2 APPENDIX X: Triathlon British Columbia (Triathlon BC) Competition Rules 1. INTRODUCTION: 1.1 Purpose: g) The Triathlon British Columbia (Triathlon BC) Competition Rules are additions, deletions and clarifications to the International Triathlon Union (ITU) Competition Rules. The Triathlon BC Competition Rules specify the conduct and behaviour of athletes during Triathlon BC sanctioned competitions. h) Triathlon BC is the provincial sport organization governing and enacting Competition Rules for Triathlon, Duathlon and its related other multisports in the province of BC. 1.2 Intention b) Definitions of all terms used in the Triathlon BC Competition Rules are in Appendix D. Any difficulty in the interpretation or application of the Triathlon BC Competition Rules should be referred to the Triathlon BC Technical Committee c) Unless specifically addressed in this Appendix, the ITU Competition Rules shall have effect for all Triathlon BC sanctioned competitions. d) If no Technical Delegate (TD) is appointed the Triathlon BC Head Referee (HR) shall fulfill the role of TD in addition to that of HR. 1.5 Exceptions b) Where the Triathlon BC Competition Rules conflict with the laws of the jurisdiction in which the event is to be held, the local laws will override the Triathlon BC Competition Rules to the extent of the inconsistency. 1.8 Rule Updates: b) The Triathlon BC Board of Directors may change these Triathlon BC Competition Rules from time to time in its absolute discretion. Notification shall be made on the Triathlon BC website 30 days prior to the change or changes coming into effect. 2. CONDUCT OF ATHLETES: 2.1 General Conduct b) Triathlon BC 2.4 Health d) The responsibility of remaining on the course rests with the athlete. Any athlete, who appears to Technical or Medical Officials as presenting a danger to themselves or others, may be removed from the competition. 2.5 Eligibility: a) All athletes must be a current annual member in good standing with Triathlon BC or must purchase Day of Race Membership. l) Age and Distance Limits: athlete age and distance limits for Kids Of Steel (KOS) events are outlined in Appendix Y. 3 2.6 Insurance: c) Each athlete competing in a Triathlon BC event must have adequate personal insurance coverage. LOCs cannot oblige the athletes to pay for a day of race fee for insurance purposes if they are Triathlon BC members in good standing. 2.7 Registration b) Pre-Race Briefings: (vii) At provincial events, if a coaches, age group athlete or elite/u23/junior/youth meeting is to be conducted; information pertaining to time and location of the meeting will be posted on the event website; d) Check in Not mandatory 2.8 Uniform d) Athletes participating in a Triathlon BC sanctioned race, other than and races used to select members for Canadian Teams, may wear any apparel they choose, provided it does not cause a danger to them or other athletes Assignment of race numbers d) Assignment of race numbers at Triathlon BC Events shall be on an age group by age group basis or other method agreed to by the LOC and Tri-BC Timing and Results: f.) the official results at a Tri BC race should adhere to the ORIS standard in so far as is practicable, but may be limited to a time split showing the overall finish time only. 3. PENALTIES 3.3 Time Penalty: c.) Time penalties can be a stop and go, served in a penalty box, served in the Transition Area, or added to the athlete s final time. f.) A Stop and Go penalty will be given at the discretion of the Technical Official. If warranted, the Technical Official will sound a whistle or horn, show a yellow card, call the athlete s number and direct the athlete to stop. The athlete will stop in a safe manner and follow the instructions of the Technical Official. 4. 4 4.6 Equipment: b) Trisuits This rule does not apply to athletes participating in a Triathlon BC sanctioned race, other than and races used to select members for Canadian Teams e.) Legal Equipment: (i) Goggles and nose clips are allowed; (ii) With a medical note - boots and/or gloves are allowed. 5. CYCLING CONDUCT: 5.2 Equipment f) Platform Pedals ii) Pedal cages are allowed provided that any straps shall be removed. g) Illegal Equipment i. Illegal equipment includes, but is not limited to: (include all) uniform qualifier 5.5 Drafting Headphone(s) or headset(s), including sunglasses with built-in sound delivery systems; Mobile phone(s) or any other electronic communication devices (i.e. Bluetooth headsets); for Canadian Teams b) Draft-Illegal Races: (vii) and races used to select members See the diagrams below for events where RIGHT hand side road rules apply. 5 Diagram 3: BLOCKING A and B are maintaining adequate separation between each other, even though they are abreast to one another. B is not drafting A in this instance. A however, is now in a BLOCKING position. If A remains out to the Left Hand Side, A can receive a blocking penalty. Diagram 4: DRAFTING and NOT DRAFTING A and B are maintaining adequate separation between each other. C is not attempting to pass B. C is drafting B. A and B are not drafting. Diagram 5: VEHICLE DRAFT ZONE A is travelling at the same speed as the vehicle. A is drafting. A must either move further to the Right Hand Side of the Road or drop back until out of the draft zone. RUNNING CONDUCT: 6.4 Illegal Equipment: a) Headphone(s) and/or headset(s) including sunglasses with built-in sound delivery systems, mobile phones or any other electronic listening/communication device(s) including, but not limited to, Bluetooth headsets; b) Glass containers; c) In Tri BC sanctioned Elite, U23, Junior and Youth Competitions and races used to select members for Canadian Teams - Uniform not complying with the ITU Uniform Rules. 7. TRANSITION AREA CONDUCT: 7.1 General Rules: l.) Only equipment to be used during the competition may be left in transition. All other belongings and equipment are to be removed before race start. 8. COMPETITION CATEGORIES: 8.3 Triathlon BC encourages Age Group competition categories (Eligibility determined by age as per December 31 in the year of the competition) as follows: years years years years years years years years years years years years years years years years years - etc 8.4.Athletes shall not be under the age of 18 when racing Standard distance courses or longer. 9. PRIZES AND AWARDS: 9.3 Awards: c) At a Triathlon BC event any medal or trophy that may be awarded is supplied by the Local Organizing Committee; Triathlon BC Competition Rules. 5

EVENTS: 10.1 Swim: b) Water quality ii) If the water quality standards of the province, municipality, city or town in which a Triathlon BC sanctioned race is held are higher than the ITU standards, those standards shall be used Bike: c.) In lieu of a penalty box, any time penalty may be added to the athlete s final overall time. 11. TECHNICAL OFFICIALS: 11.4 Competition Jury: a) The Triathlon BC HR will appoint the members of the Competition Jury as follows: i. For Triathlon BC Events the Competition Jury consists of three (3) persons being selected from: The HR who chairs the Competition Jury: Other suitable individuals who are deemed impartial, impassionate and capable of understanding and interpreting these competition rules and who have no real or apparent conflict of interest, for example: Level 2 or higher TO s who are not involved in the incident; present or former Triathlon BC Board of Directors; present or former members of the TC National Team On-site medical personnel; Staff of any timing company present; Coaches (who s athletes are not involved in or who s athletes will not gain advantage by any decision); etc. 12. PROTESTS 12.6 Protests Concerning Timing and Results: b.) Protests concerning an error in timing and/or results must be delivered to the Head Referee within thirty (30) minutes after the posting of the unofficial results. An athlete may protest the official results up until to the close of business 15 days after the competition, in writing, to the Triathlon BC Board of Directors. 13. APPEALS 13.2 Levels of Appeal: a) Level 1 Appeal. The cost of an appeal in a Triathlon BC sanctioned race is $50.00 CDN. b) Level 2: The decision of the Competition Jury may be appealed to the Triathlon BC Board of Directors. The Triathlon BC Executive Director must receive such an appeal within 15 days of the decision of the Competition Jury. Triathlon BC Competition Rules. 6
8 c) Level 3: The decision of Triathlon BC Board of Directors may be appealed, as a final and last resort, to the Triathlon Canada Executive Committee, to the exclusion of any recourse to ordinary courts. Any decision made by the Triathlon Canada Executive Committee shall be without appeal and shall be binding on the parties concerned. Triathlon BC Competition Rules. 7
9 APPENDIX Y: Triathlon BC Kids of Steel (KOS) and Youth Development Rules 1. General Race Rules 1. All participants must wear approved helmets on the bicycle course. 2. Chin straps must be fastened before removing the bike from the bike rack. Chin straps must remain fastened until the bike has been returned to the bike rack. Helmet covers, straps and other attachments must remain unaltered. 3. Participants must rack their bikes in the transition zone at the location designated by the event. Most races provide bike racks with spaces for different age or race groups. 4. Torsos must be covered during the bike and run. 5. Drafting on the bike course is not permitted, except in races that are specifically authorized and sanctioned as draft legal by Triathlon BC. Only the or age group races can be sanctioned as draft-legal. Participants in a draft legal event must have completed a drafting training and safety course conducted or accredited by Triathlon BC or another Provincial Governing Body. 6. Participants and parents must follow the principles of fair play and good sportsmanship. 7. Parental assistance is not permitted on the racecourse or in the transition zone once the race has begun, except for Paratriathlon participants or, with special permission from the Race Director and Head Referee, for young athletes. 8. The Officials may disqualify a participant who is in direct violation of the rules. 9. Athletes are not permitted to race up an age category, with the exception of 15 year-olds whose coaches successfully petition for inclusion in Junior draft-legal events in Canada only. Refer to Triathlon Canada s application and petition process for approval of such exceptions: ( 11. Athletes may be permitted to race in a younger age division with permission from the Race Director and Head Referee in the event they are not comfortable completing the distance for their age group. Athletes racing in younger age divisions will not qualify for awards or prizes in the younger age group. 12. All participants must an annual member of Triathlon BC, or must purchase a One Day Membership. 13. All participants will adhere to the equipment regulations specific to their age category. 14. Triathlon BC sanctioned races will be governed by the maximum distances established in this Table 1 below. i) Athletes who race above theses distances may become ineligible to compete in Junior or Elite races Provincially, Nationally and Internationally. 2. Age Divisions 1. Athlete age is determined as of December 31 st of the current year of competition. For example, an athlete who is 11 years old on the day of competition, but turns 12 on or before December 31 st of the current year, will race in the division. Refer to Table 1 for age categories. 10 3. Maximum Distances 1. In the interests of appropriate athlete development, Triathlon Canada has developed maximum race distances (swim/bike/run) for each age group. The proportional distances in each sport reflect a focus on skill development at younger ages. Swimming, as an early maturation sport, requires the most focus prior to puberty, followed by running technique and bike handling abilities in cycling. Physiological training for longer distances in each sport is not a priority until after puberty. Race distances may be shorter, but not longer than the prescribed distances. 2. When sanctioning the race Tri BC has the discretion to approve distances that are nominally longer (maximum 10%) than those stated in Table 1. Such extensions will occur only when the need is due to safety issues in course design. Refer to Table 1 for maximum distances by age group. 4. Race Equipment A. Aero Bars 1. Aero bars are permitted for the 14-15, and age groups only. 2. Aero bars used by the and (Junior) age groups must comply with ITU rule 5.2.d.) (i). 3. Aero bars used in the age group in draft illegal races shall comply with ITU Rule 5.2.d.) (ii). B. Pedals 1. Platform pedals (i.e. no cleats, no cages) are permitted at any age. 2. Cage pedals (aka toe clips ) are not permitted at any age. 3. Clipless pedals are permitted at any age, with the following conditions: i) For ages 13 and under, the cleat must be recessed into the cycling shoe, such that the sole of the shoe, but not the cleat, makes full contact with the ground. ii) iii) C. Wheels For ages 13 and under, the athlete must be able to clip into both sides of the pedal. For ages 14 and up, all types of clipless pedal systems are permitted. 1. Age 13 and under: i) Standard wheels must be used by all athletes who are 13 or younger. Standard wheels will meet the following criteria: ii) A minimum of 16 spokes. Spokes may not exceed a depth of 2.4mm. Spokes can be round, oval, or flat. Rims must be metal. Rim depth may not exceed 25mm. Tires may be no thinner than 23C. Standard wheel guidelines may be waived for children s bikes (e.g. spoke count, spoke material, etc) at the judgement of the Head Referee. 2. Age and 16-19: i) Race wheels are permitted for the and age groups, according to the following criteria: Triathlon BC Competition Rules. 9
11 Wheels must be included in the International Cycling Union (UCI) List of non-standard wheels in conformity with Article These wheels have undergone break testing and have been deemed safe for pack riding. Maximum rim depth is 60mm. Note: Zipp 808 wheels (rim depth = 81mm) are included on the UCI s Wheel list, but due to concerns over bike handling under windy conditions, all wheels with a rim depth in excess of 60mm are not permitted for and (Junior Draft Legal) events. 3. Age (draft illegal): i) All race wheels that comply with ITU rules for non-drafting events are permitted for the age group. ii) iii) All race wheel types are permitted for the rear wheel. The front wheel may not be a disk wheel, or have a cover. D. Gear Ratios 1. Gear ratios for the age groups indicated in Table 1 are recommended as being the best for training young children to: a) spin in low gear ratios, and b) reduce the potential for injury. These are recommendations only, and athletes are not be barred from competition for using nonrecommended gear ratios. The use of these gear ratios is strongly encouraged! E. Flotation Devices 1. Age 13 and under: i) Flotation devices may be worn with advance approval of the LOC and HR; ii) If a flotation device is worn the athlete is excluded from any medal position and will not be presented with a place medal.
