1 POSITION DESCRIPTION TEMPLATE 1 POSITION DESCRIPTION POSITION TITLE: Port Officer Grade 1 and 2 UNIT/SECTION: Marine Operations DATE: January 2010 REPORTS TO: Marine Supervisors POSITIONS REPORTING TO THIS ONE: Not Specified MAIN PURPOSE OF JOB: Undertake Marine Response activities, operate Corporation vessels, provide berth services, oversee daily operations of the Bulk Liquids Berth, ensure Port Users comply with relevant legislations, provide services to the Sydney Pilot Service Pty Ltd, conduct investigation of incidents and provide on the job training. PRIMARY OBJECTIVES: (See attached for Key Accountabilities/KRAs) 1. Marine Response Undertake Marine Response activities in a timely manner. 3. Bulk Liquids Berth Undertake inspections on Bulk Transfers and oversee daily operations of BLB ensuring safety and adherence to procedures. 3. Port User Compliance Ensure that Port Users comply with regulations and procedures on Dangerous Goods, Work Permit, asset operation, Occupational Health and Safety. 4. Bulk Liquid Transfers Undertake audit inspections and ensure compliance with regulations and procedures. 5. Investigation Conduct investigation of incidents and generate reports within the required timeframes. 6. Operate SPC vessels- operate and oversee the operation of all SPC water craft, and provide berth services. 7. OHS and Risk Management/Assessment- Identify and raise risk management and OHS issues on an ongoing basis to the area of responsibility to ensure that Risks and OHS issues are identified and addressed in a timely manner. 8. Pilotage operations- Undertake role of Cutter Master or Seaman on the duty vessel to service the Sydney Pilot Service Pty Ltd.
2 KEY CHALLENGES ( & CRITICAL SUCCESS FACTORS): The position will be successful if: All Marine responses are provided within timeframes stipulated in the Port Safety Operating Licence and relevant procedures. Bulk Liquid Berth transfers comply strictly with procedures. Appropriate action is recommended for all non- conformances of regulations and procedures. Regular inspections are conducted to ensure compliance of regulations. All work is carried out in a safe manner Pilotage operations are provided with minimal disruption to shipping. PERSON SPECIFICATION: KNOWLEDGE/SKILLS/EXPERIENCE: POSITION DIMENSIONS/SCOPE: For Shift Master: A valid Master Class 4 Thorough working knowledge of all policies and procedures. Certificate or higher Suitable Marine qualifications as well as accreditations in : For Shift Engineer: A valid MED 2 or higher o Marine Response For Cutter Masters: A valid Master Class 5 o Dangerous Goods (Containerised) Certificate and MED 3 o Marine Activities Port Officer (various levels): A commercial vessels certificate as issued/ or endorsed by NSW Maritime. Current qualifications required: Master Class 5 and/ or MED 3. Effective Date: 16/01/2008 o Dangerous Goods (Bulk) CONTACTS/WORKING RELATIONSHIPS: Internal contacts are with all staff. External contacts are with Port Users and Emergency Services. DECISION MAKING (Freedom to Act): Day to day decision made by the position incumbent. Policy decisions referred to Marine Supervisor. TEMPLATE II KEY ACCOUNTABILITIES REPORTING RELATIONSHIPS: Marine Supervisor, Shift Operations Manager, Marine Manager. KEY RESULT AREA MAJOR ACTIVITIES Port Officer 1&2 1. Marine Response Receive notification of incident or accident. Conduct an assessment of facts. Determine the extent of immediate threat. Determine how to contain or divert movement of oil. Comply with OH&S requirements. Use recovery procedures as required. Spray dispersant if required and when authorised. Activate shoreline clean up as required. Prepare for incident debrief. KEY PERFORMANCE INDICATORS All relevant Marine Response procedures are adhered to. All incidents are debriefed within required timeframe.
3 2. Bulk Liquids Berth Oversee Bulk transfer operations. Undertake periodical inspections to ensure compliance of procedures and regulations. Provide first aid treatment where required. Ensure that BLB operations, storage, etc meet required standards. working knowledge of the BLB Operations Manual. 3. Port User compliance Determine the classes of dangerous goods handled through the ports. Ensure that the relevant procedures are complied with. Report all cases of non- compliance with dangerous goods regulations and issue non -conformance breaches to relevant parties. Ensure that vessel crew hold valid work permits. Ensure that all OH&S requirements are complied with. 4. Bulk Liquid Transfers Oversee BL transfers. Understand requirements for ship/shore checklist completion. Undertake regular inspections. Complete audit reports. 5. Investigation Inspect site of Marine incident and/or accident. Interview relevant personnel or witnesses. Obtain statements of incident. Take appropriate samples and gather and code other evidence. Generate and submit report of incident/accident. 6. Operate SPC vessels Be capable of operating SPC craft to the limits of their qualifications as directed. BLB operations are in accordance with required procedures. All regulations and procedures are complied with. Nil incidents as a result of non-compliance of procedures. No incidents are reported as a result of non-compliance of dangerous goods procedures. All procedures are complied with and risks managed in a timely manner. Work permit requirements for vessel crew are complied with. Incidents or accidents to staff as a result of noncompliance of OH&S procedures are below the OPP levels. All procedures to be complied with. Required number of audits completed (Procedures). Marine investigation procedures are complied with. Reports are generated and submitted within 7 days of an incident. Be suitable qualified to operate the SPC vessels in a safe and efficient manner. 7. OHS and Risk Assessment Identify risk and OHS issues in relation to area of responsibility on an on-going basis. Identify actions required to address risks and OHS issues. Raise risks and OHS issues and actions identified with manager/supervisor. Risks and action plans to address such risks and OHS issues are identified and discussed with manager/supervisor on an on-going basis.
4 9. Pilotage operations- Undertake role of Cutter Master or Seaman on the duty vessel for the Sydney Pilot Service Pty Ltd. Pilotage and shipping times are managed efficiently with limited disruption. Be suitable qualified to operate the SPC vessels in a safe and efficient manner. All procedures are complied with and risks managed in a timely manner.

Implement new and ongoing training programs with existing staff. Operate the FFSV as Master. Shift Engineer Responsible for maintenance of plant and equipment at shift level. Train and mentor new staff. Operate machinery of FFSV as engineer. Supervise contractors (as required). Cutter Master Pilot Vessel's Master, and is the person in command of the Pilot Vessel. Responsible for daily maintenance of Pilot Vessels Ensures the safety of all personal on board at all times. Liaise with Duty Pilot as to transportation and activities. KEY PERFORMANCE INDICATORS Shift undertakes all PSOL and other nominated tasks in the time allocated. An accurate shift log is maintained. All staff are competent/ accredited in major activities. Vessels operate in accordance with Federal and State legislation and related procedures. All procedural and maintenance checks are carried out and defects accurately reported, An accurate maintenance log is maintained. All staff are competent in the operation and maintenance of items of plant to the level of their qualifications. FFSV machinery operated in accordance with manufacturer s instructions and SPC procedures. Contractors activities documented and effective liaison maintained with Marine Maintenance Section. All staff are competent/ accredited in for pilotage operation. Vessels operate in accordance with Federal and State legislation and related procedures. All procedural and maintenance checks are carried out and defects accurately reported, An accurate maintenance log is maintained.
