3 Why we are interested in Green Freight in ASEAN Opportunities of sustainable freight systems for developing countries receive limited yet growing attention by policy makers and by development cooperation partners in ASEAN region Efficient road freight offers a major opportunity to reduce emissions from the transport sector Improving logistics has become an increasing focus of transport policy in the region, also with a view to ASEAN economic integration Trendy topic in international cooperation on sustainable transport Green Freight included in the upcoming ASEAN Strategic Transport Plan Develop and implement Green Logistics Measures that would encourage private sectors and individual consumers to enhance Green Logistics Develop Green Freight and Logistics Roadmap development of guidance for private sector initiatives

5 Regional Green Freight and Logistics Workshop th June 2014 in Singapore, organized jointly by GIZ & ADB Over 100 participants, representing 17 countries and 30 organizations Follow-up conference envisaged for Mai/June 2016
6 Regional Green Freight and Logistics Workshop Way Forward multistakeholder approaches, either within the private sector or by bringing the public and private sector together Cooperation across borders: harmonization of approaches needed to boost efficiency; learning from each other through regional exchange Huge capacity building needs need to invest in soft and hard infrastructure Support national green freight action planning, development and implementation of measures
7 Green Freight in the Greater Mekong Region 80% of goods are transported by roads, mostly by SME truck fleets (<10 trucks) Fuel costs are the major operating cost (40-60%) and contribute to high logistics costs dominance of aged, fuel-inefficient truck fleets, inadequate logistics management capacity, low safety standards and weak driver training, and a lack of access to financial capital for technology/truck upgrades Responsibility for road freight policymaking dispersed across multiple agencies lack of policies on freight transport fuel efficiency and weak implementation of existing regulations. strong associations for freight industry in each country which play an important role in setting the policy agenda More info:
8 Upcoming GIZ project on Green Freight in GMS region GIZ partners with GMS Freight Association and the Mekong Institute In Cambodia, Lao PDR, Myanmar, Thailand and Vietnam Aims at: 1 ) increasing fuel efficiency in freight transport SMEs (including driver training), 2) improving the safety of dangerous goods transport, 3) enhancing access to finance and 3) promote green freight labelling and other policy approaches Main target group is private sector, a lot of training Cooperation with Green Freight Asia to reward companies who take action Status: Contracting process with EU SWITCH Asia Project to start most probably in February 2016, until December 2018.
9 Indonesia Green Freight White Paper - Logistic costs extremely high (25% of GDP) compared to others in ASEAN - Archipelagic geography and uneven population distribution, poor infrastructure quality - organisation of an efficient logistics system recognized by government as a crucial factor in the socio-economic development of Indonesia - Freight sector not yet considered in climate change strategy - White Paper to advise government on short-term opportunities for public sector to promote low carbon freight transport, as a basis for future regulation
10 China: Green Logistics Project Capacity development of decision-makers from ministries, the public authorities and private sector to advance the introduction of new standards and concepts for higher energy efficiency in the Chinese logistics sector Provision of support on a broad range of issues: cooperation among small and medium-sized logistics companies, city distribution, green logistics parks, carbon footprinting in logistics, energy-efficient tires, information technology for efficient logistics, drop and hook transport. 11 Malaysia: Public private partnership on road safety and eco driving Freight vehicles are involved of almost one third of all road accidents in Malaysia. GIZ is working to address the issue of road safety in Malaysia through a public-private partnership with TÜV Rheinland Malaysia and the Malaysian-German Chamber of Commerce and Industry. A train-the-trainer programme builds a local pool of qualified trainers on on road safety. Awareness raising campaigns on road safety and the economic benefits of eco driving reach out to Malaysian transportation and logistics companies, truck driver associations, governmental institutions and the general public. 12 Mexico: Nationally Appropriate Mitigation Action (NAMA) on Road Freight Transport The purpose of this project is to reduce GHG emissions in Mexico ś road freight transport sector by focusing on owner operators (up to five vehicles) and smaller fleet carriers (up to 30 vehicles). GIZ provides technical advice to Mexican government agencies and promotes knowledge transfer at national, regional and international level. Support activities include the replacement of old trucks, through a government- driven scrapping and renewal programme. Also, a voluntary, market-driven partnership delivers courses on energy-efficient driving practices. Web:
