1 Article I. Name and Purpose of the Organization Arts Inter Club Council Associated Students, CSUF, Inc. California State University, Fullerton Constitution Section 3. The name of this organization shall be Arts Inter Club Council at California State University, Fullerton. The purpose of this organization is to facilitate greater and improved degrees of communication and collaboration between the College of the Arts (COTA) students, COTA student organizations and the university. AICC shall serve as an advisory board to the Assistant Dean for Student Affairs. AICC is a funding council affiliated with Associated Students, CSUF, Inc. and shall act as a funding council to supplement events for COTA student organizations and travel for students within the COTA student organizations. Article II. Requirements for Membership and Selection of Members Section 3. Section 4. Membership in the organization shall be open to all those regularly-enrolled California State University, Fullerton students who are interested in membership. There shall be no other requirements for admission to regular membership. Each regular member has equal rights and privileges. Membership in this organization shall not be denied to any student at California State University, Fullerton on the basis of race, religion, national origin, ethnicity, color, age, gender, marital status, citizenship, sexual orientation or disability. There shall be a minimum of five (5) CSU Fullerton students who are currently enrolled in at least one class with a maximum of 20 percent of the members who are not CSU Fullerton students. There shall be two types of membership in the organization: voting and exofficio. Voting membership is limited to one official representative from a COTA student organization. Ex-Officio membership consists of the AICC Executive

2 Board, AICC Advisors, and the Associated Students, CSUF, Inc. COTA Board of Directors representatives. Section 5. Section 6. Voting membership is limited to regularly enrolled (non-extended education) students at California State University, Fullerton. Any member may be suspended or expelled from the organization for conduct obviously contrary to the Constitution of the organization or for conduct that impairs the rights of the members to enjoy the benefits of the organization. The offense must be in writing and submitted by an organization member. After the offense is submitted to the organization, the offending member has the right to a 24-hour notice of a hearing before his/her peers at a regular meeting and the offending member may be suspended or expelled by a 2/3 affirmative vote of the voting members present. Article III. Officers The officers of the organization shall be the Chair, Vice Chair of Finance, the Director of Administration, and the appointed Arts Week Coordinator(s). The term of office will be one year beginning July 1st. These AICC Executive Board officers must be neutral members of the AICC and therefore may not hold any other officer position within a COTA student organization. Powers and Duties of Officers: Clause 2. Clause 3. The Chair shall preside at all meetings of the organization. S/he shall be the official spokesperson of the organization, representing the policies, views and opinions of the organization in its relations with the campus and community at large. S/he has further duties duties as written in the bylaws. The Vice Chair presides at the organization meetings in the absence of the Chair. S/he handles all financial affairs and budgeting of the organization. S/he maintains the ASI Account in the organization s name and obtains all required signatures to process payments. S/he maintains all records of AICC proposals. The Director of Administration takes minutes at all meetings of the organization, files minutes and submits required copies of AICC documents to ASI. S/he is responsible for the weekly agenda, all organization correspondence

3 and keeps copies of all correspondence on file. S/he is also responsible for social media for the AICC. Clause 4. The Arts Week Coordinator(s) will be responsible for planning, marketing, and implementing the AICC s annual Arts Week program. Section 3. Officer Qualifications All AICC officers are required to meet the minimum requirements established for student representative officers by the CSU Chancellor s office. a. Officers must be matriculated and enrolled (non-extended education) at Cal State Fullerton. b. Officers must maintain a minimum cumulative 2.0 grade point average each term. c. Officers must be in good standing and must not be on probation of any kind. d. Undergraduates are required to earn a minimum of six semester units per term while holding office. Graduate and credential students must earn a minimum of three semester units per term while holding office. e. Undergraduate officers are allowed to earn a maximum of 150 semester units or 125 percent of the units required for a specific baccalaureate degree objective, whichever is greater. Graduate and credential officers are allowed to earn a maximum of 50 semester units or 167 percent of the units required for the graduate credential objective, whichever is greater. Section 4. Section 5. Petition by 1/3 of the total number of members is cause for a recall election. The offense must be stated in writing and submitted by a member. After the offense is submitted to the organization, the offending officer has the right to a 48-hour notice of a hearing. A recall election will be conducted as a Special Election. Recall requires an affirmative vote of 2/3 of the total voting membership. In the event an elected officer is unable to fulfill his/her term of office, there will be a Special Election. Any eligible member, including those already holding office, can be nominated for a vacated officer position. If a special election cannot be held the executive board can temporarily appoint an Interim officer

4 Article IV. Meetings until the special election can take place. Clause 2. Clause 3. Meeting Regulations Regular meetings are scheduled weekly on Mondays from 12pm 1pm. Meeting agendas are finalized and posted the Wednesday prior by 12pm. Special meetings can be called by any executive board member. Voting members may request to hold a special meeting with the approval of the executive board. All members must be given a minimum of 48 business hours (2 working days) prior to the special meeting time. Business cannot be conducted unless a quorum of the membership is present. Quorum for this organization is defined as 50% voting members + 1 voting member. Attendance Clause 2. Clause 3. Clause 4. COTA student organization representatives are required to attend all AICC meetings and events in order to maintain membership in the council and qualify for funding. AICC Club Representatives with two (2) consecutive unexcused absences or a total of three (3) absences in a semester shall be immediately and automatically suspended. Excused absences must be reported to the Director of Administration at least one hour prior to the start of the AICC Meeting. Three (3) tardies will constitute as one unexcused absence. Suspension is defined as the loss of member privileges. A suspended organization may not vote or submit proposals. Any funds previously allocated will be voided. Any COTA organization suspended for an attendance violation can be reinstated after having attended three (3) consecutive AICC meetings. On the third meeting the organization must make a presentation to AICC requesting to be reinstated. Reinstatement must pass with 2/3 vote of the council.

5 Article V. Elections Section 3. Section 4. Section 5. Officers are elected once an academic year. Elections are held at the end of each academic year for the following year s term. At least one week s notice will be provided for any meeting at which an election is held. Votes will be cast during the election meeting and will be counted by the Chair. A candidate must receive at least 50% + 1 of the votes or if necessary runoff elections will be held. In the case of new officer elections, voting membership will include ex-officio members. Article VI. Advisors The AICC Advisor shall consist of a non-elected permanent position filled by the College of the Arts Assistant Dean for Student Affairs. The advisor shall have no voting privileges. A Co-Advisor may be appointed by the AICC Advisor. A graduate student will fill the Co-Advisor position. The Co-Advisor shall have no voting privileges and will serve as the primary advisor to the Arts Week Coordinator(s). Article VII. Dues No dues shall be collected from student organizations recognized under AICC. Article VIII. Method to Amend the Constitution Proposed constitutional amendment or changes will be presented, in writing, to the organization one meeting before this amendment is voted on. Approval by 2/3 of the voting members present at a regular AICC meeting will pass the proposed amendment. The amendment is immediately effective unless otherwise stipulated in the proposal.

6 Section 3. If passed, the amendment must be presented before and approved by the ASI University Affairs Committee and the ASI Board of Directors. A copy of this constitution/by-laws and/or amendments to this constitution must be filed in the Dean of Students Office at CSU Fullerton every 2 years or within 90 days after any substantive change or amendment. Article IX. Disbursal of Organization Assets In the event the Arts Inter Club Council should become defunct, all assets will be turned over to the CSU Fullerton Associated Students, Inc., to be used to promote student programming on campus. Article X. Rules of order AICC accepts Robert s Rules of Order, Newly Revised as its Rules of Order. Any issue not directly written in this document will be resolved by referring to the Rules of Order. Article XI. Approval This constitution was approved by 2/3 of the Arts Inter Club Council voting members on
