1 Monthly Activity Report of JICA Malaysia (The September 2014 issue) Main Activities in September The Third Country Training Program (TCTP) : Diagnosis of Avian Influenza (AI) at Source in Southeast Asia Region 3 rd -19 th Sep. Department of Veterinary Services (DVS) Ministry of Agriculture and Agro-Based Industry Malaysia, Ministry of Foreign Affairs (MFA) Malaysia and JICA will jointly organize this training program from 3 th to 19 th September. A total of 12 participants from Cambodia, Lao PDR, Mongolia, Timor-Leste and Vietnam are expected to participate in this course. This course is specially designed for capacity building of veterinary officers who involve in the prevention of AI in the participating countries. Participants are divided into two groups namely Epidemiology and Molecular Diagnosis. They will be trained to become more competent in providing early detection and improve the ability to conduct specific molecular based method to characterize and identify AI virus. Professor Kimihito Ito from Hokkaido University Reserch Center for Zoonosis Control will give a lecture on the newest technique of Molecular Diagnosis. TCTP: Occupational Safety and Health Management for Lao PDR, Myanmar and Vietnam 8 th - 26 th Sep. Department of Occupational Safety and Health Ministry of Human Resources Malaysia, Ministry of Foreign Affairs Malaysia (MFA) and JICA will jointly organize TCTP on Occupational Safety and Health Management for Lao PDR, Myanmar and Vietnam from 8 th to 26 th September. In the program, participants from Lao PDR, Myanmar, Vietnam and the officers from Malaysia will exchange their view and experiences on the theme of Occupational Safety and Health (OSH) issues in the construction sites including legislation, enforcement, OSH management systems and occupational injury reporting systems. 2 experts from Japan: Mr. Kamaishi, Senior Coordination Officer of Labour Standards Bureau Ministry of Health, Labour and Welfare Japan and Mr. Ohdo: Deputy Director of National Institute of Occupational Safety and Health, Japan will partly join to this program and give lectures on OSH legislation and best practices in construction industry in Japan.

2 Country Focused Training on International Advanced Boarding Officer s Course for Djibouti Coast Guard 18 th Sep.- 1 st Oct. Malaysian Maritime Enforcement Agency (MMEA) and JICA will jointly organize the Country Focused Training on International Advanced Boarding Officer s Course for Djibouti Coast Guard (DCG) from 18 th September to 1 st October in the Akademi Maritim Sultan Ahmad Shah (AMSAS) in Kuantan. As a preparation of this training, MMEA delegation visited DCG in March and had series of discussion on the training programme. Experts from Japan Coast Guard will join this programme and share some Japanese practices and examples on this topic. Islamic Finance for Palestinian Monetary Authority Officials 22 th Sep.-1 st Oct. The Japan International Cooperation Agency (JICA) in collaboration with the Ministry of Foreign Affairs of Malaysia (MFA) through Bank Negara Malaysia (BNM) is implementing the advance course on Islamic Finance for the Palestinians from September 22 October 1, This is the second collaboration among JICA, MFA and BNM for the capacity building of the Palestinian officials. The 11 participants attending this course are from the Palestinian Monetary Authority, the equivalent of BNM in Palestine. The objective of the course is to train the PMA officials in the area of Islamic Finance with a view to create a National Bank for Palestine in the future.

3 Main Activities in August Seminar on Implementation of Mutual Recognition Arrangement (MRA) of Authorized Economic Operator (AEO) Programme 19 th Aug. Royal Malaysian Customs Department (RMCD) conducted a seminar on Implementation of Mutual Recognition Arrangement (MRA) of the Authorized Economic Operator (AEO) Programme of RMCD in Port Dickson, Negeri Sembilan for the account managers who are officials in charge of AEO Programme in the respective State Customs etc. on 19 th August. In this seminar, Mr. Noboru Kurita, a JICA expert to RMCD as Policy Advisor, explained the methodologies for information exchange between the both Customs Administrations in Malaysia and Japan and the practical points to be confirmed before and after the implementation etc. for appropriate and smooth implementation of the MRA which the both Director Generals of Customs have signed at the Council of World Customs Organization (WCO) conducted in Brussels on 27 th June 2014, Belgium and gave some suggestions for the improvement and enhancement of the AEO Programme of RMCD in the future. JCG Training Vessel KOJIMA On-Board Training 1 st - 19 th Aug. Japan Coast Guard (JCG) and JICA jointly Enhancing Practical Capacity for Maritime Safety and Security and Improving Education and Training Program with MMEA. Through this course, participants learned practical skills on ship operation, navigation and gain knowledge on how to organize on-board training from Singapore to Kure, Hiroshima. organized the counterpart training on JCG Training Vessel KOJIMA for Malaysian Maritime Enforcement Agency (MMEA) and the Philippines Coast Guard from 1 st to 19 th August. This was one of the activities under the technical cooperation Project on

4 TCTP: SME Development for African Countries 19 th -29 th Aug. SME Corp. Malaysia, Minisrty of Foreign Affairs Malasyia (MFA) Malaysia and JICA jointly organized TCTP SME Development for African Countries from 19 th to 29 th August. A total of 16 participants from 7 countries (Cameroon, Ghana, Kenya, Mauritius, Namibia, Tanzania and Uganda) participated in the course. Through this course, participants learned good practices of Malaysia in the field of SME Development through lectures and visits to the relevant ministries, agencies and SMEs. Participants also learned the policy framework on fostering and supporting SMEs in Japan and JICA s cooperation in SME Development from dispatched JICA expert, Mr. Tsutomu Nagae.

5 TCTP: Integrated Biodiversity and Ecosystem Management 7 th - 28 th Aug Insttitute for Tropical Biology and Conservation (ITBC) of Universiti Malaysia Sabah (UMS) and Sabah State Government, Ministry of Foreign Affairs Malaysia (MFA) and JICA jointly implemented a TCTP on Integrated Biodiversity and Ecosystem Management from 7 th to 28 th August. This year is the second year of the Second Phase of this programme and a total of 19 participants from Uganda, Vietnam, Laos, Cambodia, Kenya, Myanmar and Sri Lanka participated in the course. Participants were exposed to the conservation activities, challenges and implementation initiatives on biodiversity and ecosystem conservation in Sabah through lectures and site visits. Introduction to Man and Biosphere (MAB, UNESCO) and SATOYAMA Programmes was done via International Initiatives lecture by Professor Hiroyuki Matsuda, Yokohama National University, Japan.

6 Introducing Japanese Culture Ms Kayo Kawakami, the JICA Senior Volunteer is also active in introducing Japanese Culture to local communities besides her regular work, teaching teachers and students with special needs at schools. Ms Kayo shared about history of Japan, makinge newspaper Kabuto (samurai helmet) and wearing them as well as singing along Japanese folk song with Malay lyric during cultural program on 12 th August 2014 at Community Center of Chabau in Melaka. Altogether, 33 special needs students of Tamil Primary School in Jasin attended this program along with their teachers.
