The Press Services and Facilities Guide provides an introduction to the services and facilities that will be available to the accredited written and photographic press and non rights holding broadcasters during the Games. 5 6 Sochi 2014 Press Services and Facilities Guide 7 Sochi 2014 Overview About the Sochi 2014 Organizing Committee Sochi 2014 is responsible for the planning, organizing, financing and staging of the XXII Olympic Winter Games and XI Paralympic Winter Games in The 2014 Olympic Winter Games will be held in Sochi from 7 to 23 February Sochi will host the 2014 Paralympic Winter Games from 7 to 16 March About the Olympic region The layout of the competition venues for Sochi 2014 is one of the most compact in the history of the Winter Games. There will be two clusters the Mountain Cluster and the Coastal Cluster which are only 48 kilometers apart. The Coastal Cluster is located along the Black Sea shore in the Imeretinskaya Valley. The Winter Games events to be held in the Coastal Cluster include curling, figure skating, ice hockey, short track and speed skating. Located in the Krasnaya Polyana mountains, the Mountain Cluster will host alpine skiing, biathlon, bobsleigh, cross country skiing, freestyle, luge, Nordic combined, skeleton, ski jumping and snowboard. The quota for E category accreditations for Sochi 2014 is 2,800. To comply with IOC policy, requests for E category accreditation must be coordinated through a National Olympic Committee (NOC). Each NOC is responsible for managing the application and allocation process for press within its territory. 7 10 Press Accreditation Sochi 2014 Press Services and Facilities Guide 11 Olympic Identity and Accreditation Card The Olympic Identity and Accreditation Card (OIAC) will facilitate entry into the Russian Federation for the Sochi 2014 Olympic Winter Games from 7 January 2014 to 16 April 2014, provided the holder s passport is valid until at least 16 October The OIAC will facilitate entry into the Russian Federation only. Accredited members of the press coming to the Russian Federation via another country that might require a visa are responsible for obtaining everything necessary for entry into that country. The press will complete a Press by Name accreditation application which the responsible organization will submit to Sochi In some cases, the responsible organization may be an individual but in most cases it will be the NOC that will collect all the applications and submit them to Sochi 2014 on behalf of the press organizations within its territory. Where the responsible organization is not an NOC, individuals will receive a letter from Sochi 2014 with the Press by Name Accreditation Guide with instructions on how to apply. The Press by Name application must be submitted to Sochi 2014 on or before 7 September For all Press by Name applications received before 7 September 2013, Sochi 2014 will send the corresponding OIAC to the individual or to the NOC beginning in November It will then be the NOC s responsibility to forward the OIAC to the accredited organizations or named individual. For Press by Name applications received after 7 September 2013, Sochi 2014 will issue the OIAC to the individual at the Media Accreditation Center, which is located adjacent to the Main Media Center, as well as at the Accreditation Center located adjacent to the Gorki Media Center (opening times will be communicated in due course). It will be the responsibility of the individual to obtain an entry visa into Russia if the application is received after 7 September Those individuals who are arriving before 7 January 2014 are also responsible for obtaining an entry visa into Russia, even if they have an OIAC. Accreditation validation The OAIC will only permit access to Sochi 2014 venues once it has been validated. Press arriving in the Russian Federation via Sochi International Airport will be able to have their OIAC validated there from 7 January The press must present a valid passport as proof of identity in order to have their OAIC validated. Press entering the Russian Federation via other ports of entry, locally based press, or press arriving via Sochi International Airport before the opening date of the validation facility must go to the Media Accreditation Centers to have their OIAC validated. Media Accreditation Centers The Media Accreditation Centers will be located outside the Main Media Center and the Gorki Media Center, adjacent to the security perimeter entrance. The Media Accreditation Centers will be operational from 7 January 2014 for OIAC issuing and validation. Hours of operations will be published in the second edition of this guide. Guest passes Main Press Center and Gorki Media Center Individuals accredited for the Main Press Center and Gorki Media Center can request guest passes for visitors who do not have accreditation for press centers, provided they can demonstrate a valid reason for the guest s entry. There will be two MPC guest pass offices, one located in the Media Accreditation Center adjacent to MMC but outside the security perimeter, and one located within the security perimeter of the Olympic park. A GMC guest pass office will be located close to the Gorki Media Center. Guest passes for both the Main Press Center and the Gorki Media Center will provide visitors short-term access to those venues. Guest passes will be valid for one day only, and are non-transferable. Olympic Villages Press wishing to enter the Villages will have to leave their OIAC at the entry office in exchange for a guest pass. The OIAC will be returned when the guest pass is handed back to the entry office. Access privileges Zone access privileges are assigned to each accredited category in accordance with IOC rules. Press zones Within the competition venues, zone 4 includes access to the following areas for accredited press: Venue Media Center, press tribune, mixed zone, media conference room, photo positions (with photo armband/vest only), media lounge. Accreditation for high demand events For certain events, the number of press and photographers wanting access to the venue may exceed the number of seats available in the press tribune and the number of photo positions available. For these high demand events, a ticket will be required to access the venue, in addition to a valid accreditation. The IOC Media Operations team will allocate high demand event tickets to the NOCs from its office on the first floor in the MPC. Each NOC will then distribute the tickets to its accredited national press. Only press with an E, EP or ET accreditation will be eligible to receive tickets for high demand events. Rate Card orders in the tribunes, workrooms and photo positions do not guarantee access to the venue, unless in possession of an IOC allocated high demand event ticket.

8 12 Sochi 2014 Press Services and Facilities Guide 13 Press Accommodation Press accommodation for the 2014 Winter Games will consist of hotels in the Imertinskaya Valley, where the Costal Cluster is located, and hotels in Rosa Khutor and Gornaya Karusel in the Mountain Cluster. Gornaya Karusel hotels are located on two levels: 540 m above sea level and 960 m above sea level. Access to the 960 m level of the Gornaya Karusel is exclusively by cableway. MMC Press Accommodation in the Coastal Cluster Imeretinskaya valley The Press Accommodation Guide outlines the accommodation booking process and includes descriptions of the accommodation properties. Press Accommodation Request forms must be returned to Sochi 2014 by 14 February Black Sea Olympic Park All accommodation requests are subject to availability. 9 14 Sochi 2014 Press Services and Facilities Guide 15 Transportation Airport arrivals The official port of entry to the Russian Federation is the Sochi International Airport (AER). It is the only port of entry with accreditation validation facilities. Arrivals and Departures (A&D) services will be available from 24 January until 26 February The Coastal Cluster media transport The MMC is in very close proximity to the Olympic Park venues and this will result in minimal travel times to/from the Olympic Park. A&D will provide transportation to/from the airport to all the media hotels located in the Coastal Cluster as well as the Mountain Cluster s media accommodation located in the lower level of Gornaya Karusel and in the Rosa Khutor area. Access to the upper level of Gornaya Karusel will be arranged by cableway from the lower level. The media transportation system will connect the airport with the Sochi 2014 official media hotels. Media representatives who have other accommodation arrangements will need to make their own travel plans to/from the airport by public transport or taxi. Coastal Cluster media transport TM Bus Lines Media Accommodation Olympic Park Main Media Center No media transport services will be available from any other port of entry. Games time media transport system Olympic Village The media transport system (TM) is based on a hub and spoke design, with the Main Media Center (MMC) in the Coastal Cluster and the Gorki Media Center (GMC) in the Mountain Cluster as the main transportation hubs (connected via shuttle). Olympic Park Dedicated media bus services will provide direct transport from the MMC to all Coastal Cluster competition venues and the official Coastal Cluster Media accommodation. The MMC and the Mountain Cluster (GMC) are connected by a direct media transport route. Moreover, a dedicated bus service will provide transport from the GMCr to all Mountain Cluster competition venues and the official media accommodation in the Mountain Route Origin Destination Cluster. The Rate Card is a one stop shop available to the Olympic Family for the procurement of services and products needed during the Games. To access the portal, customers must register on the Sochi 2014 extranet portal, Alpina. Gorki Media Center Mountain Cluster competition venues during competition sessions Will be fully operational four days before Opening Ceremony (3 February). Operates according to the competition schedule and the Venue Media Center operating hours. The Press Rate Card Guide is also available at Alpina, allowing the media to start reviewing product availability, prices, and terms and conditions before ordering online. In case of inconsistencies between the Press Rate Card Guide and the online Press Rate Card Services cease to each competition venue after the final event session at the venue. The Venue Media Center operates 3/+4 hours from the start and finish of competition. The Gorki Media Center is situated in Esto-Sadok and is part of Gorki town where the Gornaya Karusel accommodation sites are located on two levels. The lower level is 540 m above sea level and the upper level is located at 960 m above sea level. Access to the upper level is by cableway. Rented vehicles and parking permits Accredited press organizations can rent vehicles through the Press Rate Card program. Vehicle Access and Parking Permits (VAPPs) are not included with the vehicle rental and must be requested separately. During the Games time Order Period, orders can be placed at the Rate Card desk at the Main Media Center starting 7 January 2014, or from 24 January at the Rate Card desk in the Gorki Media Center. Orders submitted at Press Rate Card desks at the Main Media Center or at the Gorki Media Center should be paid by cash, Visa card or bank transfer at the time of the order. Sochi 2014 encourages customers to place their orders as soon as possible and will allocate all products and services on a first come, first served basis. Late and Games time orders All Press Rate Card orders submitted or amended after the end of the Normal Order Period will be considered late orders. They will be processed in order of receipt. Late orders will be accepted by Sochi 2014 subject to availability and may incur a 25% price increase (except for telecommunications services and the Internet) to cover the additional sourcing, administrative, installation and other costs. The ability to fulfill late orders may be limited as products may not be available. 14 24 Sochi 2014 Press Rate Card Press Services and Facilities Guide 25 Spectrum orders During the Sochi 2014 Olympic Games, all customers planning to use wireless devices (e.g. walkie talkies, Wi Fi routers, etc.) must submit their requirements to the Sochi 2014 Organizing Committee in order to obtain a license from the Spectrum Order Portal (SOP). SOP can be accessed via the Press Rate Card order portal at ratecard.sochi2014.com. Frequencies allocation will be free of charge for the Accredited Media. Devices rented through the Rate Card program (Tetra radios, Wi Fi routers, etc.) do not require any additional spectrum registration. Spectrum deadlines Users can submit their applications for the Olympic and Paralympic Games periods using the Spectrum Order Portal from 1 February Whilst Sochi 2014 will try to accommodate Spectrum requests even at Games time, the availability of frequencies is limited on the Russian territory. It is therefore recommended that requests are submitted as soon as possible and no later than 31 July Upon arrival in Sochi, customers are required to check in their devices at the spectrum help desks. More details are provided in the Press Rate Card Guide. Individuals who wish to use mobile phones, laptops, PDAs or smart phones do not need to register their equipment. Using personal devices as Wi-Fi hotspots is not permitted without a license obtained through the Sochi 2014's SOP. Media Internet solution Recognizing that Internet connectivity is the main tool for the media to work and file their stories and their pictures, Sochi 2014 offers two products in the attempt to meet the needs of the press and photographers in covering the Games as efficiently and effectively as possible. Olympic Internet Account The Rate Card Internet Account works in all competition venues, stadiums, Medal Plaza, training venues, Main Media Center, Gorki Media Center and media accommodation. The Rate Card Internet Account allows 10MB throttled connectivity with a ratio of 1/20 in the following areas: Venue Media Centers (press and photo workrooms) Venue tabled press tribunes MPC and GMC press and photo workrooms Rate Card dedicated Internet port locations, including competition venues and media centers. Additionally, the same account allows wireless connectivity in the following areas: Venue tabled and non tabled press tribunes Media lounges Media conference rooms Mixed zones Photo positions MPC common areas (main lobby, lounges, etc) Media accommodation (common areas). The Rate Card Internet Account allows access to myinfo+ from the user personal device via the web browser. This account is highly recommended for media who work to tight deadlines and need to file significant sized files. Photographers especially are strongly advised to use this product for their filing needs. The Olympic Internet Account can be purchased via the Rate Card before and during the Games (product ID: S TGINT 101, price TBD).

15 26 Sochi 2014 Press Services and Facilities Guide 27 Customs and Freight Forwarding Some press organizations may choose to ship equipment or other goods to Russia for the 2014 Winter Games. To help organizations with their preparations, the Press Freight and Shipping Guide is available, which details Russian custom regulations and provides information on arranging freight shipments into Russia. Sochi 2014 Customs Procedure Goods may be imported by press organizations under the Sochi 2014 Customs Procedure designated for goods entering Russia for the purposes of the Sochi 2014 Games. This Sochi 2014 Customs Procedure allows press organizations to temporarily import goods without any customs duties, taxes or similar charges being payable within the Customs Union*, and no financial security fee required. The goods under this procedure shall be used for the purposes of the Games only. As a general rule, no commercial use, lease or sales of the imported goods will be allowed. Goods placed under the Sochi 2014 Customs Procedure shall be re-exported within a reasonable time following the conclusion of the Games unless they are given away free of charge, damaged or consumed in the course of their intended use. In cases where goods entered under the Sochi 2014 Customs Procedure are not re-exported or used for purposes not associated with the Games, press organizations will be required to pay customs duties and taxes due on such goods. The Sochi 2014 Customs Procedure may be applied at any customs point inside Russia but press organizations are encouraged to use Moscow, St. Petersburg, Sochi, Novorossiysk and Krasnodar customs for the opening of the Sochi 2014 Customs Procedure as they will be more aware of the press organizations specific needs. The list of the accredited press organizations entitled to be beneficiaries of the Sochi 2014 Customs Procedure will be issued by Sochi 2014 and brought to the notice of the Federal Customs Service in due course. Official contractors and representatives Official contractors, suppliers and representatives importing goods on behalf of press organizations may also apply for the Sochi 2014 Customs Procedure provided that the list of such official contractors and representatives and respective contracts for goods importation is presented to Sochi 2014 for further submission to the Russian Federal Customs Service in advance. Official customs broker and freight forwarder Kuehne+Nagel ( has been appointed by the Organizing Committee as the official customs broker and freight forwarder to handle logistics and customs clearance services for the Olympic and Paralympic Families and other Games-related organizations. Whilst it is recommended that the services of the official freight forwarder and customs broker are used, it is possible to select your own preferred logistics or customs brokerage services provider. In either case, the services utilized by you will be at your own expense. For press organizations, the advantages of using Sochi 2014 s designated customs broker and freight forwarder include: Accredited representatives at the Sochi 2014 Logistics desk Expertise in the management of duty and tax remission orders Official customs broker and freight forwarder staff available to answer questions and enquiries 24 hours a day, seven days a week. Press organizations may also import goods under the TA (temporary admission) legislation or with ATA carnets (temporary admission of goods carnets) for the purpose of free of charge temporary import of goods into Russia, instead of the Sochi 2014 Customs Procedure, under the terms and conditions stipulated by the Convention on Temporary Importation (Istanbul, 1990). However, these procedures are less flexible than the Sochi 2014 Customs Procedure. More details can be found in the Press Freight and Shipping Guide. Press organizations will be responsible for arranging their own freight and express courier shipments and for all freight forwarding, customs clearance and associated costs. Sochi 2014 Logistics will have a service desk in the media centers, where accredited staff will be available to assist press. *Russia has entered into an agreement to create a Customs Union with Belarus and Kazakhstan. These countries now constitute a unique customs territory where unique customs legislation and procedures are applied.

16 28 Sochi 2014 Press Services and Facilities Guide 29 Main Media Center Located within the secure perimeter of the Olympic Park, the Sochi 2014 Olympic Winter Games Main Media Center (MMC) will house the Main Press Center (MPC) and the International Broadcast Center (IBC). The MMC will have separate entrances for press and accredited broadcasters, a main lobby with help desks and a main street with convenient shops and service points available to both clients groups. Construction of the new, purpose built MMC building is underway and will be completed by June By 7 January 2014, the MMC will be fully functional and open to the media. Its 24 hour operation will start two weeks before the Opening Ceremony. MMC key facts: Location Main Press Center 20,000 square meters International Broadcast Center 57,800 square meters Common areas and restaurants 6,500 square meters Distance from media hotels in the Coastal Cluster 3 to 5 km Distance from media hotels in the Mountain Cluster 50 km Parking spaces at the MMC 1,000 Press workroom 500 seats Photo workroom 100 seats. The MMC offers quick and easy access to all venues. It is located within walking distance of all the competition venues of the Coastal Cluster (from 10 to 20 minutes) and it is less than 45 minutes away (just over 48 kilometers) from the Gorki Media Center. Transportation and parking The MMC s media transport hub, just outside the building, will include parking space, ensuring fast, reliable transit between all venues. Access to the parking space will be provided only with Vehicle Access and Parking Permits (VAPPs). The ground floor will encompass the main press lobby, the main street (shared space for press and broadcasters that includes shops and services), a food court and restaurants, and a support services area. The first floor will have a press workroom with 500 work stations, a photo workroom with 100 work stations, IOC and Sochi 2014 offices, four media conference rooms and private offices. The press workroom will offer 500 workstations with power outlets and Internet ports, available on a first come, first served basis, with the exception of the labeled workstations reserved for those press organizations that have rented telecommunication services through the Press Rate Card. The workroom will feature TV screens broadcasting the live feed from all competitions as well as Info+ terminals with networked printers. The help desk provides general assistance to those working in the press workroom. Press lockers for the use of journalists are available, and keys can be obtained from the help desk. The photo workroom provides 100 seats located near the Photo Services Center, along with equipment lockers reserved for the use of photographers. The keys to the photo lockers can be obtained from the photo help desk along with other general assistance. The Photo Services Center offers support to accredited photographers, including digital camera services, camera repairs and servicing, and equipment loans. Pigeonholes are provided for hard copies of start lists, results, selected reports and news items from every competition venue. Additionally, private space and other Rate Card products and services can be ordered at the Service Center. A Sochi 2014 media relations information desk will be available to facilitate communication between the press and Sochi The media relations desk will provide information and press releases about Sochi 2014 and manage interview requests with Sochi 2014 spokespersons. The IOC Communications Department handles all communications between the IOC and accredited press, including comments on Games issues, press releases, the daily IOC briefing and requests for interviews with IOC officials and staff. The IOC ticketing office will be located on the first floor of the MPC and will provide tickets for high demand events to NOC Press Attachés. The venue is situated in Esto Sadok, within 10 to 35 minutes travel time to Center (VMC), providing workspace and services for press representatives and photo- the competition venues of the Mountain Cluster. 18 32 Venue Press Operations Sochi 2014 Press Services and Facilities Guide 33 Press tribunes and viewing areas Each competition venue will provide a dedicated area for the press with unobstructed views of the field of play. In all indoor venues and, where feasible, in outdoor venues, Sochi 2014 will provide press tribunes. Tabled positions in the press tribunes will be fitted out with cabled Internet ports at every seat, one European standard power socket (220 V) and shared TV monitors. Telecommunications equipment can be ordered through the Press Rate Card for installation in the press tribunes. At outdoor venues, the press will have reserved viewing areas close to the finish area/ mixed zone. Some of venues will have dedicated press tribunes (biathlon and cross country stadiums, ski jumping and Nordic combined venues). Printed copies of the start lists and results will be distributed to the press tribunes. Mixed zones The mixed zones at each venue provide an opportunity for the press to conduct brief, informal interviews with athletes immediately after they compete. As they leave the field of play, athletes must walk through the mixed zone, but they are not obligated to stop and talk to the media. Team coaches will also be asked to go through the mixed zone for interview opportunities. The IOC determines the order of interviews in the mixed zones. Athletes first pass through the broadcast area before reaching the press area. Press Operations will be responsible for the press section of the mixed zones, which all E accredited journalists will be able to access. The IOC recognized agencies (The Associated Press, Thomson Reuters and Agence France-Presse), the host national news agency (RIA Novosti) and the Olympic News Service (ONS) will be assigned dedicated space. Olympic News Service reporters work in the mixed zone to gather athletes comments, which are then distributed on Info+ and via the VMC pigeonholes. Language services will be provided in the mixed zone, with priority being given to ONS, which will then publish the translation of the interviews on Info+. The press mixed zones will be equipped with television monitors and, for sports that attract high media interest, microphones and speakers will also be used to amplify the sound of an athlete s answers. The rooms will include a raised stage at the front of the room, a sound system with fixed and roaming microphones, and a platform at the back of the room for broadcast cameras and photographers. Consecutive/simultaneous interpretation from the language spoken by the athlete and/ or coach (for team sports) into Russian and English will be provided at media conferences at each venue. Olympic News Service reporters will produce media conference highlights that will be available on Info+. Venue media lounges and catering At each competition venue there will be a media lounge where free tea, coffee and water will be available to the media; food and other refreshments will also be available for purchase. Media catering will be available during similar hours to the VMC opening hours. Olympic Villages VMCs at Olympic Villages (Coastal, Mountain and Endurance Villages) will offer similar services as the VMCs at competition venues. There will be a small media workroom with desks cabled for power and Internet connectivity, a help desk and Info+ terminals and printer. Every VMC will be staffed by Press Operations. In addition, there will be a media conference room and a small interview room. Bookings will be managed by the Venue Press Manager. Press with E category accreditation (excluding EC) will be eligible for a media guest pass. Guest passes will be distributed at the Village Guest Pass Office and will be temporarily exchanged with the Olympic accreditation. The accreditation badge will be returned on receipt back of the guest pass. The press will not be allowed into the residential zone but there will be the opportunity for the media to tour the Olympic Villages. Exact dates of the media tours and how to register will be communicated in due course. Electronic non-rights holding broadcasters (ENRs) will be allowed entry to the Village VMCs and media conference rooms but will not be permitted to bring any video or audio equipment into these areas. The IOC will issue armbands to NOC press attachés to allow them entry into the press section of the mixed zone in order to assist their athletes. Venue media conference rooms Press Operations will organize and run post event media conferences at the competition venues. In general, conferences will be held after each medal event, as well as after matches in the team sports.
