2 Poverty and social exclusion in Italy
3 Poverty and social exclusion in Italy National statistics are based on different methods (Eurostat stats are based on national median equivalised disposable income, meanwhile Italian stats are calculated upon national average of family monthly expenditure). Due to this, Eurostat and Istat datas do not overlap perfectly: according to Eurostat, in 2013, 28.4% of population was at risk of poverty or social exclusion. According to Istat, 16.6% of population was below the poverty line.
4 Poverty and social exclusion in Italy At-risk-of-poverty or social exclusion rose from 24.7% in 2009 to 28.4% in 2013, but nevertheless we can observe the decrasing of almost all EU indicators from 2012 to 2013, a statistical trend that according to Caritas experience doesn t reflect the real situation of the country. Only the indicator about people living in households with very low work intensity is on the rise, reaching 11% in 2013, compared to 10.3% in 2012.
5 Poverty and social exclusion in Italy Women continue to be at a higher risk of poverty, in all indicators except In-work at-risk-of-poverty rate indicator, where males have registered higher values (9.4% to 11.4% in 2013). Poverty in Italy is a phenomenon that affects mainly the southern regions: in 2012, nearly half of the people living in southern regions (44.5%) were at risk of poverty or social exclusion, well above the national average (28,4%). In northern regions, only 17.3% of the population were at risk of poverty or social exclusion, quite below the EU-average (24,8% in 2012). In southern regions, at-risk-of-poverty or social exclusion rose from 38.7% in 2009 to 44.5% in 2012.
6 Poverty and social exclusion in Italy The drop in the number of people at risk of poverty or social exclusion recorded by Eurostat between 2012 and 2013 (from 18 million to 17 milion ) seems quite unrealistic. According to Eurostat indicators, this reduction decrease is mainly the result of the decreasing number of people in severe material deprivation, which descended from people in 2012 to people in This reduction, however, clearly contrasts with other national figures released by Istat and the Bank of Italy, that reflect a growing impoverishment of Italian society, in terms of both absolute and relative poverty.

8 Poverty Gap Europe 2020 Over the years, the distance from the target has been gradually increasing: in 2010, according to Eurostat data, the number of people at risk of poverty or social exclusion in Italy amounted to 14,757 million. The reduction of 2 million 200 thousand people by 2020 would have brought the total amount of poor people in Italiy at the figure of 12,557 million. With respect to this objective, the time series provided by Eurostat shows that Italy is being progressively moving away from that goal.
9 Poverty Gap Europe 2020 Already in 2011 the number of poor people in Italy increased by more than 2 million units, bringing the distance to the target in 2020 to more than four and a half million units. Even a year later, the number of people at risk of poverty further increased. In absolute terms, from 2010 to 2013 the poverty increased by 2 million 569 thousand units, a number that exceeds the total of less poor people expected by The Poverty Gap EU-2020, which can define as the distance between the rate of poverty and Italy target 2020, is now equivalent to more than four million people (4.769 million).
10 Poverty and social exclusion in Italy Facts and figures from Caritas At a national level, diocesan Caritas has promoted social services and runs approximately 700 services against poverty and social exclusion. They include a wide range of services: canteens, dormitories, food aid distribution centers, and especially Centri di Ascolto (CdA), which are about counseling centres, where marginalized and disadvantaged people find a welcome and a sympathetic hearing of their problems. It is estimated that a total of about 500,000 people attend Caritas CdA in Italy.
11 Poverty and social exclusion in Italy Facts and figures from Caritas Various indicators confirm that middle class and social groups traditionally unrelated to social problems are increasingly affected by the economic vulnerability: Growing presence of Italians users, which in some cases reach and exceed the absolute majority of admissions; A great number of Caritas beneficiaries are parents (72,1% in 2013); In-work poverty" situations are increasing: in 2008, employed persons who turned to Caritas were 15.8% of the total; in 2013, their presence reaches 22.9% out of the total (+45%); Share of home owners has been increasing progressively over the years: from 9.7% in 2006 up to 13.3% in 2012.
12 The impact of crisis on poverty In Italy, a growing number of situations of economic difficulty or progressive social exclusion have been caused or at least aggravated by austerity policies and containment of public spending. These measures have resulted in a progressive reduction of public spending in different sectors: education, health, socialwelfare, social security, etc. It is important to note that this weakening occurred precisely at a time in history when we had greater need of effective social protection tools, aimed at those who have lost their jobs or have seen their purchasing power decline. Overall, the social costs of austerity have been paid mainly by individuals and families on the edge of poverty, excluded from public intervention or receiving inadequate social interventions, more and more limited and restricted.
13 Crisis-poverty and austerity-poverty According to evidence gathered both at the local and national level, fewer and fewer Caritas users are taken into care by social services or other social welfare institutions. In 2012, around 30% out of total amount of Caritas users were also customers of Public Social Services. That means that around 70% of caritas beneficiaries are not taken into care by the territorial Social Services. With reference to the immigrant population, the joint taking in charge by Services and by Caritas only occurs in 20.2% of cases.
14 Crisis-poverty and austerity-poverty According to National Statistical Office (Istat), in 2012, 11,1% of the population said they had given up at least one public health service, although they needed assistance. From 2005 to 2012 dental visits were reduced by 23%. 14.3% of people gave up despite having need, and among these, 85% did so for economic reasons. In Caritas CdA, in the course of 2013, 10.5% of requests for help regards health services, which would have been guaranteed by the Italian National Health Service. In 2008, the proportion of users who asked for health services was 4.4%. From 2008 to 2013, the demand for health services has increased by 6.1 percentage points.
15 Crisis-poverty and austerity-poverty In 1998 the government introduced a national Fund for Rent Supplement Contributions (FSA), aimed at giving rent supplement benefits to low income families. From 2005 to 2011, the budget of the FSA was first heavily reduced and finally completely wiped out by the Financial Stability Act passed at the end of In the absence of adequate housing policies, families affected by the crisis find themselves in increasingly difficult to afford the costs for the dwelling. According to data from the Central Bureau of Statistics of the Ministry of the Interior, the implementing measures of eviction issued in the year 2012 amounted to a total of 67,790. The comparison with the data of the year 2011 shows an increase of +6.2%. Also because of this lack of social policies, the presence of people with severe housing problems in Caritas Counselling Centres has been increasing: 11,3% in 2008; 16,2% in 2013.
