8 Electrical Wiring Installation LEGAL RESPONSIBILITY Electricity at Work Regulations dictate: Employers have responsibility for the Health and Safety of employees and public It shall be the duty of every employer to comply with the provision of the regulations in as far as they relate to matters which are within his control

9 Electrical Wiring Installation EAWR goes on to state: LEGAL RESPONSIBILITY Every employer shall make suitable assessment of: The risks to the H&S of his employees to which they are exposed and The risks arising out of or in connection with the conduct by him or his undertaking

10 Electrical Wiring Installation ACHIEVING COMPLIANCE Companies must fulfil their duties to protect the safety of their employees and public against electrical hazards EAWR states: As may be necessary, all systems shall be maintained so far as reasonably practicable to prevent danger IGNORANCE IS NOT AN EXCUSE

11 Electrical Wiring Installation BS7671 ELECTRICAL INSPECTION AND TESTING Installations that conform with the standards laid down in BS7671 are recognised to achieve conformity with the relevant parts of the EAWR NICEIC Periodic Inspection Reports are compiled and issued in accordance with this standard

12 Electrical Wiring Installation IEE WIRING REGULATIONS 17 th Edition IEE Wiring Regulations determine the standard to which electrical installations should be installed IEE Wiring Regulations also dictate the requirements for Periodic Inspection and Testing.

13 Electrical Wiring Installation REASONABLY PRACTICABLE IEE section states that periodic inspection and testing of an electrical installation should be carried out to determine, so far as reasonably practicable whether the installation is in a satisfactory condition for continued service

14 Electrical Wiring Installation REASONABLY PRACTICABLE IEE section states the scope of the periodic inspection and testing shall be decided by a competent person, and shall take into account the availability of records and the use, condition and nature of the installation

15 Electrical Wiring Installation HOW TO ACHIEVE COMPLIANCE Selection of an organisation that can demonstrate compliance and competence Third party accreditation with appropriate certifying body NICEIC Implement Test regime in accordance with BS7671 Test all elements as it will deteriorate due to age, loading, wear, tear and damage

23 Electrical Wiring Installation FREQUENCY ctd Maximum period is normally 5 years for most commercial industrial and retail installations This is reduced to annually for the following: Cinemas and theatres Leisure complexes, restaurants and hotels Caravan Parks Petrol Filling Stations

24 Electrical Wiring Installation FINAL WORD Inspections can be arduous and will require patience PIR will require disruption to supply Electricity is arguably the most dangerous form of energy known, it does not alert the human senses and does not select its victim Safety is everyone s responsibility

25 Emergency Lighting Building Regulations LEGAL RESPONSIBILITY Fire Precautions (Workplace) Regulations Emergency Routes and exits requiring illumination must be provided with emergency lighting of adequate illumination in case the lighting fails Continued maintenance and testing must be carried out to comply

26 Emergency Lighting TESTING REQUIREMENTS BS5266 Code of Practice for Emergency Lighting Defines the requirement for correct installation and maintenance of Emergency Lighting Part 1 sets out the requirements for continued user checks and routine inspection and tests

27 Emergency Lighting TESTING AND LOG BOOK Up to date log book to be maintained: Type of fitting Location of fitting All events and checks to be logged System to have adequate test facilities

28 Emergency Lighting TESTING AND LOG BOOK The following should be identified: Calibre and reliability of staff to do checks The level of difficulty in completing checks Implications of discharging lighting on occupied sites

29 Emergency Lighting TESTING REQUIREMENTS Daily check for correct operation Monthly functionality check Six monthly partial discharge Annual complete discharge Discharge testing to be completed by competent person with a certificate issued on completion

34 Portable Appliance Testing TESTING COMPRISES BOTH ELECTRICAL AND VISUAL CHECKS Electrical Testing will comprise: Earth Bond Continuity Insulation Resistance Flash test Operation/Load Test Earth Leakage Test

35 Portable Appliance Testing Visual inspection will comprise: Condition of equipment Environment Ventilation Cable location and protection Means of disconnection Equipment location

38 Portable Appliance Testing PAT TEST OPERATIVE Must be competent and have training in: Identification of equipment types Appropriate test procedure Frequency of inspection Visual inspection requirements Correct use of test equipment Record Keeping

41 Fire Alarm Testing LEGAL REQUIREMENTS Fire Precautions (Workplace) Regulations Requires any business with 5 or more employees to have a written Fire Risk Assessment and have an emergency plan in the event of a fire. Failure to do so is a criminal offence

42 Fire Alarm Testing BS 5839 FIRE ALARM REGULATIONS Requires the Duty Holder to undertake/manage periodic checks to ensure the functionality of the Fire Alarm installation
