2 Background In the Philippines, the solid waste problem is most serious in urban centers, particularly in Metro Manila, because of the high population density, the high consumption rates, and the concentration of packaged goods, some of which are made with raw materials that are toxic and nonbiodegradable.
3 Sources and Characteristics Readily biodegradable: paper, wood, leaves, trees Readily combustible: textile, plastics, rubber, leather Sources: 1. Commercial 2. Residential 3. Industrial 4. Institutional Mostly inert: metals, glass, dirt, ceramics, ash and stones Waste classification as per DENR Administrative Order

9 Projection of Waste Generation The 2007 figures showed that the National Capital Region (NCR) has the highest waste generation at 2.86 million tons per year, followed by Southern Tagalog and Central Luzon at 1.69 million tons and 1.21 million tons, respectively. 13 Recommendations 1 The proposed rationalization plan of the DENR should address the lack of personnel and funding to operationalize the Regional Ecology Centers 2 The enforcement powers of the DENR should be clearly defined within the ambit of the law. 3 The role of the LGUs in solid waste management should be made known to the public, that is, the LGUs shall be primarily responsible for the implementation and enforcement of the provisions of this Act within their respective jurisdictions (Section 11 of RA 9003).
14 Recommendations 4 5 Baseline data (e.g. per social class, locality) on solid waste generation rate, composition/characteristics and related information should be established and published with the consent of various stakeholders. Data to be generated being the first and foremost component of a solid waste management system, shall be used as basis for the formulation of plans and programs and likewise should be incorporated in other components of the management system. 6 The collection and transport components in SWM in particular should likewise be given equal importance as with other components (e.g. waste processing, disposal).
