7 1.0 SCOPE 1.1 Background If asbestos fibers are incorporated within a material such as concrete, the potential for fiber release is minimal and the health risk relatively low. On the other hand, if friable (or easily crumbled) asbestos materials are damaged (e.g. as a result of work activities such as renovation or demolition), the chance of asbestos fibres becoming airborne increases and the health risk is much higher. Precautions must be taken to manage and / or ensure appropriate removal of asbestos containing materials, regardless of the materials friability. Asbestos has been used in manufactured building materials since approximately 1910, and was widely used as an insulator in many types of products. Asbestos is an effective thermal, electrical and acoustic insulator. Although the use of asbestos has decreased dramatically over the years, its widespread past use means that it is present in many buildings, and may be encountered at most Ryerson University structures. 1.2 Purpose Ryerson University recognizes that as a concerned owner, it has a responsibility to the public, students, faculty, staff and contractors to protect them from the potential effects of exposure to ACM. The Asbestos Management Program (AMP) is a requirement of Ontario Regulation 278/05 of the Occupational Health & Safety Act. The AMP is a tool to document the location and condition of all ACM within a building and to establish procedures for contractors, maintenance personnel and tenants who may work with, or in close proximity to ACM. The purpose of the Ryerson University Asbestos Management Program is threefold: 1. To identify the locations and extent of asbestos-containing materials (ACM) within all Ryerson University campus buildings. 2. To establish Ryerson University s philosophy on asbestos management and outline a set of assessment and operating procedures for the proper management of asbestos. 3. To provide a framework for communication of asbestos-related matters between each building s departments, staff, faculty, and contractors working in the building, and Ryerson s Campus Planning & Facility department. Objectives The objective of the Ryerson University program regarding asbestos is to provide: A set methodology for monitoring documented asbestos materials in the building; 1.0 Scope

8 A consistent approach to identifying ACM prior to renovations or alterations, and communicate risks and procedures to workers, and; Compliance with existing Provincial Regulations. 1.0 Scope

10 2.0 DEFINITIONS Accessibility: The terms easily accessible, less accessible, and inaccessible are used to describe the ease with which asbestos can be accessed by tenants, the public, employees and contractors in the building. Easily accessible indicates that ACM is visible from the floor and can be touched by building occupants, and therefore has a potential for significant damage. Less accessible indicates that ACM is not visible from the floor, or if it is visible, it is high enough not to be touched by building occupants, and has a potential for damage. Inaccessible indicates that ACM is located behind masonry, drywall, or other types of solid enclosures and is only accessible after destruction of the enclosure, and has a low potential for damage. ACM: AMP: Condition: BAS: BMS: Friability: Asbestos Containing Material. Asbestos Management Program. The condition of ACM is described using the designations: good, fair and poor. Good refers to ACM with no visible damage or deterioration, or showing only very limited damage or deterioration. Fair refers to ACM with some damage or deterioration (less than 10% of the material). Poor refers to ACM that is significantly damaged or deteriorated (at least 10% of the material). Building Asbestos Supervisor For the purposes of this program, the BAS will be a member of the Campus Planning & Facilities department. Building Management System Ability to crumble, pulverize or powderize a dry material by hand pressure, or ability under normal use or maintenance to emit or to be expected to emit fibers into the air. HEPA Filter: High Efficiency Particulate Air Filter. Key Staff: Personnel trained to assist and act as an alternate to the Building Asbestos Supervisor with regards to asbestos management issues within the building. Major Action: All response actions requiring Type 3 ACM removal procedures, or Type 2 procedures involving the removal of friable ACM and provisions of an enclosure. 2.0 Definitions

13 3.0 PRINCIPLES 3.1 GENERAL The Campus Planning & Facilities office, on behalf of Ryerson University will seek to proactively manage the existing asbestos containing materials in place, in all areas of the building. This will be achieved through a comprehensive Operations and Maintenance (O & M) Program. The program will address all types of asbestos present in the building, including friable and nonfriable ACM. All necessary actions will be taken to reduce potential exposure of ACM by maintaining the ACM in good condition. All necessary precautions will be taken to protect occupants from asbestos exposure. Ryerson University endorses the prior removal of ACM which may be disturbed during demolition, renovation and repair projects in any University building. To the extent possible, all ACM in a given element of space will be removed when a renovation or repair activity takes place that will involve the disturbance of ACM materials in that element of space. Upon removal, Ryerson University will ensure that all ACM is disposed of in accordance with all applicable regulations. Ryerson University will comply in full with all regulations made respecting asbestos including: The Regulation Respecting Asbestos on Construction Projects and in Buildings and Repair Operations made under the Occupational Health and Safety Act Ontario Regulation 278/05. The General Waste Management Regulation made under the Environmental Protection Act Regulation 347 of the Revised Regulations of Ontario, Compliance with these Regulations is intended to not only ensure that Ryerson University is functioning within the regulated parameters set out by the Ministries of Labour and Environment, but also together with this legislation, to strive for a situation where all installed ACM is maintained in good condition. 3.0 Principles

14 3.2 Building Asbestos Supervisor A Building Asbestos Supervisor (BAS) will be appointed within the Campus Planning & Facilities office to act as a central representative and to ensure continuity for the management of asbestos within all buildings on Ryerson University campus, in Toronto, Ontario. The BAS will oversee all asbestos-related activities on campus, including inspections, O&M activities and abatement actions. The BAS may appoint other key staff members, who are trained and aware of asbestos management issues within the buildings, to assist with this function, however the BAS is responsible to protect the best interests of both the building occupants and the owner. On projects involving the disturbance of ACM, a qualified consultant will be retained. The Consultants duties and responsibilities are as follows: Determine the appropriate extent and scope of the work (along with Ryerson University s BAS and/or Key Staff), and the requirement for ACM removal or containment, assist in arrangement for a qualified asbestos contractor on untendered work, supervise the contractor s work, provide air monitoring and project clearance services as required, give detailed final reports on the work, and provide details required to update the central record. 3.3 Site Surveys and AMPs Through co-ordination with the BAS, Ryerson University shall: Provide access to the applicable asbestos survey, to all maintenance staff, subcontractor personnel, or other individuals involved in accessing areas where ACM may be present, Produce annually documented re-evaluations of the condition of existing ACM areas throughout all buildings containing ACM at Ryerson University by utilizing an experienced environmental consultant familiar with the subject building, Be responsible for the accuracy of these surveys. 3.4 Program Management In order to manage the AMP, the BAS shall: Maintain record-keeping practices to ensure completeness and accuracy of the Asbestos record, Audit response actions for all asbestos-related activities such as repair, abatement, interface, etc. and, 3.0 Principles

15 Prepare standards and procedures for working with asbestos, and audit the implementation of same. 3.5 Coordination with O & M Practices The BAS shall audit O & M practices to ensure that all contractors, service personnel, trades, staff, etc. are informed of the presence of asbestos on individual jobs throughout the building. 3.6 Removal of ACM The BAS shall co-ordinate all aspects of asbestos abatement projects included in the capital budget. 3.7 Competency In conformance with the asbestos regulation in Ontario, key staff at Ryerson University will receive, at minimum, asbestos awareness training. The level of training received will vary with an individual s involvement with asbestos. The training of the BAS and other staff is described in Section 5. Prequalified environmental consultant(s) may be used for all work normally completed by the BAS and key staff reporting to that function. Consultants shall be qualified by virtue of having successfully conducted similar work for publicly occupied buildings in the past. Proof of training shall be given by a letter or certificate from a qualified Asbestos Consultant or Training Institute. Consultants shall be required to have a level of training in asbestos abatement as may be mandated by applicable legislation and company practice. Consultants will determine the extent of the work, the scope of the work, supervise the contractor s work, provide air monitoring and project clearance services as required, give detailed final reports on the work, and provide details required to update the central record. 3.8 New Construction Specifications for renovation work and newly constructed building additions shall call for the use of non-asbestos building products/materials throughout. 3.9 Demolition All ACM shall be removed by a qualified asbestos abatement contractor prior to any demolition or renovation work where ACM will be disturbed. 3.0 Principles

17 4.0 USES AND INTERPRETATION OF THE AMP The AMP should be referred to in any situation where an individual is likely to handle, deal with, disturb, or remove ACM or suspect ACM in any building at Ryerson University. The AMP is intended to protect the health and safety of all occupants and other workers on campus. The responsibilities of the BAS with respect to interpretation and implementation of the AMP are as follows: 1. Distribute the AMP and appropriate asbestos survey update reports conducted by Shaheen & Peaker Limited in November These reports have been provided in Appendix A of the AMP. 2. Coordinate annual re-audits with an environmental Consultant to re-assess and document the condition of ACM. 3. Audit and implement recommended response actions for all asbestos-related activities such as repair, abatement, interface, etc. 4. Maintain record keeping practices to ensure completeness and accuracy of the Asbestos records of removal during renovation or accidental disturbance. 5. Prepare standards and procedures for working with asbestos, and audit the implementation of the same. 6. Co-ordinate all aspects of asbestos abatement projects. 7. Ensure that all contractors and service personnel, etc. are informed of the presence of asbestos on individual jobs. 4.0 Use & Interpretation

19 5.0 TRAINING AND RESPONSIBILITIES OF STAFF AND CONTRACTORS 5.1 Reporting of Routine Concerns All building tenants, contractors and maintenance staff are required to report asbestos concerns to supervisory key staff and/or the BAS at Ryerson University Caretakers and Maintenance Staff To ensure that ACM issues are understood, all caretakers and maintenance staff, and any person likely to handle or disturb ACM will receive asbestos awareness training. All new custodial staff should also receive a brief training on Asbestos Awareness as part of their basic orientation. If damaged or disturbed asbestos containing materials are discovered, they should be immediately reported to the BAS. Appropriate action, as outlined in Section 7.0 should be taken to prevent the exposure of any person to potential asbestos fibers. No Staff will conduct ACM work of any kind Outside Contractors Any outside contractors doing work on campus shall be provided access to the 2007 Asbestos Survey Update documenting the location of ACM in the building of concern and shall report all incidents of actual or possible disturbance of ACM to the BAS or other key staff. All work will cease immediately until further direction has been given by the BAS or other key staff. 5.2 Training of the BAS and Key Staff In conformance with the asbestos regulation in Ontario, the BAS and key staff at Ryerson University will receive, at minimum, asbestos awareness training. The level of training received will vary with an individual s involvement with asbestos. The BAS and key staff shall investigate all asbestos concerns, and assist in the determination and implementation of appropriate response actions. They are also responsible to ensure that subcontractors, new employees, and all other persons have the necessary knowledge and skills to recognize and avoid exposure to fibres from ACM. 5.3 Internal Training Program A training program, initiated by the BAS, shall be established at Ryerson University to equip other workers and staff with the necessary knowledge and skills to deal with their various responsibilities in the building. These individuals shall be taught by qualified key staff or consultants in the recognition of ACM; the steps to take when such materials have been disturbed or are likely to be disturbed; the need for PPE; and how to obtain and interpret the necessary information contained in the asbestos program, procedures, and forms. Note: No Staff will conduct ACM work of any kind. 5.0 Responsibilities and Training

21 6.0 GENERAL PRACTICE OF THE AMP 6.1 Requirements of the AMP The following requirements have been established for the Management of Asbestos at Ryerson University: Record the location of all ACM in the building in the form of a survey conducted by an appropriate environmental consultant. Surveys for each building are presented in Appendix A and were completed in November Provide this information to staff and contractors who may handle or disturb ACM. It is recommended that those persons who receive the AMP and Asbestos Survey sign an acknowledgement that they have read and understand the information. Notify all building occupants of the presence of ACM within individual departments and common areas. Depending on the location and condition in each building, access restrictions may be in place. Establish a pro-active program including annual inspections and monitoring to assess the condition of all known asbestos containing materials, identified and documented in the asbestos survey conducted by Shaheen & Peaker Limited and dated November Establish and circulate operating procedures and specifications to all building staff and contractors to ensure that all necessary precautions are taken when handling ACM. Provide asbestos awareness training as applicable to appropriate staff and building occupants that may come into contact with ACM. 6.0 General Practice of the AMP

23 7.0 IDENTIFICATION AND ASSESSMENT OF ACM The initiation of an asbestos evaluation or investigation may be based on any of the following: Emergency response if ACM has been accidentally damaged during renovations or repair activities; Project specific resurveys; or, Regularly scheduled maintenance, on an annual basis. Asbestos investigations will involve one or more of the following steps: Recognition of the potential hazard(s); Inspection of the facility (i.e. inspection reports); Evaluation of the findings; and, Documentation of the findings. Each of these elements is discussed below, except for documentation, which is described in Section Identification of the Potential Hazard Survey Campus buildings were last surveyed for asbestos by Shaheen & Peaker Limited in the summer of 2007 and issued in November Survey reports for each building are provided in Appendix A. All asbestos encountered was located and identified for type, condition and accessibility, and recorded in a report format. To satisfy the intent of the AMP, an audit of this survey to determine the updated condition of ACM in the building is required to be maintained on an annual basis. Copies of the surveys will be available for inspection/review in the AMP Binder in the Campus Planning & Facilities or BAS office and can be made available to all individuals involved in handling, dealing with, disturbing or removing ACM. 7.0 Identification & Assessment

24 7.1.2 Supplemental Surveys Where necessary, the investigator shall conduct a site resurvey to determine the nature and extent of ACM in certain locations. The investigator shall obtain all information as outlined in Appendices E and F. Bulk samples (where necessary) shall be collected in accordance with the Ontario MOL s Regulation 278/05. Bulk samples shall be collected in airtight containers or resealable plastic bags and submitted to an accredited lab. Analyses shall be performed according to the U.S. Environmental Protection Agency Method for the Determination of Asbestos in Bulk Building Materials (Test Method EPA/600/R-93/116). All sampling precautionary measures shall be taken by the investigator, as outline in the Inspection Survey Standards in Appendix E. The investigator conducting the field survey must be qualified to select and collect representative 5 to 10 gram samples, in accordance with the Standard set out in Appendix E. The investigator conducting the bulk sampling shall be responsible for the completion of all documentation located in Appendix F (Part II). 7.2 Inspection of the Building The investigator shall use the survey standards for asbestos, outlined in Appendix E, and gather information on the site for completion of the Asbestos Inspection Report as outlined in Appendix F. Information on the area, visual observations, and where possible, review of available information shall be included. One of three types of inspections may be conducted at the building. These are: Regularly scheduled inspections on an annual basis; Project specific supplemental or resurveys; and, Emergency responses if ACM has been accidentally damaged during renovations or repair activities Regularly Scheduled Maintenance Inspections of the building shall be undertaken before inviting the regularly scheduled maintenance activities to see whether or not ACM will be disturbed in the course of performing the maintenance activities/work. The investigator shall complete the information required in Appendix F (Part I) and will apply the survey standards outlined in Appendix E, as necessary. 7.0 Identification & Assessment

25 7.2.2 Project Specific Inspections Specific inspections of the site shall be undertaken prior to any project tendering, or prior to any other type of maintenance work. These reports must be available prior to any proposed project. The investigator shall complete the information required in Appendices F (Part I), and will apply the survey standards outlined in Appendix E, as necessary Emergency Response Response to an emergency incident shall maximize the use of all available resources. Sitespecific knowledge may be obtained from the appropriate key staff. Additional expertise (i.e. competent outside professionals) may be required in some situations in order to effectively deal with the situation in an expedient manner. Emergency response shall include the following elements: Requisition of the most current drawing for the building shall be obtained from the AMP and shall include a drawing of the entire building and the location and type of ACM present. The responsible party shall report the incident to the BAS or property manager. All activities should be recorded as noted in Appendix F, Part I & II and be included as part of the AMP. Where ACM is determined to be present, isolate the area of concern. Immediately resurvey or inspect the area. Bulk sampling may be required. Air monitoring may be necessary to ensure airborne asbestos levels are within acceptable worker levels (i.e. less than 0.1 fibers per cubic centimeter of air) Reg. 837, amended to O.Reg. 279/05, s. 4. Where no ACM is found to be present, the area may be cleaned up using normal custodial procedures, providing no other hazardous materials are suspected to be present. 7.3 Interpretation of Findings Prior to any proposed project, the relative ACM exposure potential must be assessed and the project site must be prioritized according to Ryerson s three-tiered priority rating system: Friability of the ACM; Condition of the material; and Accessibility of the area. 7.0 Identification & Assessment

26 Three priority levels have been defined for those areas found to contain asbestos. After prioritization, this mechanism shall be used to facilitate the budgeting, design, and implementation of asbestos abatement programs. The following is an explanation of each priority level: Priority I Indicates a condition where asbestos fiber release may readily occur due to damage, ease of contact, or other means. This condition requires immediate corrective action (encapsulation or removal). Examples of Priority I situations include all poor condition friable and non-friable ACM; and friable, easily accessible, fair condition ACM. Priority II indicates ACM exists, but can remain in place until regular upgrades/renovations/demolitions are planned at the site. Included in Priority II are ACM s, which require minor repair or patching. Examples of Priority II situations include: easily accessible, fair condition, non-friable material; less accessible, fair condition, friable material; relatively inaccessible, fair condition, friable material; easily accessible, good condition, friable material. Priority III indicates ACM exists, but can remain in place until regular upgrades/renovations/demolitions are planned at the site. No remedial or corrective action is required. Examples of Priority III situations include: fair condition, non-friable, less accessible areas; fair condition, non-friable, inaccessible area; good condition, nonfriable, easily accessible areas; good condition, friable, and non-friable materials in less accessible areas; and good condition friable and non-friable materials in relatively inaccessible areas. Priorities should be determined based on experience, expertise, compliance with standards, and recognized approaches to prioritization based on industry standards. 7.4 Encountering unexpected ACM during Routine Operations & Maintenance The BAS or key staff will inform all contractors, service personnel, etc. of the presence of ACM on individual jobs. ACM may not have been identified on surveys and inspections due to inaccessibility. When ACM is encountered unexpectantly, key staff should be notified of this concern immediately. The BAS or key staff will follow-up on all asbestos concerns by mobilizing contractors and / or consultants as required, to address the concern in accordance with the AMP. All activities should be recorded and included in the AMP as noted in Appendix F, Part I & II. 7.0 Identification & Assessment

27 7.5 Encountering ACM during Renovation Before any renovations begin at Ryerson University, it is important that the Asbestos Survey is studied in the planning stage to determine the impact the presence of ACM will have on the project. ACM that has the potential to be damaged during the course of renovation shall be removed prior to renovation activities. The material shall be removed by a certified Asbestos Abatement Contractor (see Definition, Appendix E). If there is no potential for damage, consideration should still be given towards removing ACM in the area undergoing renovations. Factors such as budget and the degree of hazard posed by ACM will be considered. 7.0 Identification & Assessment

29 8.0 MANAGEMENT AND REMOVAL OF ACM 8.1 General Ryerson staff or employees are not permitted to conduct asbestos-related work of any kind; however, they are required to conduct their normal work practices in such a manner as to prevent damage to ACM. Only personnel trained in asbestos removal (Asbestos Abatement Contractors) will be allowed to disturb ACM at Ryerson University. Ryerson University key staff must ensure that tenants and building occupants do not disturb ACM and must keep their copy of the AMP available for review by anyone requesting to do so. Emergency or Priority 1 situations (i.e. poor condition friable/non-friable material or fair condition friable material that is easily accessible or touched by building occupants) require immediate corrective action. Corrective action in Priority 2 situations (i.e. damaged friable material has the potential to become accessible to building occupants) should taken as soon as it is reasonable to do so. All other ACM can remain in place until system upgrading, renovations or demolitions occur. 8.2 Duties of Caretaking Staff The Head Caretaker or maintenance personnel/site superintendent is expected to be familiar with the location and the extent of the ACM in the building. The Head Caretaker or maintenance personnel/site superintendent is the eyes and ears for the BAS, and Ryerson University and is an important line of defense against anyone accidentally disturbing ACM in the building. Caretakers must not allow anyone who does not have authorization to enter ceiling spaces or wall spaces which may contain ACM or allow anyone to disturb ACM. Caretakers must keep their copy of the AMP available for review by anyone requesting to do so. 8.3 Untrained Workers Workers untrained for asbestos removal (including maintenance and service contractors) must review the asbestos survey to determine the likelihood of disturbing ACM. If ACM will be disturbed, or it is uncertain if it will be disturbed, the BAS or key staff must be contacted for direction. Please refer to Appendix C for procedures for entering ceiling spaces. If any ACM is accidentally encountered during the course of conducting the work, all further work must stop immediately and key staff must be contacted for direction before proceeding. Under no circumstances shall untrained personnel attempt to remove ACM. If ACM is disturbed, follow the procedures outlined in Appendix D Procedures for Disturbed ACM. 8.0 Management & Removal

30 8.4 Planning Major Removals All major remedial actions must be reported to the BAS or key staff as soon as possible for determination of the correct response action. Determination may also come from a professional consultant. The BAS or key staff will co-ordinate all aspects of asbestos abatement projects included in the Capital budget prior to project implementations. 8.5 Implementing Major Removals The BAS or key staff will co-ordinate all aspects of asbestos abatement projects included in the Capital budget prior to project implementation. Building occupancy can be a concern during asbestos abatement. It is acceptable for the building to be occupied during maintenance or renovation projects involving asbestos abatement as long as precautions outlined in the contract specifications are followed; however, there are factors which may not allow the building to be occupied (all or in part). The decision to allow building occupancy will be made on a case-by-case basis by Ryerson University s BAS. 8.6 Control Measures Control measures shall be developed based on the priority rating (Section 7.3) for the area in question at the subject site. Control recommendations shall be made by key staff or the BAS based on the most recent site information. Once the control measure is decided upon, the classification of asbestos work shall be determined according to the guidelines set out by O. Reg. 278/05. The classification of asbestos work shall be performed by qualified individuals. Once a project has been classified and if required, the Asbestos Abatement Specifications shall be prepared prior to project tendering (see Appendix H). Any work done should be monitored by the inspector according to the type of asbestos removal, using the checklist for asbestos work procedures in Appendix I. In some buildings, entering ceiling spaces or wall spaces which may contain ACM constitutes disturbance of ACM. Please refer to Appendix C for procedures for entering ceiling spaces. 8.7 Air Monitoring Air monitoring for airborne asbestos fibers will be done on all Type III asbestos abatement projects and on all major Type II operations in accordance with the requirements of O. Reg. 278/05. The acceptable airborne fiber level for asbestos in the abatement areas upon completion of ACM removal is 0.01 fibers/cubic centimetre. Air monitoring is usually not necessary unless asbestos work has occurred (see ). 8.0 Management & Removal

32 9.0 DOCUMENTATION 9.1 Review of Available Documents and Interviews of Relevant Parties Such a review shall be conducted if an asbestos concern or incident is brought forward at Ryerson University. The review should include the building asbestos record and management plan, any preliminary resurveys, the most recent survey, and review of any previous incidents and corresponding information. 9.2 Incident/Abatement Documentation Incident/Abatement reports are a component of the AMP that will serve the following purpose: Maintain a current record of the location and condition of all ACM within the building, Track and document potential incidents and/or complaints. This information is required in order for the users of the AMP to obtain the current location and condition of asbestos in the building. A report shall be generated after each project, regularly scheduled maintenance, and emergency response as outlined in Section 7 (see Appendix E and F). All report findings must be incorporated in the AMP and are to be forwarded to key staff. Each report is to be filed into the UPDATE section of the AMP. 9.3 Monitoring In order to keep building records up-to-date, records shall be monitored by the BAS or key staff member who is the centrally responsible individual involved in the overall asbestos management process. 9.0 Documentation
