7 CS has been charged to collaborate with the Town of Clarkstown in updating the land use regulations and zoning codes along the Town s major transportation corridors to align with the Comprehensive Plan s goals and objectives. Ensure future development and growth are appropriate and coincide with community needs and activities. Provide an opportunity for flexible and creative zoning that addresses the operation of modern businesses and protects land owners. Make sound decisions on transportation infrastructure improvements along State corridors that reduce vehicle miles traveled, mitigate congestion, improve access management, and support the accessibility and use of all modes of transportation. Ensure appropriate environmental stewardship. Maintain the economic prosperity and mobility needs of a critical community asset. 7

14 » Traffic congestion can be attributed to: Numerous entrances or exits to retail establishments Large amount of commerce along the corridor: Big Box Retail (i.e. Michaels, T.J.Maxx, Home Depot) Older Strip Mall Developments Smaller retail establishments on single lots (i.e. ToyWiz) Limited number of shared and/or transparent boundaries between retail establishments 14

15 » Lack of parking in close proximity to transportation and retail destinations of travelers/shoppers Nanuet Hamlet Center and Nanuet Train Station Rockland Plaza and Spring Valley Marketplace» Drivers do not acknowledge pedestrian crosswalks at intersections causing unsafe conditions for pedestrians Particularly at the intersection of Old Turnpike Road (Co. Road 52) and Route 59» Storm related power outages and flooding along Route 59 are more frequent in recent years posing safety issues 15
