2 The website of Study in Flanders ( be) was launched in July The site provides information about study opportunities in Flanders for foreign students. The information is clustered in different chapters: about Flanders, Flanders education system, research, and practical information on how to prepare for a stay in a Flemish higher education institution. Information regarding the higher education institutions and the international study programmes can be retrieved through search engines. Further details and contact references are listed in fact sheets. In this brochure, the content of the website is summarised. All these characteristics were the guidelines for the creation of the Study in Flanders logo. The logo symbolises the position of Flanders at an intersection in Europe. The green and black lines in the box also symbolise the crossroads at which students stand when they are faced with decisions on future study, and the bonds, both professional and personal, that can be established when you decide to live and study in Flanders. Let this symbolic image be the step towards an instructive and inspiring stay. Flanders is the northern part of Belgium, situated at the heart of Europe. Flanders is an internationally oriented knowledge region keeping up with the latest scientific and technological developments. 3 WELCOME TO Flanders, at the heart of Europe FLANDERS Bordered by the North Sea in the west, Flanders is the northern part of Belgium, located between the Netherlands and France. Some of Europe s leading cities London, Paris, Amsterdam, Cologne and Luxembourg are all situated within a radius of 300 km from Brussels. 4 Welcome to Flanders Business and industry Antwerp is the home to the most important industrial sector in Flanders: the chemical industry. After Houston, Texas, the port is the largest petrochemical cluster in the world. A second flourishing internationalised industry in the centre of Antwerp is the diamond trade, which handles 80% of all rough diamonds and half of all cut diamonds. As Flanders has virtually no natural resources, industry is focused on processing. Flanders is investing large sums in the knowledge-based economy. Flanders has a flourishing pharmaceutical industry, is a world leader in medical imaging and has made several breakthroughs in biotechnology in the last fifteen years. Experts have produced some highly innovative work in digital signal processing, specifically navigation and communication technology. Cities, coast and countryside The past is alive Flemish coast 4

6 The standard of education in Flanders today is one of the highest in Europe. In recent years there have been rapid developments and structural changes in higher education. As from they operate within the European Higher Education Area formed by the Bologna process which has initiated a uniform European framework of studies, offering Bachelor and degrees. Reasons to study in Flanders first-rate education student facilities language education quality of life Degree structure international profile joint degree programmes Professional Bachelor Programmes prepare students for specific professions in industry, education, commerce, agriculture, health and rehabilitation, social work, informatics, applied arts or the media. Courses are therefore practice-oriented and include periods of work placement. These degrees are only awarded by the university colleges. Some university colleges offer profession-oriented specialisation programmes for holders of a Professional Bachelor Degree. These Bachelor Programmes cover at least 60 ECTS credits. Academic Bachelor Programmes prepare students for studies at master s level. These degrees are awarded by universities and some university colleges. Programmes are characterised by the integration of education and research and a master s dissertation. They cover at least 60 ECTS credits. Depending on the field of study some programmes last longer (e.g. medicine, law, psychology, engineering). Programmes are organised at universities, university colleges in the framework of an association and at postgraduate training institutions. Ph D Programmes: Doctor is the highest level of specialisation in scientific research. It is based on an original research project that takes at least two years, resulting in the public presentation of a doctoral thesis. This degree is only awarded by universities. 6

8 Higher education institutions 6 universities 17 university colleges 12 other accredited institutions 5 higher institutions for fine arts Accreditation Accreditation is the formal recognition of a programme based on a decision of an independent quality assurance agency, the Nederlands-Vlaamse Accreditatieorganisatie (NVAO), which verifies whether it meets the predetermined minimal quality requirements. ECTS Higher education institutions in Flanders operate a fullfledged credit system based on ECTS (European Credit Transfer System). Diploma supplement Tuition fee Tuition fees for degree students are determined by Flemish law and indexed on an annual basis. Information on tuition fees is available from the institutions. It is advised to contact the Flemish institution, once you decide to enrol in a programme, in order to check the tuition fee. The Flemish diploma supplement is made up according to the recommendations of the Council of Europe, UNESCO and the European Commission. It is an important tool to improve the international transparency and fair recognition of qualifications in the European Higher Education Area from A diploma supplement is awarded to all students regardless their programme. Language European Exchange programme You can study in Flanders by participating in a European exchange programme - the Lifelong Learning Programme, Tempus or Erasmus Mundus - if your home institution participates. Make sure you contact the International Relations Office at your home institution first. Most institutions require proof of Dutch language proficiency for the programmes taught in Dutch and a preliminary language test for the programmes taught in another language. More information 8

10 Visa requirements A number of distinctions are made with respect to nationality. The most important one is that between nationals of the European Economic Area (EEA) and non- EEA nationals. EEA nationals may reside in all the other EEA member states. Non-EEA citizens need a visa or an authorisation to enter and stay in Belgium. Special arrangements apply for Switzerland while Monaco follows the French regulations. Another group is made up of nationals of a member state of the Council of Europe and of the European Higher Education Area. Insurance You need adequate insurance before registering at all institutions (health, accident, third-party liability insurance). For more information contact your host institution. More information Chinese students that want to study in Flanders at universities or university colleges need an APS certificate issued by DAAD Beijing, with which Flanders has a cooperation agreement. Personal expenses Average personal expenses are about 920,- per month. This includes accommodation, meals, study materials and travelling in Flanders. Some institutions have student restaurants where they offer meals at democratic prices. Housing Many universities and university colleges have rooms available for students or provide lists of local rooms for rent. It is advisable to contact your host institution for information. Some institutions offer accommodation at about 260,- per month. Renting a studio flat is more expensive, although you might find one for 420,- per month. 10

Contact the International Relations Office of your home institution. Find out about scholarships and student exchange opportunities. 4. Contact the university or university college in Flanders to obtain information about admission requirements, tuition fees, etc. 5. Follow the Flemish institution s procedure for gaining admission. 6. Check immigration regulations. Gather all necessary documents. For a complete list of relevant documents, refer to your host institution. 7. Contact the Belgian Embassy in your country. 8. Arrange a place to live. Ask your host institution for information and help. 9. Check your insurance status. 10. Make your travel plans. It is important that you talk with your home institution, the Flemish institution of your choice and the Belgian diplomatic representatives in your country. 12 Funding opportunities Flemish scholarships and grants Foreign students can apply for a Flemish scholarship or grant if the following conditions are fulfilled: You have been living in Belgium with your family for at least two years or you are recognised as a political refugee. You are not repeating an academic year. You are registered as regular student. There are Erasmus mobility scholarships for students from one of the participating states in the Lifelong Learning Programme. For more details you must contact your local university. Erasmus Mundus scholarships allow students from outside the EU to follow the Erasmus Mundus master course leading to a degree. In the Tempus and in the Erasmus Mundus External Cooperation Window there are also mobility scholarships to allow students from outside the EU to come to study in the EU for a limited period. Other means The government or other official or private organisations in your home country may award scholarships. The Flemish Department of Education and Training (Unit for Cultural Agreements) offer limited scholarships. Other grants are subject to international cultural exchange programmes (postgraduate studies only) and should be applied for locally, e.g. from your ministry of education, a full year before the academic year begins. Several Flemish universities offer a small number of study grants. The international organisations UNESCO, WHO, FAO, NATO, EU, and service clubs offer scholarships. More information cooperation 12

13 Research A variety of research projects are conducted at all higher education institutions in Flanders. Scientific research is often conducted as part of international cooperation and/ or commissioned by regional and national authorities. Writing a Ph D in Flanders More information research research-funding Doctoral degrees are open to holders of a Belgian degree or a degree awarded after at least four years of study considered equivalent by the university. A degree does not automatically entitle you to join a Ph D programme. The grades you obtained in your undergraduate study must be above average. Each application will be considered individually. Depending on your academic background, a pre-doctoral period may be considered necessary. The final decision on whether or not to accept an applicant for a Ph D programme is taken by the university. 13
