2 Federal Acquisition Service The U.S. General Services Administration (GSA) is A centralized federal procurement and property management agency with over 60 years of experience in meeting the needs of federal agencies all over the world.
3 Federal Acquisition Service Commercial Acquisition Procurement arm of the federal government We help federal agencies, DoD, State & Local governments, and other eligible customers buy the products and services they need to perform their missions. Provides acquisition support for 25% of federal government s total procurement dollars ($66 billion)

5 Federal Acquisition Service GSA Schedules Program Objective To provide Federal agencies and other customers with a simplified process for obtaining commonly used commercial products and services at prices associated with volume buying.
6 Federal Acquisition Service What Is A Schedule? It s a listing of contracts that Federal agencies and others can use to acquire commercial products and services. It s also a great vehicle for contractors to sell their commercial products and services to the Federal & State & Local communities.

12 Federal Acquisition Service Eligible State and Local Users State and Local government entities, means: the states of the United States, counties, municipalities, cities, towns, townships, tribal governments, public authorities (including public or Indian housing agencies under the United States Housing Act of 1937), school districts, colleges and other institutions of higher education, council of governments (incorporated or not), regional or interstate government entities, or any agency or instrumentality of the preceding entities (including any local educational agency or institution of higher education), and including legislative and judicial departments. The term does not include contractors of, or grantees of, State or local governments.

16 Federal Acquisition Service Cooperative Purchasing Program Section 211 of the e-gov Act of 2002 authorizes State & Local Governments to use Schedule 70 and the Consolidated Schedule to purchase: Information Technology products, software and services through the introduction of Cooperative Purchasing Public Law of the Local Preparedness Acquisition Act, authorizes State & Local Governments to use Schedule 84 to purchase: Alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services as contained in Federal Supply Class 84 under Cooperative Purchasing.

26 Disaster Recovery Purchasing Program Legislation Section 833 John Warner National Defense Authorization Act for Fiscal Year 2007 Scope To facilitate recovery from a Presidentially declared disaster or act of terrorism. Advance Purchasing/Pre-Positioning All GSA Schedules contracts are open to State & Local government entities for the specific purpose of disaster recovery only. Voluntary participation GSA elibrary contains a list of participating vendors.

29 GSA Schedules Access for Federal Grantees During Public Health Emergencies
30 Schedules Access for Federal Grantees During Public Health Emergencies Effective August 17, 2009, state, local, territorial, and tribal governments may access all GSA Schedules as authorized users for goods and services when expending federal grant funds in response to Public Health Emergencies (PHE) declared by the Secretary of Health and Human Services under section 319 of the Public Health Services Act, codified at 42 U.S.C. 247d.
31 Federal Acquisition Service Scope All GSA Schedules contracts are open to State and Local government entities when spending federal grant funds. Eligible entities must comply with all rules and stipulations associated with the grant funding. Example DHHS issued a nationwide PHE declaration in response to the H1N1 influenza virus.
32 1122 Counter-Drug Program
33 Authority Executive Section 1122 of the FY 1994 National Defense Authorization Act established the authority for state and local governments to purchase law enforcement equipment through federal procurement channels, provided the equipment is used in the performance of counter-drug activities.

Partnership between GSA and federal land agencies USDA, Forest Service DOI, Bureau of Land Management GSA procures, stocks, and delivers 300 items primarily for wildland fire suppression support; 50+ year history Products determined by National Wildfire Coordinating Group (NWCG) Program annually reviewed among participating agencies
