2 PRESENTER: Joseph Jefferson brings to his role as HealthHIV's Director of Advocacy and Alliance nearly 20 years of experience in health -related resource development, organizational development, coalition building, and LGBT health advocacy. Before joining HealthHIV, Jefferson was the Senior Policy Associate at the National Coalition for LGBT Health. Previously, Jefferson held senior leadership positions with the New York LGBT Community Center; Our House of Portland - an HIV/AIDS service provider in Oregon; and The Collins Group - a Pacific Northwest-based capital campaign consulting firm. Jefferson earned his MPH at the Columbia University Mailman School of Public Health, producing a seminal report on HIV & Aging for the AIDS Community Research Initiative of America in New York. Jefferson leads HealthHIV s expanding advocacy platform across multiple initiatives that include integrated HIV primary care and service delivery models, workforce capacity building and training, leading edge prevention and treatment, health equity, LGBT health, and Affordable Care Act implementation.
3 BACKGROUND: The Patient Protection and Affordable Care Act (PPACA), or the Affordable Care Act (ACA) also known as Obamacare is supposed to see most of the law s major provisions phased in by January 2014, with other provisions phased in by The ACA will have numerous implications generally on the United State s health care delivery system, but more specifically on the supports and services afforded to people living with HIVinfection, or viral Hepatitis. What s more, ongoing Medicaid expansion and the implementation of insurance exchanges will also impact nearly all healthcare providers, as well as their patients.
4 POTENTIAL FOCUS POINTS: 1) Getting patients into new funding streams. 2) Getting patients connected to ADAPs and RWCA resources. 3) Dealing with patients with existing care providers when a) patients lose their current provider relationship in some cases (a big issue with stigma and confidentiality issues). b) patients resist a new provider for the aforementioned reasons (and others).
5 LEARNING OBJECTIVES: 1) To facilitate a basic understanding of the ACA s provisions. 2) To educate stakeholders on key benchmarks included in the ACA, especially as they relate to HIV/AIDS & HCV populations. 3) To identify potential treatment gaps. 4) To promote greater understanding of potential impact on Ryan White & ADAP. 5) To foster future advocacy collaboration to ensure a more seamless transition in the delivery of supports and services for HIV/AIDS & HCV populations.
