The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS Streamline and integrate processes Eliminate data redundancies Reduce costs while providing improved monitoring capability Participation is MANDATORY for all small businesses working with the Federal government 6

8 Multiple Award Schedule Program Long-term government-wide contracts with commercial firms providing access to over 11 million commercial products and services. Participation: Minimum revenue of $25,000 2 years in business Commercial Products and Services only Contractors required to earn $25,000 after 24 month grace period to avoid removal from program 8

9 Blanket Purchase Agreements (BPA s) Provides easy access to repetitive needs for supplies or services. Participation: Current GSA Contract Holders Compete for Award with other GSA Contract Holders Annual review of award for Best Value Most compatible with recurring requirements like office supplies, IT equipment and services, etc. 9

10 What GSA Doesn t Do For Small Businesses Please remind businesses: We do not Match businesses to buyers We do not Control buyer procurement needs We do not Influence award to favor one business over another We do not determine buyer purchasing priorities except for where policy dictates small business preference. 10

11 Procurement Decisions (GSA Sustainability Plan) Currently the E.O is requiring that the government focus on sustainable acquisition. Changing access to GSA Schedules More than 11 Schedules have sustainability requirements and are increasing every year Greening of the Multiple Award Schedules Language is being developed to change the requirements in the Statement of Work to include vendors sustainability plans. (Section 13 Working Group) Ecolabels are out for comment from the public until April

13 Executive Order Federal Leadership in Environmental, Energy, and Economic Performance President Obama, October 5, % of all applicable new government contracts, including contract modifications, for products and services to be: 1. 15 Sustainable Acquisition is also for Services! In some cases small businesses are selling products that are used within services or they are providing a service that requires sustainable products. Here are some services you may want to discuss with vendors. Building construction, renovation, or repair Building operations and maintenance Building interiors Landscaping services Pest management Electronic equipment, including leasing Fleet maintenance Janitorial services Laundry services Cafeteria operations Meetings and conference services 15

16 GSA Schedule Contract or Application Current GSA Schedule Vendors If they do not meet the criteria for sustainable requirements at the time of renewing their contract, they may not be eligible for extending the next option year. New vendors applying for a contract Even if they meet the minimum sales requirements but not the sustainability requirements, they may not qualify for award. 16
