Expenditures are included only if the related project was prioritized or accelerated in order to ensure completion by the 2015 Worlds (i.e., pre-existing or pre-programmed projects were not included, even if it happened that they were on or along one or more race routes). These infrastructure investments are outlined in Table 7 below. The average annual paving program during this time was substantial enough that no planned projects were displaced by race related projects, and the City was able to consistently leverage VDOT matching funds for many projects. In addition, note that paving projects were only undertaken where the streets were in need of repair; existing infrastructure in good condition was not replaced. B Of approximately $2.96 million in projects along race routes, approximately 90% ($2.66 million) were mill and overlay projects with an expected life of ten years, while the remaining 10% ($296K) were slurry seal with an expected life of five years. Given that the races had exclusive use of these streets for only ten days at the most (with many reopening for the majority of hours daily), the actual costs of street repair attributed to the event itself are minimal. The Event Allocation number represents 10 days of exclusive use as a fraction of the total costs of the improvements, based on their five and ten year lives as estimated above (90% with a ten-year life, 10% with a five-year life). Essentially, paving was only done in areas of need, and the race use represents only a tiny fraction of the public use over the five to ten year life of the improvements. C For sidewalk repair and cobblestone conversion, the useful life is substantially longer than paved road surface, and the allocation specific to the 2015 Worlds is minimal. D Although listed here, the repair of the 23 rd Street cobblestone surface has been cited in previous plans, and was requested in the past by citizens in the surrounding neighborhood. Equipment Expenditures in this category represent items which would likely not have been purchased but for the 2015 Worlds, but which will continue to be used in the future to support operations or improve services. These expenses are outlined in Table 8 below. 7 Section 2 Summary In summary, of approximately $5.79 million in infrastructure and equipment costs related to preparing for the 2015 Worlds, less than $10K would likely be considered exclusive to the event. Rather, most of these investments were needed improvements, or were part of a pilot related to the event, but which will continue into the future. All investments in Section 2 primarily improve the quality of public infrastructure and services available to Richmond citizens and businesses. SECTION 3: THE POSITIVE CATALYTIC AND SYNERGISTIC IMPACT OF THE 2015 WORLDS This section is less quantitative than the first two sections, and will deal primarily with projects previously proposed, or outstanding work items which were catalyzed by efforts to prepare for the 2015 Worlds. Items in this category differ from those in Section 2 in that they either predate or stand entirely separate from all 2015 efforts, and they are only mentioned here as examples of the synergy between preparing for the event, and existing efforts to improve infrastructure or services. In many cases, the improvements represented by these projects actually made the production of the 2015 Worlds easier or more efficient, or even made the City more attractive to visitors and television audiences. Note that some of these projects were not even led by the City. Rather than expense tables, items in this section are presented as examples by category, without cost allocations. The citizens, businesses, and local governments throughout the Richmond region made countless contributions to the success of the 2015 Worlds, and there are likely dozens or hundreds of other examples of community efforts coincidental to preparations for the event which will have a lasting, positive impact on the community. 6 of UCI Road World Championships City of Richmond Expenditures Report
