EXECUTIVE SUMMARY 510 Erbsville Road Waterloo, Ontario (SPL) was retained by the Muslim Association of Canada to conduct a Phase One Environmental Site Assessment (ESA) at the above noted property. The municipal address associated with the Phase One property is. For the purpose of this report Erbsville Road is assumed to be oriented in a north-south direction. The legal description of the Phase One property is as follows: Plan 58R4413, Parts 3, 4 & 5 of Lot 43, German Company Tract, City of Waterloo, in the Regional Municipality of Waterloo. We are pleased to enclose a summary of the findings of this Phase One ESA: 1. The area under assessment is an irregular shaped parcel of land with an area of approximately 1.31 hectares (3.23 acres) located at 510 Erbsville Road in the City of Waterloo, Ontario. The Phase One property fronts approximately 140m along Erbsville Road. The Phase One property is currently utilised as residential land and is proposed for community use development. A house, garage and shed were the only structures on the Phase One property. No fill soils were observed on the property. 2. Based on the title search conducted for the Phase One property, the site was used for residential purposes from 1798 to present. 3. One aboveground storage tank (AST) was observed within the basement of the house on the Phase One property. Staining or other evidence of spills or leaks was not observed in the vicinity of the AST or the vent and fill pipes. No other vent and fill pipes indicative of underground storage tanks (USTs) were observed at the property at the time of the site reconnaissance. The potential for an environmental impact as a result of the fuel oil AST is expected to be low. 4. Based on a review of the Ministry of the Environment (MOE) HWIS database, neither the Phase One property nor any surrounding properties within the Phase One study area were registered for generating, using and/or storing hazardous wastes. 5. Transformers and other salvaged equipment were observed on the north adjoining property. A two inch diameter PVC pipe was observed at the north property boundary. The pipe appeared to originate beneath the north adjoining property and a slow flow of water was observed from the 180 Shearson Crescent, Units 1 & 2, Cambridge, Ontario N1T 1P4 Tel: Fax: office@splconsultants.ca

5 Project: pipe onto the Phase One property. The potential for an environmental impact on the Phase One property as a result of the uses of the north adjoining property is expected to be moderate. 6. The Phase One property is adjacent to road ways. These areas may have been subjected to deicing activities. As a result, electrical conductivity (EC) and sodium adsorption ratio (SAR) impacts may exist in the subsurface soils to varying degrees. 7. Possible asbestos containing pipe insulation was observed in the basement of the residential building. Due to the age of the building, asbestos containing building materials may be present throughout the building. A designated substance survey will be required prior to renovations or demolition of the structure. Based on the information reviewed during the interviews and records review during this Phase One ESA it was determined that there are potentially contaminating activities and areas of potential environmental concern associated with the Phase One property. Potentially contaminating activities within the Phase One Study Area are as follows: Phase One Property Gasoline and associated products storage in fixed tanks in the basement of the house. (low environmental concern) Remaining Study Area Transformer manufacturing, processing and use on the north adjoining property. (moderate environmental concern) Salvage yard including automobile wrecking on the north adjoining property. (moderate environmental concern) Based on the above-noted items, a Phase Two ESA is recommended to evaluate the environmental quality of the soil and groundwater on the Phase One property. According to the Grand River Conservation Authority (GRCA) Watershed Viewer, the majority of the Phase One property lies within the GRCA regulation limits. Provincially significant wetlands are located adjacent to the northeast property boundary and the southeast property boundary, with the southeast corner of the property included as a portion of the provincially significant wetland. It should be noted that general environmental management and housekeeping practices were reviewed as part of this assessment with respect to their impact on the environmental condition of the property; however, a detailed review of regulatory compliance issues was beyond the scope of our investigation. This Phase One ESA does not constitute an audit of environmental management practices, indicate geotechnical conditions or identify geologic hazards. A Freedom of Information records request was submitted to the MOE. A response was received indicating that after a thorough search of the MOE s Guelph District Office, West Central Region Office, Investigations and Enforcement Branch, Environmental Monitoring and Reporting Branch, Sector Compliance Branch and Safe Drinking Water Branch no records were found. The Freedom of Information response can be found in Appendix C.

6 Project: Information used in this report was reviewed based on proximity to the Phase One property as well as based on anticipated direction of local groundwater flow. Based on the findings of this investigation, a Record of Site Condition (RSC) under O.Reg 153/04 as amended cannot be filed based solely on the Phase One Environmental Assessment.

7 2. INTRODUCTION (SPL) was retained by the Muslim Association of Canada to conduct a Phase One Environmental Site Assessment (ESA) at 510 Erbsville Road in Waterloo, Ontario. Information used to prepare this report was gathered from the following sources: SPL s site visit; available regulatory information; maps; geological publications; information obtained from city directories, and information provided to SPL by the client. The scope of this Phase One ESA conforms to the requirements outlined in O. Reg. 153/04 as amended. The purpose of this Phase One ESA was to identify the presence or absence of potentially contaminating activities within the Phase One Study Area and based on this information; assess the requirements for additional investigation in the form of a Phase Two Environmental Site Assessment. This Phase One ESA does not include physical sampling or testing, and is based solely on visual observations and a review of available or supplied factual data. 2.a. PHASE ONE PROPERTY INFORMATION The area under assessment is an irregular shaped parcel of land with an area of approximately 1.31 hectares (3.23 acres) located at 510 Erbsville Road in the City of Waterloo, Ontario. The Phase One property fronts approximately 140m along Erbsville Road. The Phase One property is currently utilised as residential land. The property is currently registered to: Muslim Association of Canada. A site location plan is presented in Drawing 1. A copy of the legal survey for the Phase One property was provided by Mr. Ghufran Mahboob of the Muslim Association of Canada. A copy of the survey is available in Appendix A. The legal description of the Phase One property is as follows: Plan 58R4413, Parts 3, 4 & 5 of Lot 43, German Company Tract, City of Waterloo, in the Regional Municipality of Waterloo. The Phase One property is currently owned by the Muslim Association of Canada. 3. SCOPE OF INVESTIGATION The scope of the assessment included: (i) A site reconnaissance on October 8, 2013; (ii) (iii) (iv) A review of Fire Insurance Plans (FIP) to determine previous occupants of the Phase One property and adjoining properties and to determine the first developed use of the Phase One property; Search available databases to determine potentially contaminating activates that may have taken place within the Phase One study area; Interpretation of available aerial photographs; 180 Shearson Crescent, Units 1 & 2, Cambridge, Ontario N1T 1P4 Tel: Fax: office@splconsultants.ca

8 Project: (v) (vi) (vii) (viii) Interpretation of available topographic and geological maps; A search of MOE well records from the Environmental Monitoring and Reporting Branch of the MOE; An interview with a representative from the Phase One property; Conclusions based on information obtained during the investigation regarding the need for a Phase Two Environmental Site Assessment. 4. RECORDS REVIEW 4.a. GENERAL 4.a.i. Phase One Study Area Determination The study area was determined by a 250m offset from the Phase One property boundaries, in accordance with O.Reg. 153/04, as amended. Potentially contaminating activities were identified within the 250m Phase One study area. Local topography suggests an easterly groundwater flow direction across the Phase One property. Review of historical information determined that properties 250 m to approximately 1 km in all directions from the Phase One property have predominantly been used for agricultural and residential purposes. It is unlikely that potentially contaminating activities beyond 250m of the Phase One property boundary would have a detrimental environmental impact on the Phase One property; therefore, the need to extend the boundary of the study area is not warranted. Properties within the Phase One study area consist of predominantly residential property uses. The properties within the Phase One study area were a part of the site reconnaissance and our historical review. Potentially contaminating activities identified during our review are discussed within our report. A conceptual site model is provided in Drawing 2. 4.a.ii. First Developed Use Determination Based on the title search it appears that the Phase One property was privately owned from the first record in 1798 until 2011 when it was purchased by the Muslim Association of Canada. As such, it appears that the first developed use was in 1798 for residential purposes. 4.a.iii. Fire Insurance Plans A review of the Catalogue of Canadian Fire Insurance Plans (FIPs) indicated that several maps were created for the City of Waterloo but none covered the area of the Phase One property. As this was a rural area until recently, it is not expected that fire insurance plans cover this area. 4.a.iv. Chain of Title A request was submitted to Daniel H. Walker to conduct a chain of title search for the Phase One property from crown to current owner of the Phase One property. Based on this title search, the Phase One property was transferred from the Crown to Richard Beasley, James Wilson and John B. Rosseau on February 5, Following this is appears that the Phase One property was privately owned from to November 18, 2011 when the property was purchased by the Muslim Association

9 Project: of Canada. A detailed description of the Phase One property owners can be found in Table 3. Title search records can be found in Appendix B. 4.a.v. Environmental Reports No previous environmental investigation reports were provided for the Phase One property. 4.b. ENVIRONMENTAL SOURCE INFORMATION National Pollutant Release Inventory Environment Canada ( ) A search of the National Pollutant Release Inventory for the Phase One property and the Phase One study area, published by Environment Canada, indicated that neither the Phase One property nor any properties within the Phase One study area are registered under the National Pollutant Release Inventory. Ontario Inventory of PCB Storage Sites Ontario MOE (1999, 2003) A review of the Ontario MOE Inventory of PCB Storage Sites in Ontario (1999, 2003) for the Phase One study area indicated that neither the Phase One property nor any properties within the Phase One study area were registered PCB storage sites. Certificates of Approval Ontario MOE A search for certificates of approval indicated that the Phase One property was not registered with Certificates of Approval (CofA). No CofA records were reported within the Phase One study area. Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario - Ontario MOE The Waste Disposal Inventory published by the MOE also lists former coal gasification plants and industrial sites producing and using coal tar and related tars. All sites were located greater than 4.5 km from the Phase One property and none of the sites were located in the anticipated up-gradient direction from the Phase One property. No environmental impact on the Phase One property from these sites is anticipated. Dangerous Goods Accident Information System (DGAIS) Database A review of the DGAIS Database for the Phase One study area indicated one incident on the railway tracks located within the boundaries of Waterloo. in which no spill occurred The nearest railway is approximately 3.7 km to the east of the Phase One property. No environmental impact on the Phase One property as a result of railway spills is anticipated. MOE Hazardous Waste Information System (HWIS) 1994, 1999, 2001, 2003, 2005, 2007, 2008, 2009, 2010 & 2011 The MOE HWIS database indicated that neither the Phase One property nor any properties located within the study area were registered with the MOE for use, generation and/or storage of hazardous wastes.

10 Project: Ministry of Environment (MOE) Freedom of Information Request A request was submitted to the MOE Freedom of Information and Protection of Privacy Office to determine if there were any environmental incidents or violations associated with the subject property; whether any Control Orders have been issued; whether there have been any other environmental concerns associated with the property such as complaints, inspections, etc.; whether any environmental investigations have been carried out regarding the subject property; and, to determine if the Ministry's Spills Action Centre's (SAC s) files contain any reported spills that had occurred in the site vicinity. Note that the SAC's database dates back only to 1988 and many of the occurrences on file have only been reported voluntarily. In addition, the MOE was requested to search their files (all years) regarding the following parameters: air emissions, water, sewage, wastewater and pesticides. Files pertinent to this investigation would include, though are not limited to: regulatory permits, records; material safety data sheets; underground utility drawings; inventories of chemicals, chemical usage and chemical storage areas; inventory of aboveground storage tanks and underground storage tanks; monitoring data, including that done at the request of the MOE; historical and current waste management, receiver and generator records; process, production and maintenance documents related to areas of potential environmental concern; spills/discharge records; emergency and contingency plans; environmental audit reports; site plan of facility showing areas of production and manufacturing. A response was received indicating that after a thorough search of the MOE s Guelph District Office, West Central Region Office, Investigations and Enforcement Branch, Environmental Monitoring and Reporting Branch, Sector Compliance Branch and Safe Drinking Water Branch no records were found. The Freedom of Information response can be found in Appendix C. Brownfields Environmental Site Registry (RSC) Based on a review of this database there are no properties within the Phase One study area that have registered a Record of Site Condition (RSC) with the MOE. An environmental impact on the Phase One property is not anticipated. Technical Standards and Safety Authority (TSSA) The Technical Standards and Safety Authority (TSSA) was requested to review their computer database for the Phase One property and adjoining properties with regard to registered underground storage tanks (USTs) and above ground storage tanks (ASTs) containing petroleum products. Ms. Sarah Quibell reported via that no records were located of fuel storage tanks located on the Phase One property or within the Phase One study area. It should be noted that the TSSA database only lists registered municipal addresses and those records updated between 1987 and present. Environmental Registry Government of Ontario A search of this database indicated that the Phase One property was not listed in the database. An environmental impact on the Phase One property as a result of listings in the environmental registry database is not anticipated.

11 Project: Biodiversity Explorer - Ontario Ministry of Natural Resources A review of the Biodiversity Explorer indicated no Areas of Natural or Scientific Interest (ANSI) provincial parks, conservation reserves, wilderness areas, or threatened or endangered species occurrences are located on the Phase One property or within the Phase One study area. Waste Disposal Site Inventory - Ontario MOE (1991) A review of a Waste Disposal Site Inventory published by the MOE indicated that the Phase One property and properties within the Phase One study area are not listed as active or former waste disposal sites. 4.c. PHYSICAL SETTING SOURCES 4.c.i. Aerial Photographs Aerial photographs for the years 1930, 1946, 1955, 1964 and 1977 were obtained from the National Archives Collection. A drawing of the Phase One property from 1877 was retrieved from the Canadian County Atlas. The Google Earth mapping system was utilized to obtain a more recent satellite image from Copies of these aerial photographs are presented in Appendix D. It is unclear if the structures exist but it is clear the property has been cleared. - The Phase One property appears to be under residential land use in a similar configuration to the 1930 aerial photo. - There are no structures on the atlas. - The north adjoining properties have been cleared at this time and appear to be residential while other surrounding properties seem to be agricultural. - The adjoining properties seem to be agricultural and residential and are similar to the 1930 Aerial Photograph - Erbsville Road is the only road within the study area at this time. Laurelwood Drive has not connected to Erbsville Road yet. - Properties within the study area appear to be under agricultural and residential land uses. - Properties within the study area appear to be under agricultural and residential land uses.

The road seems to be under reconstruction and the property is expanding towards the west. - The Phase One property appears to be under residential land use in a similar configuration to the 1964 aerial photo. - The Phase One property appears to be residential and similar to how is appears today. 4.c.ii. Topography, Hydrology, Geology - The adjoining properties seem to be agricultural and residential and are similar to the 1946 Aerial Photograph - Adjoining properties appear to be under agricultural and residential land uses. - Adjoining properties appear to be under agricultural and residential land uses. - The north adjoining property (516 Erbsville Road) appears to have many autmobiles on the property and is being utilized as a industrial property. The other adjoining properties are residential. - Properties within the study area appear to be under agricultural and residential land uses. - Properties within the study area appear to be under agricultural and residential land uses. - Properties within the study area appear to be under agricultural and residential land uses. - Properties within the study area appear to mainly be residential and institutional. According to the Ontario Base Map Topographic Map website, published by First Base Solutions Geospatial Experts, the Phase One slopes down to the east. Surface elevations within the study area range between 385 to 350 meters above sea level (masl). Based on the topography, groundwater is anticipated to flow in a north-easterly direction toward the wetland located east of the property. A copy of the topographic map is provided as Drawing 3. According to bedrock maps provided by the OGS Earth website, published by the Ontario Ministry of Northern Development, Mines and Forestry, bedrock in the area of the Phase One property is of the Salina Formation and generally consists of Limestone, dolostone, shale, sandstone, gypsum, salt. According to the Ontario Base Map, the depth to bedrock at the Phase One property is approximately 70 meters below ground surface. Based on local water well records, shallow groundwater is expected to be encountered at depths between 2.4 and 13.7 metres below ground surface.

13 Project: According to surficial geology maps provided by the OGS Earth website, published by the Ontario Ministry of Northern Development, Mines and Forestry, surficial soils on the Phase One property consist of ice-contact stratified deposits consisting of sand and gravel, minor silt, clay and till. According to the Greenbelt Plan 2005 provided by Ontario Ministry of Municipal Affairs and Housing, the Phase One property is not located within the Oak Ridges Moraine Conservation Plan area, the Niagara Escarpment area or the Ontario Green Belt area. According to the GRCA Watershed Viewer the land adjacent to the northeast portion of the Phase One property is a provincially significant wetland. The southeast corner of the property is part of another provincially significant wetland. The Phase One property is almost entirely within the GRCA regulation limits. According to the 1995 Region of Waterloo Official Plan the land adjacent to the northeast portion of the Phase One property is a core environmental feature (provincially significant wetland). 4.c.iii. Fill Materials At the time of the site reconnaissance, no evidence of imported fill materials was present on the Phase One property. 4.c.iv. Water Bodies and Area of Natural Significance According to the Ontario Base Map, published by the Geography Network, the nearest water body is Laurel Creek Reservoir which is approximately 1.1km northeast of the Phase One property. The Phase One property is currently utilized as residential land. The Phase One property is located within GRCA regulation limits with provincially significant wetlands east and southeast (including the southeast corner) of the phase one property. 4.c.v. Well Records A request for water well records was submitted to the Environmental Monitoring and Reporting Branch of the Ministry of the Environment (MOE). The Water Well Help Desk at the Toronto District of the MOE found that four (4) water wells were located near the Phase One property. All four (4) of these wells were registered as domestic use water wells. Based on the retrieved well records, stratigraphy generally consists of variable amounts of brown to grey clay material overlying limestone. Bedrock was encountered in a well located approximately 100m east of the Phase One property at a depth of 73.8 m. Groundwater was reportedly found at depths ranging from 2.4 to 13.7 meters below ground. Information regarding the depth, date of drilling, use and materials encountered can be found in Appendix E. Locations of water wells can be found on Drawing 2. 4.d. SITE OPERATING RECORDS The Phase One property is residential and as such no site operating records were reviewed as part of this investigation.

14 Project: INTERVIEWS An interview was conducted via with Mr. Ghufran Mahboob, a representative of the property owner. Mr. Mahboob indicated that the residential structure was constructed in 1878 and that the Phase One property had been used for residential purposes since development. Mr. Mahboob indicated that he was not aware of any spills on the Phase One property or of any incidents on adjoining properties that may have affected the environmental quality of the Phase One property. The information provided by Mr. Mahboob generally concurred with the information obtained through the records review for the Phase One property. 6. SITE RECONNAISSANCE 6.a. Photographs documenting the Phase One property and study area along with written descriptions can be found in Appendix F. 6.b. SPECIFIC OBSERVATIONS AT PHASE ONE PROPERTY Description of Improvements The Phase One property is currently in operation as a residence. A 1.5 storey home, a separate garage and a shed are found located on the property. The house has a stone foundation with an addition to the north side of the original structure with a cinder block foundation. No other structures were present on the Phase One property at the time of the site reconnaissance. The Phase One property does not appear to have been graded. Storage Tanks One above ground storage tank (AST) containing fuel oil was observed in the basement in a room at the east end of the building. No underground storage tanks (UST) were observed on the Phase One property at the time of the site reconnaissance. An environmental impact on the Phase One property as a result of historical fuel storage is considered to be low. Rail Spurs

15 Project: The nearest railway line is approximately 3.7km to the east of the Phase One property. Water Sources At the time of the site reconnaissance, the Phase One property was utilized as residential land and was municipality serviced for water. Sewage Works At the time of the site reconnaissance, the Phase One property was serviced by a septic system. Underground Utilities Hydro leading to the Phase One Property was observed to be over head. The house is serviced for water by the municipality and a septic system is also present. Heating and Cooling Systems The 1.5 storey house is heated by a fuel oil fired forced air furnace. Asbestos Conditioning Materials (ACM) Possible asbestos containing pipe wrap was observed on a piece of pipe running through the wall in the basement between the main room and the fuel oil AST room. Due to the age of the farmhouse on the Phase One property (>50 years) it is likely that ACMs were used in its construction. Ontario Regulation 278/05 of the Occupational Health & Safety Act requires that the owner of any building with the potential to contain ACM conduct an inventory of potential materials. All identified ACM must be managed and/or disposed of in accordance with the Act, and building tenants must be made aware of such materials that they may come into contact with. A Designated Substance Survey will be required prior to renovation or demolition of the building. Polychlorinated Biphenyls (PCBs) No transformers or fluorescent light ballasts were observed on the Phase One property at the time of the site investigation. The presence of PCBs on the Phase One property is not anticipated. Occupational Health and Safety Act - Designated Substances A brief review of the site was conducted to assess the potential for designated substances identified in the Occupational Health and Safety Act, Article 18(a). Asbestos and PCB containing materials were addressed in Section 4.7 and Section 4.8, respectively. No drains were observed in the east adjoining room where the AST is located. However, hoses were observed running into the main room drain from the fuel oil AST room. No pits or sumps were observed on the Phase One property at the time of the site reconnaissance. A two inch diameter PVC pipe was observed at the north property boundary. Water was observed to be slowly running from the pipe. The source of the water appeared to be the north adjoining property. Staining No staining was observed at the Phase One property at the time of the site reconnaissance. Substance Containers No substance containers were found on the Phase One property at the time of the site reconnaissance. Vegetation No stressed vegetation was observed on the Phase One property at the time of the site reconnaissance. Fill Material At the time of the site reconnaissance, no evidence of imported fill materials was present on the Phase One property. Waste Management The waste produced is picked up by the municipality. No excess waste was observed on the Phase One property at the time of the site reconnaissance. Sodium Adsorption Ratio (SAR) and Electrical Conductivity (EC) A gravel driveway is present leading from Erbsville Road to the garage and house on the Phase One property. These areas may have been subject to de-icing activities. As a result, electrical conductivity (EC) and sodium adsorption ratio (SAR) impacts may exist in the subsurface soils to varying degrees. Potentially Contaminating Activities

17 Project: Potentially contaminating activities as defined in Table 2 of O.Reg.153/04 (as amended) that may be contributing to an area of potential environmental concern are as follows: - Gasoline and associated products storage in fixed tanks in the basement of the house located on the Phase One property - Transformer manufacturing, processing and use on the north adjoining property. - Salvage yard including automobile wrecking on the north adjoining property. 6.b.i. Enhanced Investigation Property For a Phase One property to be classified as an enhanced investigation property, the property must be used or have been used in whole or in part for any of the following uses: any industrial use, as a garage, as a bulk liquid dispensing facility, including a gasoline outlet, or for the operation of dry cleaning equipment As the property was not historically used for any of the aforementioned purposes it is not classified as an enhanced investigation property. 6.c. WRITTEN DESCRIPTION OF INVESTIGATION The site is currently used for residential purposes. The residential dwelling is a 1 ½ story building with a basement constructed in the late 1800s. A fuel oil tank is located in the east room in the basement. No floor drains were located in this room and no evidence of leaks or spills was observed. Vent and fill pipes for the fuel oil tank was located on the east exterior wall. Evidence of spills was not observed in the vicinity of the vent and fill pipes. Land use in the Phase One study area was primarily residential with the following exceptions. A wetland of provincial significance is located adjacent to the east property boundary. The north adjacent property is occupied by an electrical contractor. Numerous large transformers were observed adjacent to the north boundary of the Phase One property. Numerous vehicles and heavy equipment was also observed on the north adjoining property. A two inch diameter PVC pipe was observed protruding from the bank of the north boundary of the Phase One property. The pipe appeared to originate beneath the north neighbouring property. Potentially contaminating activities on the north adjoining property include storage of salvaged transformers and other equipment onsite and possible servicing/maintenance of equipment on site. The source of the water discharging from the PVC pipe onto the Phase One property is not known but could contain contaminants associated with the potentially contaminating activities observed on the north adjoining property.

Phase One Conceptual Site Model As a result of the potentially contaminating activities identified during this investigation the following areas of potential concern were determined to exist: Phase One Property Gasoline and associated products storage in fixed tanks in the basement of the house. (low environmental concern) Remaining Study Area Transformer manufacturing, processing and use on the north adjoining property. (moderate environmental concern) Salvage yard including automobile wrecking on the north adjoining property. (moderate environmental concern) These areas of potential environmental concern were determined through site reconnaissance and review of the City Directories. Contaminants of potential concern as a result of these activities include polychlorinated biphenyl (PCB), petroleum hydrocarbons (PHC), volatile organic compounds (VOC) and metals and inorganics.

21 Project: Underground utilities on the Phase One property include municipal water and a septic system. Subsurface utility trenching may influence the direction and extent of contamination if determined to exist as a result of areas of potentially contaminating activities. A two inch diameter PVC pipe was observed at the north property boundary. The pipe appeared to originate beneath the north adjoining property and a slow flow of water was observed from the pipe onto the Phase One property. Based on topographical maps and previous reports the groundwater flow direction is expected to be in an easterly direction. A topographic map of the Phase One property is available as Drawing 3. Groundwater levels may be influenced by subsurface utility trenching. Groundwater flow direction can only be confirmed with longer term monitoring. According to the Ontario Base Map the Phase One property slopes significantly from west to east with ground surface elevations varying from approximately 270 masl at the northwest property boundary to approximately 255 masl at the northeast property boundary. According to the well records, bedrock was encountered in a well located approximately 100m east of the Phase One property at a depth of 73.8 m below ground surface. Based on local water well records, groundwater is expected to be encountered at depths between 2.4 to 13.7 metres below ground surface. According to the GRCA Watershed Viewer, the majority of the Phase One property lies within the GRCA regulation limits. Provincially significant wetlands are located adjacent to the northeast property boundary and the southeast property boundary with the southeast corner of the property included as part of the provincially significant wetland. Locations of the provincially significant wetlands are shown on Drawing 2. Information used in this report was evaluated based on proximity to the Phase One property, anticipated direction of local groundwater flow, and the potential environmental impact on the Phase One property as a result of the use or activity.

22 Project: CONCLUSIONS 8.a.i. Whether Phase Two ESA Required Before Record of Site Condition Submitted Based on the information gathered during the interviews and records review during this Phase One ESA it was determined that there are areas of potential environmental concern on the Phase One property associated with potentially contaminating activities on the Phase One property and the adjacent property to the north. A Phase Two ESA is recommended to evaluate the environmental quality of the soil and groundwater on the Phase One property. It should be noted that general environmental management and housekeeping practices were reviewed as part of this assessment with respect to their impact on the environmental condition of the property; however, a detailed review of regulatory compliance issues was beyond the scope of our investigation. This Phase One ESA does not constitute an audit of environmental management practices, indicate geotechnical conditions or identify geologic hazards. A Freedom of Information records request was submitted to the Ministry of Environment. A response was received indicating that after a thorough search of the MOE s Guelph District Office, West Central Region Office, Investigations and Enforcement Branch, Environmental Monitoring and Reporting Branch, Sector Compliance Branch and Safe Drinking Water Branch no records were found. The Freedom of Information request can be found in Appendix C. Phase One property information obtained through historical records and databases reviewed as part of this investigation are subject to the nature and accuracy of the records provided to SPL. As a result of changes or additional details within these records or databases the conclusions of this Phase One ESA may be affected. Information used in this report was evaluated based on proximity to the Phase One property, anticipated direction of local groundwater flow, and the potential environmental impact on the Phase One property as a result of the use or activity. Subsurface utility trenching may influence the direction and extent of contamination if determined to exist as a result of areas of potentially contaminating activities. 8.a.ii. Record of Site Condition Based on Phase One Environmental Assessment Alone Based on the findings of this investigation, a Record of Site Condition (RSC) under O.Reg 153/04 as amended cannot be filed based solely on the.

24 Project: LIMITATIONS SPL has performed this site assessment in accordance with local generally accepted professional practices and procedures at the time of the assessment within the scope of Phase One Environmental Site Assessments under O. Reg 153/04 as amended. As such, the assessment update does not include any sampling or testing for potential contaminants such as asbestos, PCBs, radon gas, or airborne pollutants, etc. Occupancy use, codes, rules, and procedures change rapidly with time in the environmental engineering field and the reader is advised to update the findings and recommendations on a regular basis.
