5 Background Hospitality Zone legislation failed Cooperative Endeavor Agreement between the City and Convention Center authorizes $6.5 million to implement the Downtown Infrastructure Improvement Project Project budget presented to City Council Budget Committee - May Full City Council vote and approval - June 20, 2013 Hospitality Zone legislation called for establishment of a 10-yr tax that would fund repairs to 100-miles of roadway within the zone 5

12 Project Scope Replaced asphalt composite roadways with ultra thin concrete (white topping) Used high-early strength concrete (4, 12 and 24 hour mixes) at driveways to address stakeholder concerns Factors considered when replacing roadway: Cost Increased durability Increased design life Increased reflectively to improve street light illumination Concrete cure time is 72-hours vs. asphalt immediate cure, however tradeoff is increased life expectancy. Concrete is anticipated to last 30+ years. 12
13 Concrete Mix Design Ultra thin 3.5 inch, high early strength concrete mix 72-hour mix at 3,000 PSI 28-days mix at 4,000 PSI Expected life is 30+ years Cost per sq yard ~ $40-60 Project Scope On average, PSI was reached at 48-hours allowing the busy Iberville and Julia Street roadways to be opened a day earlier than standard concrete roadways. 13
14 Project Scope White Topping Polypropeline fiber reinforcement Maturity meters used in lieu of concrete cylinders. Meters checked at 4, 12, 24 and 72- hours to measure PSI No forms, joints, or steel needed Three times the normal dosage of polypropeline fibers were used to reinforce the DIIP concrete mix. 14 Maturity meters measure time and temperature of placed concrete on site vs. concrete cylinders which must be tested at lab.

16 Project Scope Scoring 3 ft x 3 ft pattern will reduce cracking Simplifies future repairs Added flexibility increases longevity Aesthetically pleasing Scoring adds dimension and character to the project, infuses with the surrounding community. 16

18 Lessons Learned Communications with stakeholders is critical throughout the project. Coordination with utilities and other planned projects and special events is key. Pilot project helped pave the way for success. 18
