1 10.5 WEMBLEY SPORTS PARK DEVELOPMENT - MASTER PLAN PURPOSE OF REPORT: To seek Council's endorsement to a revised Wembley Sports Park Development Master Plan, approve further planning needs and to endorse the public consultation process for this Master Plan. BACKGROUND: A summary of the recent background in relation to the development of this precinct is detailed below: 1. May The Premier announced that $26.1 million would be provided in the State budget to build the State Netball Centre at the Matthews Netball Centre (a part of Wembley Sports Park) 2. December Council adopts the Wembley Sports Park Master Plan - Option 1, as attached, accommodating the State Netball Centre, facilities for the Perth Netball Association and the Wembley Athletic Club as the preferred site indicative master plan subject to: (a) further design work to reduce the number of hard courts at the Matthews Netball Centre to 34, to reduce the number of courts requiring reconfiguration and to reduce the costs of implementation (b) consultation with stakeholders; and (c) agreement with the State Government 3. February Council affirms a series of principles to be adopted relating to the disposition of the adjacent Nursery site and application of State funds from this project to the Wembley Sports Park project, matters surrounding the State Netball Centre and its operation within Wembley Sports Park and issues regarding cost matters for construction activity. The Council decision is attached rather than reproduced here due to its length. Since that time, there has been ongoing discussion with the Department of Sport and Recreation, Building Management and Works, Venues West and Department of Lands regarding the resolution of outstanding issues surrounding this matter. As a result of these discussions, the Master Plan endorsed in December 2010 is now superseded by a preferred new Master Plan requiring Council endorsement and subsequent public consultation. Furthermore, as a result of negotiations with the State, some of the decisions reached by Council in December 2010 have been replaced by those in February There is one decision reached in December 2010 regarding the number of external hard courts to be built that will not be able to be complied with and is being referred back to Council. Finally, some further planning work is required to identify the preferred staged development of the Sports Park, especially with regards to traffic management and car parking layouts in light of the revised Master Plan. 2 DETAILS: The main points of discussion with the State, and its various agencies, can be summarised as follows: 1. State Netball Centre and Perth Netball Association building The December 2010 endorsed master plan proposed that the Perth Netball Association administration and operational facilities would be located under the same roof as the State Netball Centre, primarily to deliver cost effective construction and operations. As concept planning has progressed by the State and the Administration, it has become evident that separating the State Netball Centre and Perth Netball Association buildings makes better sense, especially for the operation of Perth Netball Association during competition season. The Master Plan had to be revised to denote this change. The State has indicated a strong preference that PNA be accommodated in a separate facility. The Town has been advised by the State that this will not reduce the amenity or quality of the PNA facility nor will it require any funding changes within the budget originally allocated. 2. Location and Orientation of the State Netball Centre The State's design team originally proposed a location and orientation for the State Netball Centre contrary to the December 2010 Master Plan. This location was deficient in that: could have generated significant negative feedback from residents in Halesworth Rd; provides PNA with a poor visual outlook over a service yard; increased the costs of the external works; and provides a less than ideal pedestrian and traffic layout. It was evident, as the concept planning for the State Netball Centre evolved that a new location within the Wembley Sports Park would better suit. The location shown in this new draft master plan has come about from planning works by the State and Town. The State has provided the Town with formal advice saying ".the State can accept the location of the State Netball Centre as proposed". 3. Number of External Hard Courts The revised layout provides 37 Hard Courts and 11 Grass Courts whereas the previous plan was to achieve 36 Hard Courts and 12 Grass Courts. This has come about from determining the most practical layout of the courts in the available space. 4. Cost of external works (playing courts, roads and infrastructure) Since the December 2010 decision, negotiations have resulted in the State agreeing to fund works up to $5 million in value to undertake the external court reconstruction, roads and associated infrastructure relating to Perth Netball Association's operations. These funds will be eventually provided from the State's proceeds from the Nursery site development, however, prefunded from Treasury. The Town's position should be maintained that the State is responsible for the cost of all works, even if it exceeds $5 million, to reconfigure the Matthews Netball area to its new layout, including courts, fencing, paths, roads etc. It is considered the creation of the State Netball Centre within this area has driven these changes noting that the Town has agreed to fund 50% of the main access road and intersection works at Alderbury and Selby Streets in recognition of this road's use for both the State Netball Centre and the broader Wembley Sports Park needs. 3 5. Court Access The targeted court numbers for Perth Netball Association has been for some time set at 50 courts. The December 2010 decision indicated that this would be achieved by 34 external hard courts, 12 external grass courts and use of the 4 indoor hard courts in the State Netball Centre during competition days. The State's position appears fixed at allowing Perth Netball Association access only to 2 indoor courts. The view of the Town would be that any additional costs to facilitate the change from 34 external hard courts to 37 external hard courts and the reduction of 1 grass court (as shown in the master plan) must be borne by the State rather than the Town or Perth Netball Association. In line with Council decision of December 2010, this matter is being referred back to Council for affirmation. 6. Car Parking The State will be responsible for the costs of providing 300 car parking spaces within the overall car parking layout of Wembley Sports Park. The State and Administration are now discussing which car parks will be constructed within the Wembley Sports Park within this 300 space cost plan. 7. Nursery Site Development The planning for the future development of the Nursery site is not yet at a state where the preferred layout of road connections is known. It is suggested, however, that identifying the proposed road connection to Salvado Rd from Wembley Sports Park within this revised Master Plan could suit future needs of the Nursery site. 8. Traffic Management Plan The revised master plan denotes indicative layout of roads and car parks. This revision warrants that a revised traffic management study should be undertaken. This is necessary to validate road widths, turning circles and entry / egress layouts to car parks. It is proposed to share the costs of this study with the State, with the Town share being 50% of the indicative overall cost of $ 40,000 POLICY/STATUTORY IMPLICATIONS: Policy Community Grant Programs Policy Parking Restrictions FINANCIAL IMPLICATIONS: The issues raised in the December 2010 report regarding Council funding for future works in Wembley Sports Park are still relevant. The Town's share of the internal access road will be budgeted in FY12, however, costs have not be finalised at this early stage. STRATEGIC DIRECTION: The revised master plan for Wembley Sports Park continues to support the overall vision contained in the Town's Strategic Plan. 4 COMMUNITY CONSULTATION: The Administration and the State will jointly undertake community consultation on this master plan. The consultation process will be in line with the Council decision of December It will comprise: Public forums to outline the Master Plan and indicative development timetable, advertised in local press and Town of Cambridge website Meetings with Subiaco and Nedlands Councils Direct mail advice to rate payer associations Direct mail advice to relevant sporting associations Direct mail invitations to the public forums to each party above as well as residents in areas around Wembley Sports Park. It is intended to allow four weeks to advertise/prepare for the forums with a further 4 week period for feedback to be submitted. Upon review of the feedback, the Administration will present outcomes to Council at the June 2011 meeting. SUMMARY: The draft Master Plan presented in December 2010 has been updated as a result of much greater understanding between the State and Town as to their respective needs for both the Wembley Sports Park and the State Netball Centre. The basic principles adopted by Council have been maintained whilst the master plan has been improved to provide greater clarity as to how sport, especially netball, will operate within Wembley Sports Park. The Town and the State are working cooperatively to maximise outcomes for all parties. Some minor changes to Council decisions reached in December 2010 are necessary to achieve benefit to all.
