New York Avenue runs between Baltimore-Washington Parkway to the east and 15 th Street Northwest to the west. The posted speed limit is 4 MPH. This speed camera was installed in December 212. New York Avenue has three travel lanes in each direction. This site has the following characteristics: This is a commercial area with entrances and driveways. There is one school in the area: Washington Mathematics Science Technology Public Charter High School (WMST PCS). This road has a concrete median and sidewalk on the south side of the road. There is a traffic signal with pedestrian signals and crosswalks at Bladensburg Road. The pavement is in good condition and the drainage type is curb and gutter with drainage inlets. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212, there were a total of 22 crashes at this location. A breakdown of crashes by collision type can be found in the chart on the next page. The most common types of collision at this location were Rear End (85 crashes), Side Swiped (63 crashes), Right Angle (14 crashes), Fixed Object (14 crashes), Unspecified (11 crashes), Left Turn (8 crashes), Right Turn (7 crashes), and Backing (6 crashes). The other collision types had less than 3 crashes or less. Furthermore, this location experienced a high frequency (65 crashes) of injury related crashes. The AASHTO Highway Safety Manual lists assuming the lead driver will go through a green or yellow light, but the lead driver stops and changing lanes to avoid a slowing or stopped vehicle 1 as two errors leading to rear-end and sideswipe crashes. Both of these errors can be decreased with a decrease in travel speed. The speed camera was installed on 12/17/212. The graph on the next page shows the number of crashes in the 3 years prior to the speed camera s installation (74, 78 and 87) and the year after the speed camera s installation (7). This site is located within.5 mile of a top 5% high accident locations for : New York Avenue NE at Bladensburg Road NE. 3 Safety Nexus This site presents the following safety considerations which may support the nexus between the speed camera and traffic safety: 1. Speed Data The 85 th percentile speed was much higher than the posted speed limit at this location. 2. Crash Data There was an elevated number of speed related crashes at this location, including rear end and side swipe. This location experienced a high frequency (65 crashes) of injury related crashes.
