NEWLY ADOPTED LEGISLATION Newly Adopted Legislation Autonomy Proposal No Effective: August 1, 2016 Permits meals, lodging and entertainment for up to four family members accompanying a PSA on an official visit. A family member is defined as a spouse, parent or legal guardian, child, sibling, grandparent, domestic partner or any individual whose close association with the PSA is the practical equivalent of a family relationship. Permits up to six complimentary admissions to a home athletics event to the PSA and those individuals accompanying him/her on an official visit. 2
3 Newly Adopted Legislation Proposal No FBS/FCS Effective: August 1, 2016 With the adoption of Autonomy Proposal No , eliminate the exception to complementary admissions during official visits for two additional family members. Newly Adopted Legislation Proposal No FBS Effective: August 1, 2016 In football bowl subdivision, permits actual round trip transportation expenses for a PSA s parents or legal guardians (up to two individuals) to accompany the PSA on an official visit. Newly Adopted Legislation Proposal No Effective: August 1, 2016 In men s basketball, permit the institution to provide up to 24 official visits in a rolling two year period. Up to 30 official visits for service academies. Limit of 12 official visits may occur before the initial signing date of the National Letter of Intent. 4 Newly Adopted Legislation Proposal No Effective: Immediate Eliminate the requirement that a high school or preparatory school PSA must present an institution with a score from a PSAT, SAT, PLAN or ACT before an institution may provide an official visit to the PSA. OFFICIAL AND UNOFFICIAL VISITS Official Visit Definition Prospective student athlete s visit to an NCAA member institution s campus that is financed in whole, or in part by the institution. NCAA Bylaw
5 Official Visit Limitations Prospective Student Athletes: One visit, per institution. A maximum of five expense paid visits. Prospective student athlete may receive five additional visits beginning October 15 after completion of high school. Members Institutions (Nonservice Academies): MBA 25 MBB 24 per rolling two year period [Effective 8/1/2016]. MFB 56 First Permissible Date: MBB January 1 of PSA s junior year. WBB Thursday after WBB Championship of PSA s junior year. All Other Sports Opening day of classes of the PSA s senior year. Bylaws and Official Visit Limitations Official visits shall not exceed 48 hours in length. Transfers: A PSA, who is a nonqualifier, shall not be provided an official visit in his or her first year of enrollment at a two year institution. A PSA from a four year institution is permitted to take an official visit to a second four year institution after receiving permission from his original four year institution. 6 Transportation on Official Visit Prospective student athlete may be provided actual roundtrip transportation costs. Round trip from any location (return to origin). If PSA does not return to original point of departure (e.g., home or high school), cost cannot exceed round trip cost. Airfare may not exceed coach (or comparable) class. Extra leg room / upgraded coach. Bylaws and Transportation on Official Visit (continued) Prospective student athlete travelling by automobile may receive round trip mileage expenses at the same rate institution s staff members receive. Institution s coach may transport; however, the 48 hour period starts when the coach starts transporting the PSA. In basketball and football, an institution may provide round trip cost for parents or legal guardians. Bylaws , and Lodging Within a 30 mile radius of institution s campus. Scale comparable to that of normal student life with no special accessories. Only for PSA and the parents (or legal guardians) or spouse. May pay PSA s reasonable meals and lodging while in transit to and from campus from visit. Bylaws , and
7 Entertainment Prospective student athlete and parents/legal guardians may be provided: Reasonable entertainment. $40 per day. Within 30 miles of campus. Normal retail cost. Bylaws and Meals Prospective student athlete and parents or legal guardians, spouse and children may be provided three meals per day. Does not come out of the $40 per day entertainment money. Must be comparable to those provided to SA during the academic year. Bylaw Meals (continued) Case Study. Institution will have a number of PSAs in for an official visit next weekend. The coaching staff wants to take the group to their favorite restaurant, Mr. Kyle s, which is located 15 miles away from campus. Mr.Kyle sistheonly4 star establishment in the permissible radius from campus and the coaching staff wants to give the PSAs the best of the best dining experience. Is this permissible? 7
8 Complimentary Admissions Maximum of three complimentary admissions to home athletics event within a 30 mile radius of campus. Nontraditional family may receive two additional complimentary admissions. Prospective student athlete may not receive complimentary admissions to a conference tournament, NCAA or other postseason competition. Bylaws , , and Student Host Maximum of $40 per day to cover entertainment. May receive meals if accompanying PSA. Only one student host may be provided a free meal if accompanying PSA. Bylaw Unofficial Visit Definition Prospective student athlete s visit to an NCAA member institution s campus that is financed in whole by the PSA or his/her family. Bylaw
9 Limitations No limit in number permitted. May be prior to senior year. May not occur during dead period. Men s Basketball. May not occur during the month of July. Women s basketball. May not occur during the July evaluation period. Bylaw Transportation May provide transportation to view practice and competition sites in PSA s sport and other institutional facilities and to attend a home athletics contest at any local facility. Institution s staff member must accompany PSA. Bylaw Transportation (continued) Case Study. Institution s coach wants to transport a football PSA to view a local NFL team stadium as part of their unofficial visit. The institution's senior administration is currently working on plans for institution to play a game at the NFL stadium during the academic year. Unfortunately, the stadium is already hosting Comic Con during the proposed weekend and the original Power Rangers cast cannot reschedule. Can the staff transport PSA s to the NFL stadium? 9
10 Lodging Prospective student athlete may stay on campus with an enrolled SA only if he or she pays the regular institutional rate for lodging. Case Study. Prospective student athlete is on an unofficial visit at institution and would like to stay in a campus dorm to get a feel for campus life. Campus Life has a Come One, Come All policy, which allows anyone to spend the night on campus for free. Compliance staff knows that PSAs on unofficial visits need to pay a going rate to stay in dorms. How much should they charge the PSA? Bylaw Entertainment and Meals Maximum of three complimentary admissions may be provided to any home athletics event at any facility within a 30 mile radius of campus. Prospective student athlete may pay the actual cost of meals to eat on campus. Bylaws and Activities During Official and Unofficial Visits Not Permissible during official or unofficial visit. Personalized recruiting aids. Game day simulations. Decorative items. Balloons/welcome signs in hotel room/lobby. Name plate on locker. Bylaws and
11 Activities During Official and Unofficial Visits (continued) Case Study. Institution is hosting a men s basketball weekend for PSAs and their parents. Prospective student athlete visit the men s basketball locker room and are provided the opportunity to try on institutional jerseys with the PSAs high school numbers on them. Further,PSAsareencouragedtotakepictureswearingthejerseys and holding the recent season s conference trophy. Are you comfortable with this arrangement? Activities During Official and Unofficial Visits (continued) Case Study. Prior to an official visit, Anne, a women s basketball PSA, checked into her hotel room. Upon entering the hotel room, Anne found multiple candies and cupcakes scattered on her bed and throughout her hotel room. Are you comfortable with this arrangement? 12 NCAA Division I Committee for Legislative Relief Committee for Legislative Relief reviews member institution and conference requests to waive the normal application of the legislation while considering factors such as: The purpose or intent of the legislation. Overall well being of the student athlete. Competitive and/or recruiting advantage. The academic and membership affairs staff processed approximately 1,324 legislative relief waivers in 2015 on behalf of CLR. One hundred four of those waivers related to official and unofficial visits; up from approximately 82 waivers in Previously Approved Waiver Checklist Purpose: Reduce bureaucracy and permit the membership and NCAA staff to work more efficiently in limited waiver circumstances. Process: Institutions may self apply any previously approved waiver on campus without filing a formal wavier request through Requests/Self Reports Online. Institutions must submit quarterly records of all previously approved waivers applied to its conference office. An institution is only permitted to self apply relief if the institution's circumstances meet all parameters of the previously approved waiver. Previously Approved Waiver Checklist (continued) Official Visit Transportation [Men s Basketball] Institution would like to provide transportation expenses for up to two individuals other than a PSA s parents or legal guardians; Prospective student athlete s parents or legal guardians are not involved in the PSA s life or are otherwise unable to accompany the PSA on his or her official visit; and Individual accompanying the PSA is a family member (e.g., sibling, aunt, uncle, grandparent) who is not prospect age or is a member of the PSA's host family. 12
