4 HISTORY Denel Seeker operated in civilian controlled airspace since 1994 by the SA Air Force State aircraft as defined in Convention on International Civil Aviation exempted from civil regulations and control Operations executed Command & Control Border Patrol Crime prevention Election 1994 Seeker II UAV has been operating in customer countries in non segregated airspace since 1999

5 MILITARY OPERATIONS Agreement with South African Civil Aviation Authority (SA-CAA) and Air Traffic & Navigation Services (ATNS) To be operated as a manned aircraft with the proviso that the UAV is just as safe or safer as if a manned aircraft File a flight plan Follow IFR Two way VHF communication Transponder with mode C Emergency procedures Programmed flight in communication loss Parachute limit impact energy. Qualified SA Air Force pilot

6 MILITARY CERTIFICATION SA Air Force has Military Aviation Board (MAB) Follows very closely civilian requirements (FAR 23) E.g. Split elevator (2 x Servo s) MAB cleared Seeker 1 to fly unrestricted over buildup areas Before each Military deployment: Authorisation has to be obtained from SA-CAA Acceptance test Instructions (ATI s) have to be carried out to ensure Quality Certification

7 CIVIL CERTIFICATION Civil Aviation Regulations Committee (CARCom) was formed in 2001 (CAA, ATNS, SAAF & Industry) Aeronautical Information Circular AIC 20.x was published in 2002 Denel Required Civil certification Approached by Civil Departments & Private enterprises Internal Affairs, Forestry, Fisheries, Banks, SA Police, etc Formal process started by Denel with South African Civil Aviation Authority (SA_CAA) Nov 2003 CAA Decision: Certify Seeker as Non Type Certificated Aircraft (NTCA) maximum AUW 280kg

8 Documentation required by SA-CAA Registration as: Aircraft Maintenance Organization (AMO) Aircraft Manufacturing Organization Qualifications of Aircraft Maintenance Engineers (AME) Qualifications of crew members Proposal - Certified as Commercial Pilots with UAV rating including medical Operations manual - graphs Design, Integration & Qualification documentation (structure, software, etc)

9 Documentation required by SA-CAA Registration of aircraft by serial number License to Operate (LTO). Commercial case to Department of Transport General AIC 20.x to be used as guidelines Operations will be under ATNS control SA-CAA is policy maker

10 STATUS OF DENEL s CERTIFICATION Certification of Seeker as Non Type Certificated Aircraft (NTCA) completed 4 Seekers are registered as NTCA All required documents submitted Technicians are qualified as Aircraft Maintenance Organization (AMO) operators Operational crew qualified (awaiting decision on licensing) Negotiated with CAA to place a fulltime engineer on Denel premises Jul/Aug 05

12 Extracts from Aeronautical information Circular AIC.20x Guidelines Prior authorisation from Commissioner of CAA to be obtained before operations. Approval will be granted if: UAV possesses an equivalent level of safety measures as those required for manned aircraft. Airworthiness standards equal to prescribed for aircraft of same category and mass as laid down in CAA Regulations (CAR) Manufacturers of UAV s shall meet the requirements laid down in CAR Maintenance requirements shall be followed as laid down in CAR

13 AIC.20 Continued Minimum Equipment on board an UAV shall include: Two way radio communication equipment Transponder VOR/DME or equivalent equipment Appropriate emergency equipment Appropriate ATAS under discussion

14 AIC.20 Continued Operations UAV s to be operated under IFR except within circuit VFR not to exceed 2km UAV s shall be operated within the same rules and regulations as manned aircraft. All traffic services shall be to the same rules and criteria as for manned aircraft Callsign to include UNMANNED Crew qualifications. Licensing requirements are under development interim for internal pilots shall have the skill, knowledge and experience at least equal to those expected of the holder of a commercial pilot s license
