[CDC Strategy 3: Communities should improve the geographic availability of supermarkets in underserved areas.] EQUIPMENT DOMAIN 5Ea: Inclusion Recommendation Provide or acquire equipment to maximize accessibility to fresh and healthy foods in food retail outlets. 5Ea: Adaptations (5Ea 1 ) Use accessible refrigerated systems to dispense healthy foods that require refrigeration. (5Ea 2 ) Post signage to indicate that there are customer service representatives available to assist if needed (e.g., to reach food items on high shelves). (5Ea 3 ) Prioritize the location of healthy foods (e.g., eye level versus higher shelves). (5Ea 4 ) Ensure vending machines meet the ADA requirements and are accessible for youth and young adults with disabilities (5Ea 5 ) Ensure youth and young adults with disabilities are able to use multiple means of purchasing healthy items from vending machines (e.g., cash, debit/credit cards, EBT cards) 5Eb: Inclusion Recommendation Ensure adapted equipment is available to access to culturally relevant fresh foods at local produce markets. 5Eb: Adaptations (5Eb 1 ) Dispense food assistance vouchers (e.g., WIC, SNAP) to eligible underserved individuals with disabilities to purchase fresh produce at farm stands and farmers markets. (5Eb 2 ) State should provide accessible EBT terminals and marketing materials to fresh food/farmers markets at no or low cost. (5Eb 3 ) Ensure transit services are available for individuals with a disability is accessible according to ADA regulations. 5Ec: Inclusion Recommendation /27

(5Ec 2 ) Hire a security officer during store hours in neighborhoods where safety is a concern for individuals with disabilities. SERVICES DOMAIN 5Sa: Inclusion Recommendation Encourage mobile markets to sell their produce and other fresh foods within neighborhoods and around businesses where youth and young adults with disabilities reside. 5Sa: Adaptations (5Sa 1 ) Provide accessible areas to set up and sell produce in neighborhoods lacking fresh foods (e.g. parking lots). (5Sa 2 ) Ensure vendors incorporate accessibility requirements into the setup of temporary tables/booths (e.g., farmer s markets, community centers). (5Sa 3 ) Incentivize street vendors and kiosks to sell healthier culturally relevant food choices in areas where youth and young adults with disabilities reside (e.g., offer booth fee discounts to vendors who sell healthy foods, offer mini grants to vendors to sell healthy foods in underserved areas). (5Sa 4 ) Mobile markets should partner with local grocers in order to promote and provide healthy foods to YYAWD (e.g., cooking demos, classes, food tasting). (5Sa 5 ) Distribute a schedule of mobile produce vendor s distribution places and times where individuals with disabilities can access (e.g., a mobile app, social media outlets, community websites, park/recreation center newsletters). 5Sb: Inclusion Recommendation Replace food options in automated food retailers and/or vending machines with healthier food options for youth and young adults with disabilities. 5Sb: Adaptations (5Sb 1 ) Modify snacks and beverages offered in machines to promote healthy snack habits for consumers. (5Sb 3 ) Ensure individuals with disabilities are able to use multiple means of purchasing healthy items from vending machines (e.g., cash, debit/credit cards, EBT cards). 5Sc: Inclusion Recommendation Allocate funding to increase the number of farmers markets locating in areas where YYAWD are underserved. 5Sc: Adaptations (5Sc 1 ) Increase purchasing power for recipients of nutrition program benefits, including youth and young adults with disabilities (e.g., WIC, EBT cards). (5Sc 2 ) States should fund an increase in the Farmers Market Nutrition Program (FMNP) yearly vouchers from $20 to at least $60 for eligible community members. (5Sc 3 ) Facilitate coordination of services and resources to educate individuals with disabilities from underserved communities about access to healthy and fresh foods. 5Sd: Inclusion Recommendation Increase security for food retail outlets and farmers markets in underserved areas. 5Sd: Adaptations (5Sd 1 ) Increase security in and around food retail outlets in order to attract shoppers from economically diverse communities (e.g., instore security officer during store hours, 24-hour surveillance cameras). 5Se: Inclusion Recommendation Ensure accessible and affordable transit services for underserved communities to visit fresh food retailers. 5Se: Adaptations (5Se 1 ) Ensure return-trip vouchers are available for those who visit fresh food outlets using accessible transportation. (5Se 2 ) Increase accessible public transportation along roadways with fresh food outlets. (5Se 3 ) Utilize accessible shuttles to transport individuals to grocery stores and farmers markets from senior and rehabilitation centers, day programs, housing developments, and apartment complexes. (5Se 5 ) Offer patrons with disabilities the option of curbside pickup of their purchases. (5Se 6 ) Request additional routes for preexisting accessible transportation services to stop at fresh food outlets for people with disabilities. 5Sf: Inclusion Recommendation Encourage larger food retailers to partner with existing small food retail outlets or develop innovative strategies for food provision in underserved areas. 5Sf: Adaptations (5Sf 1 ) Grocers should implement a food truck service to drive through underserved communities and sell fresh, culturally relevant produce. INSTRUCTION DOMAIN 5Ia: Inclusion Recommendation Disability advisory groups and food retailers should work together to increase accessibility of food retail outlets. 5Ia: Adaptations (5Ia 1 ) Host a grocer expo in an underserved area in order to demonstrate ideas for small grocers to improve accessibility for people with physical and intellectual disabilities. (5Ia 2 ) Include ethnically and racially diverse accessibility advisory groups in implementation of accessibility training for the grocer expo. (5Ia 3 ) Provide culturally and linguistically appropriate materials to educate individuals with disabilities about inexpensive, healthy food/beverage options (e.g., audio, large print, braille). 5Ib: Inclusion Recommendation Provide training for organizations to work with patrons with disabilities in a food retail environment. 5Ib: Adaptations Sectors SC=School, HC=Healthcare, WK=Workplace, CM=Community 4

(5Ib 2 ) Provide instruction for transportation specialists to appropriately maneuver vehicles and equipment (lifts, chairs, seatbelts) for individuals with disabilities (5Ib 3 ) Educate vendors about accessibility requirements for temporary tables/booths (e.g., farmer s markets, community center fairs). (5Ib 4 ) Educate people who work with individuals with disabilities on ways to access food vouchers. BUILT ENVIRONMENT DOMAIN 5Ba: Inclusion Recommendation Incorporate fresh food retailers in plans and decisions around land use, transportation, and economic development projects. 5Ba: Adaptations (5Ba 1 ) Facilitate collaborations between diverse disability advisory groups and food retailers to increase accessibility of fresh food retail outlets (e.g., accessible entrances, curb cuts, wide aisles). 5Bb: Inclusion Recommendation Conduct regular reviews of accessibility requirements and ensure the environment is safe and accessible in and around food retail outlets for individuals with disabilities. 5Bb: Adaptations (5Bc 1 ) Develop a checklist to use to regularly review accessibility requirements (e.g., signage, shopping carts/scooters, aisle widths). (5Bc 2 ) Increase lighting and improve sight lines in parking lots for safer shopping experience after dark. (5Bc 3 ) Ensure there is highly visible striping, elimination of potholes and uneven surfaces, and curb cuts in safe locations for full accessibility in parking lots. (5Bc 4 ) Provide safe crossing in high-traffic areas with adequate stop signs, traffic lights and cross walks to ensure the safety of individuals Sectors SC=School, HC=Healthcare, WK=Workplace, CM=Community 5

GRAID 5 Guidelines Recommendations Adaptations Including Disability (5Bc 5 ) Conduct regular maintenance on motorized scooter for customers with mobility disabilities (e.g., charge batteries, fix attached baskets, repair damages) (5Bc 6 ) Ensure sidewalks, paths of travel, and disabled parking spots are free from obstructions (e.g., seasonal items and carts). POLICY (5P 1 ) Supplemental nutritional assistance programs and other state-funded nutrition assistance programs will be applicable at farmer s markets and mobile fresh food retailers. (5P 2 ) All vending machines and food dispensers should comply with accessibility requirements outlined in the ADA. (5P 3 ) Fresh food retail outlets must have a security officer or surveillance system in place to increase safety for patrons with disabilities. (5P 4 ) Public transportation should be required to include stops at local fresh food retailers in their planned routes. (5P 5 ) Local government will provide tax breaks for fresh food retail outlets seeking to locate in underserved communities. (5P 6 ) Local policymakers will include fresh food retailers in plans and decisions around land use, zoning ordinances, transportation, and economic development projects. (5P 7 ) Local organizations will conduct regular reviews of accessibility requirements to ensure safe and accessible availability of fresh food for people with disabilities.
