California is located in EPA Region 9, headquartered in San Francisco. This state agency establishes statewide policies and rules governing solid wastes, hazardous materials and environmental contamination through the DTSC, RWQCB, and OEHHA. Cal/EPA is located and headquartered in Sacramento. This local agency coordinates with the CUPA on hazardous materials enforcement, leads oversight at leaking UST and selected other contaminated sites, and regulates solid waste countywide. This local agency serves as the CUPA and the LEA and enforces federal and state regulations pertaining to hazardous materials and compliance with hazardous waste generator and UST/AST requirements. There are 76 other spills ranging from less than 1 gallon to 500 gallons reported in the CHMIRS, HMIRS, and ERNS databases for the study area, and in most cases the locations cannot be determined. Collectively these spills potentially migrated into the DSA. LUST A 39 OAKLAND 1 DRIVE LUST listing refers to contaminated groundwater in the vicinity of Gate 26 at Terminal 2 that was associated with a refueling hydrant release. Groundwater extraction and treatment were conducted in 2007 and 2008, and the RWQCB closed the case in October Although the case has been closed, the extent of residual contamination is unclear; therefore, this release may be within the DSA at South Field. Alameda County CS A 1 OAKLAND (LISTED BY EDR AS AMERICA AIRLINES) 1 DRIVE LUST listing identified as a former gasoline UST (Facility ) that underwent investigation and closure under the Alameda County LOP in The location of this site is not well defined. However, as a result of the case closure, this site is unlikely to be within the DSA. LUST A 6 1 DRIVE LUST site identified as a former gasoline UST (Facility ) that underwent investigation and closure under the Alameda County LOP in The location of this site is not well defined. However, as a result of the case closure, this site is unlikely to be within the DSA. FUDS 56 OAKLAND MUNICIPAL This site generally covers the North Field area and was used by the Department of Defense (DOD) from 1942 to Portions of this site are approximately 500 feet north of the DSA. A Risk Assessment for Ordnance and Explosive Sites report, prepared by the U.S. Corps of Engineers, indicated that the Oakland Municipal Airport was designated Risk Assessment Code 5 that indicates that no DOD Action Indicated is necessary because there is no evidence of unexploded ordnance at the site 3

The site is currently being investigated under DTSC oversight and a remedial action is planned for the future. This site is located at north (up gradient) of North Field; therefore, it represents a potential to occur within the DSA EARHART LUST listing identified as a former gasoline UST (Facility ) that underwent investigation and closure under the Alameda County LOP in As a result of the case closure this site is unlikely to significantly impact the DSA; however, the potential exists for residual subsurface contamination in the vicinity of the DSA in North Field EARHART DRIVE 8550 EARHART DRIVE LUST F 94 AMERIFLIGHT INC EARHART RD HANGAR 2 CERC-NFRAP K 400 PACIFIC AIRMOTIVE OAKLAND ENVIROSTOR K 415 PORT OF OAKLAND EZBH SITE OAKLAND S NORTH FIELD SLIC listing with no details regarding the nature of the release. Due to the lack of information, this site may be within North Field. SLIC listing for historical fuel releases at this fuel terminal. The site is undergoing monitoring of shallow groundwater contamination. The site is north (up gradient) of North Field; therefore, it represents a potential to occur within the DSA. LUST listing identified as a former aviation fuel UST (Facility ) that underwent investigation and closure under the Alameda County LOP in As a result of the case closure, this site is unlikely to occur within the DSA; however, the potential exists for residual subsurface contamination in the vicinity of North Field. CERC-NFRAP record shows that this site was investigated in 1982 and U.S. EPA deemed that it would not qualify for further assessment as a CERCLA site. No further information was provided regarding this site. This site is mapped approximately 2,000 feet up gradient of South Field within the Airport boundary; however, the exact location is uncertain. This Envirostor site is also listed as a Voluntary Cleanup Program site. The environmental investigation and remediation, including excavation of contaminated soil, were approved by the DTSC and the site remediation was 4

No further information was provided regarding this site. This site is mapped approximately 2,000 feet up gradient of South Field within the Airport boundary; however, the exact location is uncertain. LUST L 417 MOIA, SIERRA ACADEMY 9465 EARHART LUST listing identified as a former aviation fuel UST (Facility ) that underwent investigation and closure under the Alameda County LOP in As a result of the case closure, this site is unlikely to have hazardous materials within the DSA; however, the potential exists for residual subsurface contamination in the vicinity of North Field. HAZNET N429 PORT OF OAKLAND DRIVE, EARHART RD & The HAZNET listings for this site show that the site generated the following wastes and shipped them for offsite disposal: Poly-chlorinated biphenyls, used oil, oily waste, and asbestos-containing waste. ENVIROSTOR V 631 HEGENBERGER ANNEX SITE 77 HEGENBERGER ROAD Envirostor listing for a site that was investigated under DTSC oversight. The investigation did not detect elevated concentrations of contaminants; therefore, the DTSC issued case closure in Because of the case closure, this site is not likely to have hazardous materials. LUST Y 640 UNITED AIRLINES 1100 DRIVE LUST listing identifies former fuel UST(s) at this site (Facility ). The site is listed as undergoing remediation and is currently mapped immediately east of North Field. Although details of the releases are not known, this site is likely to have hazardous materials within North Field. LUST U 647 MOIA, NATIONAL CAR RENTAL (NOW ROLLS ROYCE ENGINE SERVICES) 100 DRIVE LUST listing identifies former gasoline UST(s) at this site (Facility ) that underwent investigation and closure under the Alameda County LOP in As a result of the case closure, this site is unlikely to have the occurrence of hazardous materials within the DSA; however, the potential exists for residual subsurface contamination in the vicinity of North Field. 5

ENVIROSTOR AC 656 CANNIZZARO PROPERTY DOOLITTLE DRIVE AND ACCESS ROAD Alameda County CS AC 661 GULBRAITH GOLF COURSE DOOLITTLE DRIVE ENVIROSTOR T 664 ISLAND CITY GUN CLUB 500 MAITLAND DRIVE Envirostor listing for a site that was investigated under DTSC oversight. The investigation detects lead and petroleum hydrocarbons and the DTSC approved capping in place in Because of the nature and extent of the contaminants detected and the pending case closure, this site is unlikely to have hazardous materials within the DSA; however, the potential exists for residual subsurface contamination in the vicinity of North Field. Alameda County listing for this site does not provide details, but states that investigation is underway. The site is also listed for motor vehicle fuel USTs. The exact location of the USTs is not available; however, the golf course is located adjacent to the eastern boundary of North Field. Based on the limited information available, the potential exists for hazardous materials to occur within the vicinity of North Field. The site is listed as an Envirostor, SLIC, and Alameda County site with closed status as of Little information is available in the database records except that the contaminated medium was soil. Alameda County CS AD 674 NATIONAL CAR RENTAL SYS INC. 100 DRIVE Alameda County listing for this site does not provide details, but states that the case was closed.
