1 Gunnison County- Courthouse Project Gunnison County, 200 E. Virginia, Gunnison, Co Request for Proposal for Furniture, Fixtures, and Equipment ( FFE ) services Gunnison County Courthouse Project 1. Objective: To solicit proposals from qualified commercial furnishings vendors with experience programing and designing commercial projects, hereafter referred to as Vendor, to provide turnkey FFE services to Gunnison County on the Courthouse project. FFE services are to include programming, design, procurement, delivery and installation of interior furniture and appliances. Proposals are to be comprehensive and include full final cost of services. After Gunnison County has reviewed proposals a selection of the winning vendor shall be made at which time the County and the Vendor will review the design and specifications from the proposal with the County and make adjustments and substitutions as required for programing, design, and cost considerations (Contract review period). At the completion of the contract review period Gunnison County and the Vendor will enter into an agreement where the basis of payment is a stipulated sum. 1.1 Solicitation Schedule: June 20, 2014 RFP posted July 7, 2014 requests for clarification submittals due July 14, 2014 clarification responses due July 28, 2014 Proposals due July28 August 11, 2014 Proposal review and reconciliation period August 13, 2014 Winning proposal selection announced August 13 September 10, 2014 Contract review period September 16, 2014 Contract execution 2. Project Information: Gunnison County is in the process of building a new courthouse facility. The building shall occupy the site of the Gunnison County Courthouse since 1881, the new facility will reproduce and re-use elements of the original facility in the main entry foyer and the board of county commissioners meeting room. As the center of Gunnison County Government the facility will be built to high quality standards and is intended to be a 100 year facility built to be easily maintained and of high quality materials and finishes. 2.1 Schedule: The schedule will follow the overall project schedule, FFE installation dates are anticipated below and shall be updated monthly by the Courthouse project superintendent, schedule changes will be forwarded to the Vendor as they are made. Vendors will create a procurement schedule based on the expected installation period accounting for expected lead times, delivery, and any other circumstances to ensure products are on site and ready for installation at the installation period as scheduled. Installation period April 6, 2015 April 14, 2015

2 All materials shall be procured and delivered by the Vendor in sufficient time to begin installation on the required date. The Vendor shall assign sufficient workforce to complete the installation by the date stated above. It is the Vendor s responsibility to initiate orders and schedule delivery with sufficient lead time to meet required dates. Gunnison County may amend dates, at its sole discretion, for beginning installation and completion of installation as needed, according to the overall construction project schedule. Amended dates shall be set a minimum of 9 weeks prior to beginning installation. 3. Scope of Work: The Vendor is responsible for providing turnkey FFE services to Gunnison County. FFE services are to include programming, design, procurement, delivery, installation, and adjustment of interior furniture and appliances, for the Courthouse project. The Vendor is to use the attached Exhibits A,B,C, as well as the Architectural plans to design a furnishings package proposal which is comprehensive and represents the complete final cost of installed furnishings. The County will consult with the winning vendor to finalize programing and design and create a final furnishings package which will be priced as a complete package where the basis of payment is a stipulated sum. 3.1 Architectural Documents: Architectural plans for the Courthouse project are available for inspection on gunnisoncounty.org/bids Note pgs. Additionally, the following documents are attached and hereby incorporated by this reference: 1. Exhibit A - Furnishing requirements by room #. 2. Exhibit B Equipment and Appliances by room # 3. Exhibit C General specification and approved alternates. NOTE: The requirements listed in exhibit A and exhibit B are intended for programing direction only, they are not intended to represent detailed furnishing and equipment lists. Please use exhibit A and B as guides to create a comprehensive proposal. NOTE: The spec. and alt. products, Exhibit C, are intended for general informational purposes, products are not specified in a detailed manner, rather style and color options are noted as preferred by the County and to give design direction for specification and proposal purposes. 3.2 Design/ Coordination: Architectural drawings depicting furnishings are intended for general programming purposes only. Please review the entire architectural plans including finish schedules to create a furnishings package that compliments the facility as described in the plans. Proposals must include design

3 and detailing of furnishings to coordinate with the overall architectural style of the facility, color coordination, and workflow, and meet the intent described in Exhibit A, Exhibit B, and Exhibit C. Use best efforts and creativity to create a proposal package that reconciles the general needs outlined in Exhibits A, B, and C with the overall architecture and workflow. Gunnison County will review proposals and the approach taken by each vendor, the County will make every effort to reconcile proposals and will ask for clarification or alterations to proposals as necessary to compare proposals. Once Gunnison County awards a contract for FFE services based on the proposals requested by this RFP, the County will consult with the winning vendor to reconcile programing and design to the County s requirements before finalizing a FFE package to be delivered. 3.3 Procurement/ Storage: All furnishings, materials, tools, parts, and hardware shall be stored at the Vendor s expense until installation in the facility. Delays in installation caused by delays in the overall project schedule that are outside of the Vendor s control will be communicated to the Vendor before procurement, and if the Owner does not amend the delivery date in sufficient time to delay delivery, the county shall pay storage fees at the Vendor s cost or provide alternative storage facilities at no cost to the Vendor. Sufficient time to not cause delay shall be considered 9 weeks prior to the beginning of installation period. 3.4 Installation and adjustment: The Vendor shall deliver and install all FFE according to the schedule indicated in this document and any amendments hereto. The Vendor shall install all furnishings to manufacturer s specifications, adjust as needed for level and stable surfaces. The Vendor is responsible for removal and cleanup of all packing and shipping materials. The Vendor shall include 4hrs of time dedicated to instructing maintenance staff on assembly, adjustment, and maintenance of all furnishings and equipment. 4. Submittal Requirements: By the stated deadline in section 1.1, deliver submittals as follows in this section. A total of 4 copies of the submittal will be required, 3 hard-copies/print copies and one electronic copy to the address below: Gunnison County Facilities and Grounds 200 E. 4 Include a letter detailing company history and a brief list of similar projects completed. Section 2 Project Team Please describe your company s project team and associated responsibilities. Please include contact information for the main point of contact at your company. Section 3- Project Execution Provide a schedule detailing final design and detailing, procurement, delivery, installation and final adjustments. Section 4 Design Include drawings of intended furnishings including floor plan layout, elevations, and cut sheets. Also include color swatches, textures, and pictures. Include a schedule of furnishings by room # Section 5 Cost 5. Selection Process: Include cost of final programming and design services, cost of goods sold, cost of installation, profit, and general conditions as proposed. Gunnison County shall select the winning proposal after reviewing all proposals that are received by the due date and meet the qualifications set forth in this document. Gunnison County will review the proposals ask for more information or clarifications where necessary and select the winning proposal after adjustments or clarifications have been made. Gunnison County reserves the right to accept or reject any or all proposals, and to waive any informalities or irregularities therein; to accept the bid for the contract which, in its sole judgment, best serves the interests of the County. Gunnison County will use the following criteria to guide the selection process: - Programing; does the proposal meet satisfy the requirements of the County functionally. - Aesthetics - Quality; including warranties, product durability, ease of use, function - Maintenance; including ability to clean and maintain, product support- availability of parts and matching items in the future. - Cost; decisions will not be made solely on cost, the County will weigh cost with functionality, aesthetics, quality, and maintenance. 6.
