2 On behalf of Ohio State University and city of Columbus, I would like to welcome you to the 2013 Big Ten Men s and Women s Outdoor Track and Field Championships. Participation in this event is one of the greatest experiences that student-athletes and coaches experience. We hope that your visit to Ohio State is both enjoyable and successful. To ensure a care-free experience this manual is provided and contains information on everything involved with the event including but not limited to the schedule, registration information, and maps. Please feel free to contact anyone listed in the directory with questions at anytime. Our staff has worked hard to put together a great championship and we have eagerly looked forward to this event for some time. Heat sheets will be posted on Thursday, May 9 (or each day before events take place) at Media Credentials All media members, including institutions/ communications contacts, interested in covering the event should submit credential requests to Adam Widman via at (widman.12@osu.edu) by Wednesday, May 1, 2013 at 5:00 p.m. The media credential request form is on page 38 of this manual. Media credentials may be picked up on the competition days. All credentials may be picked up at MEDIA WILL CALL located at the SW entrance of the stadium. Credentials will allow its bearer access on all days of the event. General Media Information 1. Media will be provided with a Media credential, allowing them access to the field and the designated photo areas. 2. There will be NO designated media seating in the stadium. 3. The stadium press box will be limited to event management, meet personnel, television crews, and Big Ten staff only. 4. A workroom with ample power outlets will be in a media room under the west bleachers. 5. Complete results will be available in this room following the conclusion of each day s events. Results will be provided in this room throughout the day and posted at several locations in the stadium. 6. Heat sheets and results packets (condensed men and women) will be available upon request. Heat sheets will be provided before the day s events at media will call and will also be provided in the workroom. 7. An interview area will be provided at the exit gate near the finish line (SE corner of the stadium) where athletes will be available to the media for a brief period following their events. 8. A complete map of Jesse Owens Memorial Stadium will be provided in the workroom and areas pertinent to the media will be highlighted. Athletic Training Throughout the Championships, The Ohio State University will provide medical coverage at the Warm-up Area, Track, and Throws Area. Only student-athletes, coaches, and trainers from respective institutions will be allowed in these areas. Certified athletic trainers and athletic training students will be staffed at each area. The Biggs Athletic Training Room will be available during all scheduled practices and competitions for taping and treatment. Please request your Athletic Trainer s credential and direct all questions or concerns to Courtney Siegel, Assistant Athletic Trainer. 9 TO: Track & Field Athletic Trainer FROM: Courtney Siegel, M.Ed, ATC & Rae Everson, MS, ATC: Assistant Athletic Trainers RE: Medical Services/Facilities available at the Big Ten Championships Welcome to Ohio State University! We hope that your stay is as trouble free and successful as possible! The following is a list of services available to you and your team upon arrival: 1. Athletic Training Room and Treatment area at your disposal. 2. Modalities: Ice bags and ice cups Hot packs Cold Whirlpools- Hydroworx Portable Cold Plunge Ultrasound** Electrical Stimulation Units** **Ultrasound and Electrical Stimulation require a prescription in order to be performed by one of our staff athletic trainers, however, visiting team certified athletic trainers may perform any modalities on his or her own team. 3. Water and cups 4. Emergency equipment (backboard, stretcher, oxygen, splints) 5. Certified athletic trainer present at all scheduled contests 6. Physician present for all scheduled contests 7. EMS on site Please note you will have access to the athletic training area at all times. The warm-up area will be located just behind the track in the indoor turf field. Along the wall there will be room available for you to set up your own team s treatment tables if you would like. If there is an EMERGERCY with one of your athletes, you will be allowed to enter the in-field and an OSU staff member will assist you with transportation to the medical area. Please ONLY enter the in-field if there is an emergency, due to the large volume of athletes we want to keep this area clear. If you arrive on Thursday night and need access to a physician we will be having sick call hours, please call the OSU ATs to facilitate this. We will be happy to assist your team in anyway. Please contact us if you will not be sending a certified athletic trainer with your team. If you have any questions, please use the attached phone list. 10 Awards The following awards will be presented at the championships: 1. Two team championship trophies (for men s and women s team champions) 2. Individual medals will be presented to the first three finishers in each event, including all members of the first three finishing relay teams immediately at the conclusion of each respective event. Notes for Coaches and Athletes: 1. Awards will be presented on the award s stand near the center of the home stretch immediately at the conclusion of each respective final event. 2. Student-athletes accepting awards on the medal stand must wear team issued warm-ups. Track Athlete of the Year, Field Athlete of the Year, Freshman of the Year, Coach of the Year, Track Athlete of the Championships, and Field Athlete of the Championships awards (not presented at the championship site) will be shipped to the appropriate institutions. Selections are made by coaches ballot the Tuesday after the championships (Tuesday, May 14). A Big Ten Conference Awards Ballot is located on page 38 of this manual. Banners Any banners other than the approved Big Ten Conference banners may not be posted in or around the facility. Banners advertising equipment of manufacturers are prohibited. Championship Facility The 2013 Big Ten Outdoor Track & Field Championships is hosted at Jesse Owens Memorial Stadium on the campus of The Ohio State University. Track Specs 1. A ticket or credential is required for entrance into Jesse Owens Memorial Stadium and the Throws Area located across Fred Taylor Drive. 2. Smoking is prohibited inside Jesse Owens Memorial Stadium and the Throws Area located across Fred Taylor Drive. 3. 11 4. Artificial noisemakers, signs and banners are not permitted inside Jesse Owens Memorial Stadium and the Throws Area located across Fred Taylor Drive. 5. No pets are allowed inside Jesse Owens Memorial Stadium and the Throws Area located across Fred Taylor Drive. Championships Rules All rules and procedures not covered in the Big Ten Conference Men s and Women s Outdoor Track Championships Manual and the Conference Handbook shall fall under the rules and procedures of the NCAA Track & Field Rulebook. Please see the complete Technical Manual included on page 19 of this manual. Clerk s Tent The Clerk s Tent is located in the SE corner of Jesse Owens Memorial Stadium. Athletes should check-in with the clerk minutes before their event. For relays, athletes must check-in no later than 15 minutes prior to the event. Athletes will be escorted to the starting line. Coaches Meeting A mandatory meeting for all participating coaches will be held on Thursday, May 9 at 7:00 p.m. in the Football Team Meeting Room of the Woody Hayes Athletic Center (See Directions on page 15). There will also be a Coaches Meeting following competition each day during the Championships. Coaches Packets Coaches packets will be distributed to each head coach at the Coaches Meeting on Thursday, May 9. The packets include: credentials, competition numbers, pins, heat sheets, programs and other championship information. Coaching Areas The first row of bleachers will be designated as coaching areas. Please note that persons without a Team Personnel credential will be asked to find another seat. There is a limit of one coach per institution permitted in each event coaching box. Those without Team Personnel credentials will be asked to leave the coaching box. Concessions/Food The concession stands at Jesse Owens Memorial Stadium will be available throughout the competition. Teams can arrange for meals, box lunches, snacks, drinks, etc. during the Championships by contacting Sodexo Catering at Spectators cannot bring in any outside food or beverage. Credentials Credentials will be distributed to all teams at the Coaches Meeting. Each team will receive a maximum of 34 student-athlete credentials, 8 team personnel credentials, and 2 athletic trainer credentials. All media requests for credentials should be directed to Adam Widman, Athletics Communications (Widman.12@osu.edu). Credentials will be issued for the coaches, team personnel, event staff, media, and officials. Student-athletes will not be provided credentials but will be issued a wristband. Please wear your credential at all times for access to designated areas. Please fill in the names of all staff on the Official Team Travel Party Roster (page 30) and return by Wednesday, May 1 at 5:00 p.m. Drug Testing As part of its comprehensive drug testing program, the Big Ten Conference will conduct drug testing at a number of Conference championships and tournaments each year. Drug testing may occur at any Big Ten Championship or tournament and any student-athlete on the travel squad (including a nonparticipating or injured student-athlete) is subject to drug testing. Specific information regarding drug testing protocols can be found in Appendix F of the Big Ten Conference Handbook. Please fill out and return the Team Travel Information Form (page 29) by Wednesday, May 1 at 5:00 p.m. including the 2013 Big Ten Men s and Women s Outdoor Track and Field Championships 10 P a g e

12 name and cell phone number of your institutional representative who will be responsible for assisting with the drug testing procedure should one of your student-athletes be chosen for testing. Entry Forms / Procedures Please visit to complete your online registration for the 2013 Big Ten Outdoor Track & Field Championships. The final entries are due on Wednesday, May 8 at Noon. Final entries shall be a maximum of four entrants per event per institution in all individual events and a limit of one relay team per institution in each relay race. The travel squad limit for the Championship is 34. All entries are final once submitted by Wednesday, May 8 at Noon. At this point, the entries will be forwarded by the online entry service to the timing service to be used by the host institution. Final entries will be drawn by the computer with like performances randomly drawn by computer. Each institution shall convert if necessary all times, distances, and heights for seeding purposes. - NCAA adjustments for altitude shall be used when applicable. - All field event performances should be listed in metric distances and heights. Except when noted, all times, distances, and heights shall be submitted. The site of the performance should also be included. - Wind-aided marks greater than 4.0 shall not be used for seeding purposes. Performances submitted by coaches must have been made in the current outdoor season and must include the student-athlete s best performance of the year. No relay performances are acceptable. Heating and flighting shall be accomplished in accordance with the guidelines established in Section 14 of the Big Ten Outdoor Track and Field Championships Manual and drawn by computer. Direct Athletics will make available a complete list of all entries for each event during the afternoon of Wednesday, May 8, immediately following the noon deadline for final declarations. Coaches will receive notification via , and the lists will either be contained in the , available online, or both. Hospitality Proper credentials are required to gain access into all of the hospitality areas. Student-Athlete Hospitality Fruit, snacks, water, and sport drink will be available in the locker rooms located under the west bleachers. Officials, Staff, and Coaches Hospitality The Hospitality Tent will be located in the NE corner of Jesse Owens Memorial Stadium. This area will be specifically for officials, coaches, volunteers, and other event personnel. Proper credentials will be required to enter the tent and a meal ticket will be needed for any meals that are served. Hotel Reservations Each team is responsible for making their own reservations. Please call the respective hotels with questions. Please complete and return the Team Travel Information Form (page 29) by 5:00 p.m. on May 1, Inclement Weather In case of inclement weather, an official announcement will be made over the PA system and the stadium will be cleared. 13 Implement Certification / Implement Weigh-In Implements for the Shot Put, Hammer Throw, Discus, and Javelin will be certified and stored at the Meet Manager Buidling, located at the NE corner of the track. Weigh-ins will begin two hours prior to the start of the event and no later than 90 minutes prior to the start of the event. Once an implement is submitted for certification, it will remain impounded until the completion of the event. Implements passing certification will be brought to the event 60 minutes prior to the start of the event. Implements used in competition are to be picked up at the weigh-in site at the conclusion of the event. Competitors who require implements for practice after weigh-in should bring secondary implements. Illegal implements will be secured until after the meet and may be picked up at the weigh-in site at the conclusion of the competition. Implement / Equipment Shipping The host institution will accept and deliver any tents, pole vault poles, implements, or other equipment a team may ship. Coaches can pick up shipped items at the Meet Manager Building at the NE Corner of the Track beginning on Thursday, May 9. Items must be received no later than Wednesday, May 8, 2013 at: The Ohio State University Department of Athletics c/o Brian Gimbel 2402 Fred Taylor Drive Columbus, Ohio Following the event, the host institution will ship items back provided that a pre-paid shipping label is provided by the institution requiring returned items. All items will be shipped on Tuesday, May 14, Please notify John Bugner (bugner.4@osu.edu) if you plan to ship anything to the host institution. Games Committee The Games Committee shall consist of the 11 (respective men s or women s) Conference head track coaches and the Conference office representative as a non-voting member. All members of the Games Committee must be present to convene the Committee. A majority of six (6) is required for actions or recommendations by the Committee. The primary function of the Games Committee is to give specialized assistance and guidance to the championship manager when questions or problems arise during the conduct of the championship where authority for resolution of such problems is not covered by the manual, the NCAA track rules, or the rules regulations, and agreements of the Conference. Locker Rooms There will be one men s locker room and one women s locker room available, located under the west bleachers. Both have showers and towels will be provided. Merchandise and Programs Programs and Merchandise will be on sale inside Jesse Owens Memorial Stadium Big Ten Men s and Women s Outdoor Track and Field Championships 12 P a g e

14 Officials Key officials have been selected, assigned, and approved by the Big Ten Conference and its coaches. See page 4. Organization Committee The Organization Committee shall consist of the current host coach, along with the host coaches of the previous year s championships, the following year s championships, and the Conference staff liaison. The organization committee will meet at 2:00 p.m. on Thursday, May 9 at the Meet Manager Building of Jesse Owens Memorial Stadium. At this meeting, the Organization Committee shall review all heat sheets for the championships. Parking Team Parking Team buses can drop off the teams at Jesse Owens Memorial Stadium in the lot just south of the stadium and then proceed northwest across the street to the Buckeye Lots to park for the day. Team buses will not be permitted to drop off athletes from Fred Taylor Drive. Spectator Parking Public parking for the tournament will be in the Buckeye Lots to the Northwest of Jesse Owens Memorial Stadium. See Parking Map on page18. Pass List A Pass List is included in this packet on page 32. Please fill it out with the names of all non-credentialed administrators, parents, bus driver, and anyone else you would like to gain entry to the event. Your institution will receive a bill for the cost of admission for these individuals. Please turn this in to John Bugner upon arrival to Jesse Owens Memorial Stadium on Thursday, May 9 th or at the Coaches Meeting. Protests 1. Protests relating to matters which develop during the conduct of the championship should be made at once and not later than 30 minutes after the result has been officially posted. This must be in writing. If no protests were filed after the aforementioned 30-minute period, the results are declared as final and no changes to them may be made. 2. On any disqualification, the referee shall inform the coach involved before the official results are announced. 3. Any protests must be made in writing by one of the coaches, and submitted to the referee, who will render a decision. (See the Protest form on page 36) 4. The announcer will record the time of results and announce the results. 5. A second protest (appeal) may be made to the referee. Upon receiving this (second) protest, the referee is required to turn the protests over to the jury of appeals who will make the final decision. The referee must leave the jury and not be involved in their deliberation. This decision is final and without appeal. 6. Decisions of game officials are final. Protests arising from the decisions of the officials or any inadvertent misinterpretation of the rules will not be considered by the Conference. 7. Video evidence may be used to support a protest or appeal. Protocol There shall be absolutely no cheering by coaches, officials, or non-competing student-athletes from the infield or on the track itself Big Ten Men s and Women s Outdoor Track and Field Championships 13 P a g e

15 Results and Scoring PrimeTime Timing will be used for all results and scoring for the championships. The championships will be scored to eight places for both track and field events. The value of first through eighth place shall be as follows: 10, 8, 6, 5, 4, 3, 2, 1. Scoring shall be the same for individual and relay events. Spike Recommendation It is recommended that 1/4 inch or 7mm spikes are used at Jesse Owens Memorial Stadium. No needles or Christmas Tree spikes will be permitted. Squad Size The squad size shall be limited to 34 competitors from each institution. Team Seating Teams will be asked to sit in the east bleachers of Jesse Owens Memorial Stadium. Team Tents Each team may rent one 10 x 20 tent by contacting John Bugner (bugner.4@osu.edu) by Friday, April 26 at 5:00pm. All individuals must have a valid ticket or credential to enter the facility. Ties Ties in team and individual competition at the Conference championship shall stand, with the exception of ties in the field events. If placement in track events can be determined by the championship s visual image system, ties will then be broken by 1/1000 of a second. The NCAA Track & Field Rules Book shall be referred to for the method of separating ties produced by identical measurements in the field events. Duplicate awards will be awarded by the Conference office. Uniforms / Numbers Each institution s student-athletes shall wear only the university s official equipment (warm-ups, competition equipment) as covered by the Conference rules. 16 If the correction is not made, the student-athlete in violation will be disqualified by the referee from all remaining events. Any points made by the student-athlete in question before the disqualification shall stand. Video Taping The Ohio State University will NOT provide videotaping for schools. Each school will be responsible for their own videotaping. All teams should plan to use wireless video equipment. A power supply will not be available. Warm-up Area The Warm-up area is located east of Jesse Owens Memorial Stadium at the Indoor Field of the Woody Hayes Athletic Center and the Football Turf Fields. Medical areas are also located in the warm-up area. Access between the Warm-up area and Jesse Owens Memorial Stadium is located to the south of Buckeye Softball Field. The 10,000-seat Jesse Owens Memorial Stadium arguably is one of the finest multi-sport facilities in the country, hosting track and field and lacrosse in the spring and soccer in the fall. 20 TECHNICAL MANUAL Section 14. Heats, Flight, Qualifying Procedures and Staggers A. General Information for Running Events 1. The championship shall be run at metric distances. 2. If lanes are vacant, the following will apply: Scenario (8 Lanes, 9 Lanes) If nine lanes compete, use lanes ---, 1-9 If eight lanes compete, use lanes 1-8, 2-9 If seven lanes compete, use lanes 2-8, 2-8 If six lanes compete, use lanes 2-7, 3-8 If five lanes compete, use lanes 3-7, 3-7 If four lanes compete, use lanes 3-6, 3-6 Lane assignments are never altered after the Organization Committee has approved them. If all eight or nine lanes are filled and one student-athlete drops out, that lane shall remain vacant. 3. If a 10-lane track is used, there shall be a nine-person final in all events except in relays where there will be a 10-team seeded final. With the exception of relays, lanes 1-9 will be seeded to the process used for a nine-lane track. If 10 lanes are used for the relays, seeding will be based on best performances. 4. Runners legally entered and declared in all running events run and give an honest effort to advance to the next round or to score, or be disqualified from all remaining competition. Points scored prior to this infraction shall stand. However, a student-athlete barred from scratching or dropping out because of injury or illness may return to the competition if the championship physician substantiates the aliment and subsequent recovery to the referee. In such a case, the physician must substantiate the ailment within 30 minutes following the moment when the student-athlete either scratches from an event or fails to finish an event due to injury or illness. If extraordinary circumstances render it impossible for this to occur within 30 minutes, it shall occur at the earliest reasonable opportunity. (Revised and Effective 2/08) 5. Only those runners can be seeded who have a wind legal time for the event in which they have been entered. 6. If the heat leader withdraws from the race, the event will be redrawn. (Effective 8/1/00) 7. If student-athletes tie by time for the last slot(s) into the final, this shall be handled as follows: a. For events of 400 meters and shorter, there shall be a two-section final if a tie occurs in the qualifying round. The second section shall include heat winners and all others who qualify to the final by place and time. The first section will consist of tied runners. 21 8. Relay entries shall be declared with other entries. Relay personnel cards will go to the clerk of the course no later than 15 minutes prior to the start of the two relays. B. Staggers 1. The direction for the 100-meters, 100- / 110-meter hurdles and 200-meters will be determined by the Games Committee, when possible. 2. The 800-meters will be a one-turn stagger. 3. The 1500-meters will be a run from a waterfall start. 4. The 3,000-, 5,000- and 10,000-meters will use a waterfall start with two alleys and a one-turn stagger. 5. The 4x400-meter relay will be run from a three-turn stagger. 6. The 400 meters, 4x100-meter relay and 400-meter hurdles shall be run in lanes all the way and from a two-turn stagger. C. Qualifying Procedures for the 100-meters/100-meter hurdles, 110-meter hurdles, 200- meters, 400-meters and 400-meter hurdles: 1. For an eight-lane track No. of Entries: Method of Qualifying 1-8: Finals only 9-16: Two heats (qualify two from each heat and the next four best times to the finals) 17-24: Three heats (qualify two from each heat and the next two best times to the finals) 25-32: Four heats (qualify the heat winners and the next four best times to the finals) 33-40: Five heats (qualify the heat winners and the next three best times to the finals) 2. For a nine-lane track - No. of Entries: Method of Qualifying 1-9: Finals only 10-18: Two heats (qualify two from each heat and the next five best times) 19-27: Three heats (qualify two from reach heat and the next three best times) 28-36: Four heats (qualify the heat winner and the next five best times) 3. Heats shall be drawn from the descending order list using the serpentine method according to the NCAA Rulebook. 4. In drawing heats, the same number of lanes will be used in all heats of an event, regardless of the number of student-athletes in each heat. D. 800-meters (Revised and Effective 4/16/13) 1. A one-turn stagger shall be used. 2. Position placement in the trial heats will be random. a. No more than eight runners and no less than five shall run in a heat in the trials. b. When there are fewer runners than lanes on the track, all lanes will be used to randomly assign lanes. 3. 22 10-16: two heats 17-24: three heats 25-32: four heats 33-40: five heats 4. Advancement into the finals shall be as follows: a. From two heats top three in each heat plus next three best times. b. From three heats top two in each heat plus next three best times. c. From four heats heat winners plus next five best times. d. From five heats heat winners plus next four best times. 5. Nine runners shall qualify into the finals. a. Heat winners will draw for the preferred lanes in the middle of the track. All others will be placed randomly. b. On an eight-lane track, the last three qualifiers will be randomly placed in a box in lanes seven and eight. c. If finals only, all seeding will be random. 6. Heats shall be drawn from the descending order list using the serpentine method according to the NCAA Rulebook. 7. In drawing heats, the same number of lanes will be used in all hears of an event, regardless of the number of student-athletes in each heat. E. Qualifying Procedures for the 1,500 meters No. of Entries: Method of Qualifying 1-12: Finals only 13-24: Two heats (qualify the top four from each heat and the four fastest) 25 & over: Three heats (qualify the top three from each heat plus the three fastest) 1. Heats shall be drawn from the descending order list using the serpentine method according to the NCAA Rulebook. 2. In drawing heats, the same number of lanes will be used in all hears of an event, regardless of the number of student-athletes in each heat. F. Seeding procedures for the 3,000 meter steeplechase 1. This event shall be drawn by lot for lane position, unless two lines are needed; if so, seed the front line with the top sixteen (16) entered times. The maximum number of competitors on the front row will be sixteen (16). If two rows are used, the maximum on the front row will be sixteen (16). If there are 16 or fewer competitors, use one row. If there are 17 or more competitors, use two rows with 16 in the front row and all others behind. (Effective 4/15/13) a. The waterfall start shall be used b.the top 20 seeded runners will randomly drawn with 1-16 on the first alley, on the second row. 2. The 3,000 meter steeplechase race shall be run as two-section finals except as outlined below. a. If 16 or fewer runners are entered, the race shall be conducted in one section. b. 23 1. The seeded section shall consist of runners with the top 16 seed times. 2. The unseeded section shall consist of runners with seed times equal to 17 th and above, as well as any runner entered without a seed time. 3. All Competitors in both the men s and women s 3,000 meter steeplechase must report to the check-in 90 minutes prior to the scheduled start of first steeplechase race. If, at that time, four or fewer runners are scheduled to compete in the unseeded heat, then all declared runners in the event will run as part of the seeded heat, and the event shall then be run as a one section final. 4. Any unseeded section shall immediately precede the seeded section for the applicable gender (e.g., if there are to be unseeded sections for both the women and men, the women s unseeded section would immediately precede the women s seeded section and the men s unseeded section would immediately precede the men s seeded section.).the approximate times of each section will be announced following check-in and will be dependent upon whether there will be unseeded sections for either or both genders. Approximately 15 minutes will be provided for each section. The men s steeplechase shall be run first in even-numbered years; women s steeplechase shall be run first in odd numbered years. G. Seeding procedures for the 5,000-meters and 10,000-meters (Revised and Effective 5/04) 1. Two waterfall starts shall be used with two alleys and a one turn stagger 2. The top 20 seeded runners shall be placed in random positions on the front row. Fourteen athletes will be places in the front row of the inside alley, and six athletes will be places in the front row of the outside alley. 3. Runners with the 21 st -40 th seed times will be places in random positions in the second row. Fourteen athletes will be places in the second row of the inside alley, and six athletes will be places in the second row of the outside alley. 4. If the 10,000-meters is started, but cannot be completed, it shall be declared a no-race. No points or individual medals will be awarded. H. Relays (see relay conversion tables attached) 1. 4x400-meter Relay a. A three turn stagger will be used. b. Two sections shall be run. The top three point scoring teams going into the relay on the last day of the championship shall be together in the second heat. The relay teams with the next three best times shall also be in that second section. (Revised 3/00, 4/03; Effective 4/03). c. The final results will be based on time. d. All other events must be completed and the updated team scored announced prior to the start of the 4x400 relay. (Revised and Effective 2/08). 2. 4x100-meter Relay a. The final will be run in lanes all the way. b. If there are more teams entered than lanes on the track, trails shall be conducted on the second day of competition.
