1 UNIVERSITY OF CALIFORNIA, RIVERSIDE REQUEST FOR QUALIFICATIONS FOR A CAMPUS ADA TRANSITION PLAN UPDATE INTRODUCTION The University of California, Riverside (UCR) requests submittals including statements of qualifications from interested consultants to assist the Office of Capital & Physical Planning (CPP) in preparing an update to the campus Americans with Disability Act (ADA) Transition Plan (Transition Plan) for the UCR campus. The Transition Plan will address existing campus facilities and identify potential upgrades required for compliance with Title II of the ADA and Title 24 of the California Building Standards Code (CBSC) with respect to disabled access. BACKGROUND The UCR campus is located three miles east of downtown Riverside and is bisected by the I- 215/SR 60 freeway. The East Campus (east of the freeway) includes the undergraduate academic core and support services including housing and almost all of the existing campus facilities. Existing facilities on the West Campus include: Agricultural, Teaching and Research Fields and support facilities; a large parking lot; office buildings (Highlander Hall and Human Resources); the University Extension facilities; and International Student Housing. UCR is experiencing a moderate growth cycle with a current enrollment of approximately 18,000 students with an expected increase to at least 22,000 students by PROJECT DESCRIPTION The selected Consultant team (Consultant) will assist UCR in updating its Transition Plan with regard to Title II compliance and applicable federal and state regulations for campus facilities. Facilities are defined as paths of travel from parking lots and transit facilities to destination buildings (academic, housing and support) buildings, and building ingress/egress. The work will include the preparation of interior and exterior ADA compliance surveys and reports to identify if existing campus facilities are ADA compliant. For facilities that are deemed non-compliant and require upgrades, the Transition Plan will address priorities, timelines, and budget estimates of the upgrades needed for compliance. In addition to the existing facilities surveys, separate planning efforts are required for both UCR s existing transportation systems and updates to the campus Disabled Parking Plan. Interior surveys will include all areas affected by ADA Title II requirements. Surveying will be accomplished in close coordination with campus representatives to minimize any potential impacts to teaching, research and other daily activities. Recommendations should consider existing campus master plans, integrate sustainable practices and utilize limited financial resources. The Transition Plan will assist the campus in prioritizing required remediation and provide applicable alternatives and cost estimates. PROCESS The selected Consultant will coordinate with a campus Transition Management Team (TMT), a campus ADA Compliance Planning Committee (CPC) and campus stakeholders throughout the Page 1 of 7

2 project. The planning process will require interactive TMT and CPC meetings and consultations, as well as public hearing(s), conference calls and presentations. The selected Consultant should anticipate a minimum start-up period of one to two weeks for orientation meetings with the TMT prior to the CPC kick-off meeting. During the course of the process the Consultants will be responsible for producing all meeting minutes and associated handouts in an electronic format consistent with UCR/CPP standards for review and distribution by the UCR TMT. SCOPE OF WORK Item 1. Strategic Planning Consultant and TMT will develop project goals and objectives based on an understanding of UCR s existing policies, plans and design guidelines including the Long Range Development Plan and Campus Aggregate Master Planning Study. These documents, found online at will provide information on future plans that may affect compliance measures. Existing reference plans include: Long Range Development Plan (2005) LRDP Environmental Impact Report (2005) Campus Design Guidelines (2007) Multi-Modal Transportation Management Strategy (2004) Campus Aggregate Master Planning Study (2008) UCR ADA Documentation The Transition Plan shall meet all applicable federal and state laws and regulations, state criteria for the physically disabled, including ADA and the CBSC and requirements of the State Department of Industrial Safety. Item 2. Survey Data Collection Consultant will establish survey team(s) which will conduct surveys based on proprietary forms developed by Consultant in consultation with the TMT. Survey data must be compatible with the existing campus Facilities Management System (FMS) database, AutoCAD 2008 and/or ArcGIS 9 Geographic Information System (GIS) as appropriate. Facilities to be surveyed include but are not limited to: A. East Campus 1. Academic, research and administrative buildings, lecture halls, classrooms and greenhouses and head houses; 2. Student services buildings including commons, dining venues, libraries, health center, child development center, etc.; 3. Student housing facilities including residence halls, apartments and family housing; 4. Staff offices, Corporation Yard, agricultural operations and utility facilities; 5. Support services including Police Department, KUCR, and Printing & Reprographics Facility at 2100 Atlantic Avenue; 6. Performance halls, galleries, athletic and recreational facilities and Botanic Gardens; and Page 2 of 7

3 7. Transit facilities to include parking lots, bus/car drop-offs and paths of travel. B. West Campus 1. UCR Extension facility; 2. Human Resources; 3. Agricultural operations buildings; and 4. Associated transit facilities including parking lots, drop-offs, parking structure and paths of travel. Item 3. Survey Data Report A separate survey and cost report shall be created for each building and designated exterior area (facility). Each survey report will identify compliance status of facility with regards to both federal and state standards and include the following sections: A. Listing of facilities that are in compliance with current standards. B. Listing of facilities that are not in compliance with current ADA/CBC requirements. C. Recommended actions to resolve non-compliance issues for each facility identified in B above. D. Cost report" that assigns conceptual budget estimates to each recommended action. E. Documentation of all conditions with digital photography. F. Catalog of data compatible with UCR s existing FMS, CAD and/or GIS databases. During the aforementioned Strategic Planning Phase, Consultant will have determined with the University exactly what costs UCR wishes to track. Item 3.1: Campus Buildings & Facilities A. Buildings built before 1992 will need to be surveyed for ingress/egress accessibility and other ADA factors. Facilities needing improvements will be identified. B. Paths of travel to/from transportation drop-off or parking locations will need to be surveyed. Barriers will be identified. C. ADA accessible signage and wayfinding will be documented. Item 3.2: Disabled Parking Plan A. The existing parking lots will be reviewed for conformance with ADA standards. B. Areas needing improvements will be identified. C. Areas that could be feasibly improved to expand the number of ADA accessible parking spaces will be identified and the types of improvements required will be documented. D. Areas for potential improvements will be prioritized with preference given to their relation to major accessible corridors within the campus, total demand and order of magnitude of probable construction cost. E. Existing accessible parking spaces within the campus complex in special lots will also be reviewed for conformance with standards. Page 3 of 7

4 F. Recommendations will be provided for surface improvements and ADA possible drop off requirements. Item 3.3. Transportation Systems Plan A. All transit locations, including public bus and private vehicle drop-off areas for the disabled on campus will be inventoried. 1. Areas including existing parking lots/zones and structures, access roads and public bus/private vehicle drop off areas will be identified. 2. Transit locations that do not meet ADA/CBC requirements will be identified. B. Assessment of transit volumes will be conducted and include the following components: 1. Potential volume of pedestrian traffic from mass transit including the transit center and the inclusion of other transit systems will be estimated. 2. Existing traffic counts from record information will be documented for the streets surrounding and accessing the campus. 3. A graphical presentation will be prepared to highlight the potential pedestrian and vehicular demand at each of the major access points to the campus. C. A gap analysis of disabled transit locations, using traffic volumes, will be conducted. D. Recommendations for strategic improvements to the overall campus-wide transportation system will be provided. Item 4: Transition Plan A. The purpose of the Transition Plan is to: 1. Define status of ADA compliance on campus. 2. If not in compliance, the consultant will identify what needs to be modified and provide potential alternatives. 3. Provide cost estimate for each modification (Costing Plan). 4. Assist the campus in prioritizing modifications. 5. Define a schedule for when modification will occur (Implementation Plan). 6. Define an ongoing budget for modifications. B. Consultant shall: 1. Define non-compliant conditions that do not need to be mitigated by structural retrofit and provide programmatic alternatives. 2. Review existing ADA documentation. 3. Consult with UCR to help avoid discriminatory conditions, practices and policies that address the public and employees. 4. Understand that the effects of the ADA do not stop at the built environment. 5. Provide cost effective compliance for UCR. C. The Transition Plan development process is as follows: 1. An initial "kick-off' meeting with TMT and CPC to identify goals, objectives, process and format. Page 4 of 7

5 2. As survey s and Transition Plan sections are completed, TMT will review results and subsequent updates. 3. Revisions to Draft Plan will result in an Administrative Draft Plan for TMT and CPC review. A Final Draft Plan will be made available for public review, input and commentary. Consultant shall consult with UCR for appropriate public input opportunities throughout the creation of the Transition Plan. 4. Following review and public input, the Draft Plan will be finalized. UCR approval to occur in connection with budgeting decisions. D. The Transition Plan will be a living document in the form of a database. It will allow UCR staff to seamlessly update the campus Transition Plan through the FMS, CAD and GIS databases, as facilities are modified and brought into compliance. The Transition Plan will include a tracking feature that will allow staff to obtain real-time progress updates. DELIVERABLES Deliverables will include but are not limited to the Transition Plan (which shall contain the Survey Data Reports) and the Survey Database. Descriptions of the deliverables are presented below with tentative submittal dates (to be finalized with Consultant). For each deliverable, an electronic copy including design files must be included along with the required number of hardcopies, if any. A. Survey Reports The survey reports shall be submitted by July 15, 2009 as one camera-ready copy for inclusion in one or more appendices to the Transition Plan. B. Survey Database The survey data shall be submitted at completion of the surveys in an electronic format approved by the University. C. Administrative Draft Transition Plan - One (1) copy of an administrative draft of the Transition Plan must be submitted by October 30, 2009 to the TMT. D. Draft Transition Plan - Two (2) copies (quantity to be determined) of the Draft Transition Plan must be submitted by January 15, 2010 to the TMT, CPC and the public. E. Final Draft Transition Plan - The Final Draft Transition Plan shall be submitted by March 5, 2010 as one camera-ready copy to the TMT and CPC. F. Final Transition Plan The Final Transition Plan shall be submitted by May 7, 2010 as one camera-ready copy to the TMT. QUALIFICATIONS Prospective Consultants should assemble a team with project experience in ADA Surveys, Transition Plans, implementation and cost estimating of barrier removal design. In the Statement of Qualifications, indicate the experience your firm and team members have had in the following: 1. ADA Compliance Survey and Implementation and Costing Plans for higher education campuses and large-scale public facilities. 2. Program-based accessibility through rescheduling and/or relocation. 6 3. Design and/or construction of physical facility changes ( structural changes as defined in the ADA). 4. Development of custom ADA survey systems and check lists for performing field surveys. 5. Technical capabilities utilizing database management systems, Geographic Information Systems (GIS) and Computer Aided Drafting (CAD) programs. 6. Providing implementation plans with detailed steps to be taken to achieve ADA compliance. 7. Expert witness and code interpretation for ADA requirements. 8. Conducting stakeholder consultation meetings with interested persons and organizations. 9. Advisory services when ADA issues arise. 10. Quality Control/Quality Assurance practices with respect to conducting surveys and managing survey data SELECTION PROCESS All submittals will be reviewed by a screening committee with respect to completeness and responsiveness to this Request for Qualifications (RFQ). Responsive submittals will then examined for merit and ranked by a selection committee. The top ranked consultant teams will be placed on a short list of finalists and called for interviews. Finalists will be asked to submit a Fee Proposal in a sealed envelope prior to the interview. Team members presenting at the interview shall be those individuals who will actually direct and develop the UCR ADA Transition Plan. After the interviews, finalists will be ranked and Fee Proposals will be opened. The highest ranked firm among the finalists will be notified. At that time, selected Consultant will negotiate final terms of the contract with the Associate Vice Chancellor of Capital and Physical Planning. Authorization to proceed with the project will occur thereafter. ANTICIPATED SCHEDULE RFQ Issued March 12, 2009 Submittals Due April 10, 2009 Short List Notification April 20, 2009 Interviews Week of April 27, 2009 Final Selection May 1, 2009 SUBMITTAL FORMAT The submittal should be concise (maximum of 10 pages excluding sample materials) and contain the following sections in order as shown: 1. Introduction Describe philosophy of firm and areas in which firm excels and unique qualities about the firm s goals and objectives relative to this Transition Plan. 2. Approach Describe specific techniques to be employed. Outline anticipated work plan and schedule. Describe how your team will work with the UCR TMT, CPC, staff, faculty, students and other stakeholders. 3. Statement of Qualifications/Team Description and Relevant Professional Experience Provide names and educational background of each team member, Page 6 of 7

7 including sub consultants, if applicable. Describe experience and proposed role for each team member. Refer to Qualifications section above. 4. Project Experience List similar projects such as this Transition Plan in reverse chronological order in which team members were involved. Indicate whether project was done by firm or by team member when employed in another firm. 5. References Provide names, addresses, and telephone numbers of previous clients who can evaluate completed work of a similar nature. 6. Sample Materials Provide a limited representation of previous ADA compliance reports and promotional exhibits to help the Consultant Selection Committee understand your experience in developing an ADA Transition Plan. For Consultants who are selected as finalists for interviews, provide the following in a separate sealed envelope: FEE PROPOSAL If invited for an interview as a finalist, the University will provide all consultant teams additional facilities data including a campus land use plan and building square footages which the consultants can use to develop a cost estimate for the Fee Proposal. The cost estimate shall reflect the level of effort required to furnish the deliverables. Include hourly billing rates and anticipated reimbursable expenses. The Fee Proposal must be provided to the University prior to the interview in a sealed envelope.
