2 -2- Neighbourhood Plans and Local Plans How far outside the planning area will community engagement take place? I was in a City Shape workshop where people with no interest in this area were giving input. The Neighbourhood Plan is for Paradise Wetlands, however everyone in the Lower Oxley Creek area will be able to participate in community engagement activities. Feedback from those outside the planning area will be considered however the communication tools used will be very localised, including the local newspapers and letterbox dropped flyers/newsletters. The broader Brisbane Community would be able to see information on the project mainly through Council s web site. Does the Neighbourhood Plan have more teeth than the Local Area Plan? Neighbourhood Plans and Local Area Plans basically have the same powers. How much notice do you take of the Local Area Plan when you supersede with the Neighbourhood Plan? We take into account some provisions made as part of the Local Area Plan. These will be investigated as part of the Neighbourhood Planning process. Will existing uses (legal and complying with regulations) under the Local Area Plan be disregarded when constructing a Neighbourhood Plan? Generally not, providing they are legal and appropriate to the area. Development Potential You talk about adding another 6,000 dwellings. What is the number of dwellings now? Approximately 1,000 located in the Lower Oxley Creek area. We are currently looking at 6,000 new dwellings in keeping with the Local Growth Management Strategy, but this may change depending on the Neighbourhood Planning study findings. What influence/experience does Council have with sustainable living? Does the approval process under this type of scheme involve approving housing styles. The most recent sustainable living project Council worked on was Rochedale, which is a showcase suburb Local Plan about to be approved. Under this kind of plan Council doesn t need to approve the houses built, only the sub-division of land and sustainable infrastructure management initiatives.

3 -3- Why do they want to create 6,000 new houses? Why not none? In theory, the Neighbourhood Planning process may identify that no new residential dwellings should be created in the area, however this is unlikely. The Local Growth Management Strategy has determined we need to find residential areas to meet Brisbane s population growth requirements. The Neighbourhood Plan will determine the appropriate number of new houses for this area. I thought Council was trying to increase the area of natural vegetation in Brisbane. Creating new residential areas only serves to reduce green space. Council is trying to strike a balance between the amount of land designated for residential development, regional recreation, industry and environment. Brisbane is not just confined to the residential inner suburbs. 50 to 60 percent of Brisbane is outside of the urban footprint. A number of revegetation projects are also under way to increase the amount of green space within the city, so this area also needs to be included in any balanced assessment. What is the potential for industrial development in the Study Area? Council has no preconceived notion of what should be the Neighbourhood Plan or Study Area outcomes. The location of Oxley Creek in the Study Area will mean that a some land is undevelopable for either residential and industry purposes. Funding Is the Memorandum of Understanding available to the public? There is no formal contract as yet as it is still being signed by Brisbane City Council. No decision has been made as to whether it will be released. The director of PMM (Jim McKnoulty) used to be the director of the Australian Green Development Forum. Won t this mean a conflict of interest? This was definitely an issue that was discussed with the probity auditor. Jim is not involved in the decision make process and will not be communicating with the PMM consultants working on the project. We have discussed this within Council and are comfortable with the transparency and probity guidelines in place. A project brief was sent to three town planning firms, as is standard Brisbane City Council procurement practice, and two failed to submit proposals (which is also quite normal in the current environmental of high demand. As such, PMM was appointed as principal consultant for the study. Council technical officers will work with the project s consultant to ensure all studies are completed properly and the outputs relevant. Ultimately, it will be Council officers making the recommendations for the final Neighbourhood Plan, not PMM.

4 -4- Will any Pony Club land be taken as part of the Neighbourhood Plan? One of the consultants is responsible for Open Space, Sport and Recreation Planning, and as such he will undertake a thorough analysis of open space and recreation requirements to determine what is and is not needed in the final plan. We do not have any detail as yet, as this study has only just commenced. Is Pallara going to stay rural? I am uncomfortable that the plan already has a name (Paradise Wetlands) and yet you are saying there is no plan as yet. We should be reviewing the development application, not doing a plan first. The ultimate plan for Brisbane, City Plan, designates most of the Oxley Wedge as rural land, so this will be part of the study considerations. There isn t a current development application to review. Council would not support a development application at this stage even if one were submitted, as we need to undertake this planning process first, to know what is and is not appropriate for the area. We undertake three or four Neighbourhood Plans per year in areas in which we expect development to occur. Council was asked under the regional plan to accommodate more people and from this, a discussion paper was published noting this area as a potential provider of this new accommodation. The target number of dwellings is 6,000 however the Neighbourhood Planning process will help to determine what is needed. The intention of the process is to determine what an appropriate number of dwellings is based on community input and infrastructure availability and costs. Future development applications would then be assessed against this information. Why doesn t Council leave the area rural? Council has to find places to put people. Appropriate locations will be determined through this process. The number 6,000 was identified however is not concrete. Community Planning Team Why can t the Community Planning Team comprise of everyone who wants to be on it? From past experiences, 20 is a good number to ensure meetings run smoothly and everyone gets the opportunity to present their views. A group of 60 or 70 people would be unworkable in terms of having detailed discussions on the various planning issues and interests. Can observers attend the CPT meetings? We need to consider this, but it could be possible.

5 -5- How long will the process go for? We are hoping to have sufficient information for a Neighbourhood Plan by October 2007 however it may run longer, depending on study progress and any issues identified. How often will meetings be held? Probably every three or four weeks. It will depend on when information is available and when the studies reach a point where community input is necessary. Is Pallara going to represent two thirds of the CPT if they represent two thirds of the nominees? We will try to get as many people from different groups as possible to ensure a wide representation of views. It is also important within the larger Pallara group to have a good cross-section of residents across as many streets as possible so not all representatives are from the one pocket of the community. We also need a good cross section of groups and organisations. If we need to provide housing, we may as well get involved and get a positive outcome for the area. With all developments that take place, sporting groups are neglected instead of being nurtured and I worry it will happen (with the pony club). We have had to shut down and move on in the past and don t want this to happen again Council has to strike a balance of employment opportunities, recreation facilities, public transport and connectivity with the surrounding area when developing areas. The needs of the community will be assessed to determine appropriate land usage, including recreational facility provision. I am worried we will end up like Parkwood with tiny backyards. We need to accommodate a mix of land use ecological and residential. People come from outside areas to use the open space here the plan needs to acknowledge all needs and consider conservation values. There is an area in Pallara Park that was meant to be allocated to the Pony Club. What happened to the use of this land? We will have to give up our homes and lifestyles to accommodate more people. You will expect us to sell our properties and move on to accommodate growth. It is certainly not Council s intention to force people to move from their homes. This process is about identifying what is and is not appropriate for the future growth and development of the area.
