8 Game-Changing Strategy: Outcomes-based Funding Public Community Colleges 10% percent of funding appropriated based on critical, mission-specific student outcomes highly aligned with state higher education and workforce goals. 8

9 Game-Changing Strategy: College Readiness Assessment and Diagnostic The new TSI Assessment (TSIA): Represents the first diagnostic tool yet to measure college readiness for Texas Culminates over a decade of work to dramatically improve developmental education and student outcomes Measures knowledge and skills identified by teachers and higher education faculty as critical for success in college Intended to serve as an important tool for academic advisers to more effectively target academic support services for students who do not meet college readiness standards 9

10 Game-Changing Strategy: Innovation in Remediation Texas State University and 8 community colleges piloted an innovative approach in mathematics remediation. The Fundamentals of Conceptual Understanding and Success (FOCUS) program promotes co-requisite remediation where students enroll in credit-bearing math course with extra support Results: At least 70% of program participants passed entry-level math course Program participants experienced (on average) 17 percentage point increase in pre- and postprogram college readiness assessment 10

11 Game-Changing Strategy: Innovation in Remediation EPCC s Pretesting/Retesting Education Program (PREP) provides placement test preparation services for students. Of those who attended PREP workshops: 57 percent placed at a higher level in mathematics, 58 percent placed at a higher level in reading 64 percent at least one course-level higher in writing On average, it took student 12 hours to complete eight learning modules. Students at Montgomery College had the option to take a single integrated reading/writing course. Of those who participated in the course: They completed and succeeded in their gateway English course at the same rates as those not requiring dev. ed. 11

12 Game-Changing Strategy: Full-Time is 15 credits Average Credits to Associates Degree 95 Ideal 86 Full-Time Part-Time Implement 15 to Finish Policies Create incentives and state/institutional policy to encourage students to take 30 credits per academic year. Cap Credits on Associate Degrees Associate degrees are now statutorily capped at 60 credits. 13 Game-Changing Strategy: Structured Schedules & Guided Pathways The Texas Affordable Baccalaureate Program Program in Organizational Leadership is competency-based, accelerated program that will cost between $4k (for upperdivision coursework only) and $15k (for full program). Costs include tuition, fees and learning materials Synthesizes multiple innovations in higher education to include integrating new technologies, competency-based learning approaches, electronic learning materials, and intensive, just-in-time academic coaching/advising Faculty-driven program development Highly aligned with workforce needs and skill requirements 13

14 Game-Changing Strategy: Structured Schedules & Guided Pathways Fast Start Program Offers competency-based Level 1 certificate in Industrial System s Technology Programs Focused on needs of veterans, displaced workers, and career-focused high school graduates Blends online and applied learning techniques Moves away from seat-time approach to learning, to self-paced skill mastery Program typically 2 semesters, but with competency based learning, can be earned in less time 14
