1 PROGRAMMES FOR INCORPORATING STAFF IN SPAIN 2013/ th of November 2014 The programmes for incorporating research staff in Spain effective during 2013/2014 are listed below. The EURAXESS Programme is a national programme, promoted by the European Commission. Other programmes launched on a national level are the Ramón y Cajal contracts, programme I3, the contracts of technical staff to support R&D+i, the Torres Quevedo contracts and the Marie Curie and ERC joint programme initiatives. At a regional level there are programmes for incorporating foreign staff in Spain such as the Ikerbasque and ICREA call for applications. EURAXESS SPAIN This is a Pan European initiative promoted by the European Commission, which is organised into national networks. The objective of the Network is to provide personalised care to researchers who travel to or between EU countries and associated countries. FECYT (Spanish Foundation for Science and Technology) coordinates EURAXESS Spain on a national level, which currently consists of over 90 centres located in public and private foundations, universities, public research bodies, technological centres and other SECTI agents. To achieve this objective, EURAXESS has the following instruments: EURAXESS Services: research mobility advice (administrative procedures and legal requirements). EURAXESS Jobs: publications of job offers in R&D+i by the interested entity, and the publication of researchers CVs. EURAXESS Rights: European Commission (EC) recommendations for attracting research talent (Code of conduct for the recruitment of researchers, European Charter for Researchers and Scientific Visa). EURAXESS Links: Global connection of the European research community, access to fora, databases, newsletters, e mail alerts, etc. For further information consult the webpage: In order to contribute to driving forward mobility and the development of a career in research in our country, FECYT is publishing the Guidelines for managing the mobility of research staff in Spain 2014, in English and Spanish, intended for agents of the Spanish System of Science,
2 Technology and Innovation, which will provide advice to foreign scientists. The aim is to answer the questions that any researcher has before, during and after their research in Spain. The first chapters of the Guidelines are dedicated to Horizon 2020, the development of a research career in Spain, the protection of R&D and the official approval of foreign degrees. In the Guidelines it was necessary to include a chapter that explained the conditions of entry to, and residence in Spain for foreign researchers, as well as aspects such as taxes, subsidies, healthcare, etc. Below is an overview of the official approval procedures: Processing entities previous qualification is not required. 6 The grants are intended to cofund the recruitment of doctors at Universities, Public Research Bodies and other public and private research centres on a non profit basis. The objective of the grants is to promote the incorporation of national and foreign researchers with outstanding careers as well as their stabilisation in the Spanish System of Science, Technology and Innovation. Ramón y Cajal contracts have incorporated three types of funding: (1) grants for recruitment; (2) grants for covering expenses directly related to the performing of its research activities and (3) grants for subsequent incorporation in a permanent post at the end of the maximum five year period established. Characteristics of the grant: The grants, in the amount of 33,720 per year, are allocated to cofunding the salary and employer s contributions to Social Security with the minimum pay for researchers being 31,600 per year. Entities will receive an additional allocation of 40,000 per researcher recruited, to cover research expenses. Lastly, institutions which at the end of the Ramón y Cajal contract period incorporate the beneficiaries on a permanent basis will receive a grant totalling 100,000. Deadline for applications: 4 th quarter 2014 Contact address: Subdirectorate General of Human Resources for Research ramonycajal@mineco.es PROGRAMME I3 Duration: 2 years No. grants: 15 Estimated cost: 3,250,000 Recipients: R&D centres, through protocols and/or agreements signed between MINECO and the corresponding Autonomous Community for the stabilisation of PhD researchers with an outstanding career in the Spanish System of Science, Technology and Innovation who previously had a Ramón y Cajal contract. Description: Grants to promote the permanent incorporation of Ramón y Cajal contract beneficiaries of previous calls for application in the category of full university professor or its equivalents in Public Research Bodies. Characteristics of the grant:
7 The grants will be in the amount of 110,000 for the positions created as full university professors, or equivalents in public research bodies, or the amounts that, where appropriate, are determined in specific agreements. Deadline for applications: 3 rd quarter 2013 Contact address: Subdirectorate General of Institutional Relations sgrinst@mineco.es CONTRACTS FOR TECHNICAL STAFF SUPPORTING R&D+i Duration: 3 years No. grants: 180 Estimated cost: 7,020,000 Recipients Senior technicians with professional training, individuals qualified with diplomas, technical engineers, graduates, engineers and equivalents. Description: Grants allocated to public research bodies, public universities, other public R&D centres, non profit public and private healthcare entities and institutions that perform research, non profit public and private entities that perform R&D activities, state level Technology Centres and Support Centres for Technological Innovation at state level. The grants, over three years, are allocated to the recruitment of technical support staff to improve the performance and efficiency of equipment, facilities and other R&D+I infrastructure. Characteristics of the grant: The amount of the grants, which will be allocated to cofunding salaries and Social Security contributions will be: (1) 13,000 per year, with minimum gross remuneration of 16,422/year for graduates, engineers and architects; (2) 12,500 per year, with minimum gross remuneration of 15,750/year for individuals with diplomas, technical engineers or technical architects and (3) 12,000 per year, with minimum gross remuneration of 15,000/year for recruiting senior technicians with professional training. 8 Subdirectorate General of Human Resources for Research TORRES QUEVEDO CONTRACTS Duration: 3 years No. grants: 200 Estimated cost: 15,000,000 Recipients: Doctors who wish to be employed by companies, including Technology based Companies and Young Innovative Companies (YICs), Technology Centres, Support Centres for Technological Innovation, Business Associations and other business entities that perform R&D+I to develop experimental and innovation research projects. Description: Grants for permanent contracts for doctors in the private sector in order to: (i) promote the capacity to perform experimental and innovation research projects; (ii) encourage the incorporation of highly qualified staff in the private sector to perform scientific technical and innovation activities; and (iii) support the consolidation and development of technology based start ups. Characteristics of the grant: The amount of the grants will be determined in accordance with the eligible budget, the type of project and the type of company, since it is necessary to take into account the maximum net intensity established by the new recently passed EU regulations on State Grants. However, the annual eligible budget will only cover gross annual remuneration equal to or over 18,000, and may not exceed 55,000. The grants must cofund the salary and the employer s contribution to Social Security for the researchers recruited. 9 EUROPEAN ACTIONS MARIE CURIE COFUND JOINT PROGRAMME ACTIONS Duration: 4 years Estimated cost: 2,000,000 Recipients: Public research bodies, public universities, private universities with demonstrated capacity and activity in R&D, other public R&D centres, non profit public and private healthcare entities and institutions that are associated or have agreements with the National Health Service and that carry out research activity, Healthcare research institutes and public and private entities that perform R&D. The beneficiary entities must be responsible for funding and/or managing training programmes and these programmes must be cofunded by the European Union through the COFUND scheme of the Marie Curie actions. Description: The grants are allocated to cofunding the contracts of human resources programmes in research associated with COFUND projects approved in the 2012 and 2013 calls for applications of the Marie Curie COFUND of 7PM and that are led by Spanish entities that perform R&D+I. Characteristics of the grant: The support will adhere to the marginal costs method. Funding may be applied to the items of direct execution costs provided for in the COFUND programme granted by the European Union, and within it, exclusively to the cofunding of the costs of recruiting staff, expenses and travel. Each of the grants may cover up to a maximum of 10% of the contribution of the Spanish entity or entities to the programme, with a maximum of 200,000 per each Marie Curie COFUND project funded. Indirect costs will not be fundable. This is achieved through sound and fair selection procedures to fill all vacancies. For further information consult the webpage: REGIONAL ACTIONS IKERBASQUE The Basque Science Foundation (IKERBASQUE) holds annual calls for applications to attract high level researchers of research institutions in the Basque Country. Research Professors 2014: Deadline for applications: 3 rd quarter 2014 This call for applications offers 15 permanent contracts for experienced researchers in any Basque Research institution (Universities, BERC Basque Research centres of excellence, CIC Cooperative research centres, Biomedical institutions and Technology Corporations, amongst others). Applicants must have completed their PhD before 01/01/2006. Only high level researchers with a solid track record in research and international research experience will be considered. Researchers with a permanent post in the Basque Country are not eligible for this call for applications. Candidates may only apply to one of the Ikerbasque annual calls, Research Professors or research fellows. Two reference letters are required. Letters of support from host institutions are not compulsory but they are recommended. More information: ICREA Institució Catalana de Recerca i Estudis Avançats (ICREA) is a foundation promoted by the Regional Government of Catalonia. ICREA, through a selection process based on scientific talent, recruits researchers from all over the world.
