2 REQUEST FOR PROPOSAL (RFP) OVERVIEW The City of La Quinta requests proposals from qualified firms to provide dynamic website design to reflect the City s progress toward becoming a leader in cutting-edge technology in City government. Through innovation and creativity, the City has streamlined services and expanded communication to the public and it now calls out for a clear-cut, user-friendly, fresh look for its website. phone info@la-quinta.org web address Calle Tampico La Quinta, CA ABOUT THE CITY La Quinta is centrally located within the Coachella Valley economic sub-region. The Coachella Valley is a 2,500 square mile economic sub-region of Riverside County, California, and consists of 9 incorporated cities including: La Quinta, Desert Hot Springs, Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, Indian Wells, Indio, Coachella and portions of the unincorporated County of Riverside. The City represents square miles with a permanent population of 38,475 and a seasonal population adding approximately 16,000 with a population density of 1,082 and 1,532 per square mile, respectively. The resident base represents a median age of 45.6 and an average household income of $93,091. Incorporated on May 1, 1982, the City has grown to include 25 golf courses, 11 parks and several miles of biking/hiking trails and is a Healthy Eating Active Living city. SCOPE OF SERVICES The chosen firm must be well versed in dynamic website design and ensure that the new website will be clean looking, uncluttered, and user-friendly, perhaps patterned after the City of Spartanburg s website ( as well as be complementary to the overall feel of the City s secondary companion website, The website must be linked to Google Analytics and Social Media. The Content Management System must be intuitive and streamlined. The new website will go live four months from the execution of the contract. Estimated Timeline RFP available on the City s website or via April 30 Deadline for written questions regarding RFP June 15 City s responses to questions due to vendors June 19 Response Due Date June 26 Interviews of considered vendors July 6 - July 17 Request for City Council to award August The work proposal must include a multi-year maintenance plan plus a minimum of one good and one bad reference. SUBMISSION REQUIREMENTS Submit proposals electronically via or thumb drive. All documents submitted shall be in PDF format. Proposals must bear electronic signatures. Proposals received after the due date and time will be returned unopened. QUESTIONS or REQUESTS FOR CLARIFICATION Any request for clarification or other questions concerning this RFP or attachments must be submitted via to no later than June 15, 2015, at 5:00 p.m. All responses will be ed to those on the registration list approximately one week before the submission deadline. 4 phone web address Calle Tampico La Quinta, CA PROPOSAL FORMAT Firms are encouraged to keep their proposals brief and relevant to the specific information requested herein. Proposals should be straightforward, concise and provide layman explanations of technical terms that are used. Proposals must be presented in a format and order that corresponds to the numbering and lettering contained herein with minimal reference to supporting documentation so that proposals can be accurately compared. All proposals should include the following: A. 1) Cover letter signed by an official authorized to bind the firm; 2) Printed name, address, phone number, and address of firm s contact person; 3) Location of firm s main office; 4) Location of the office that would service this project; and 5) A validity statement stating that all information and pricing provided in the proposal is valid for at least ninety (90) days; and B. Background on the firm and its experience, which shall include: 1) Number of years in business; 2) Taxpayer identification number; 3) Resumes of the project manager and key personnel who will be responsible for performance of any contract resulting from this RFP; 4) Firm ownership and, if incorporated, the state in which the firm is incorporated and the date of incorporation; and 5) If the firm is a subsidiary of a parent company, identify the parent company. C. References for similar services within the last three (3) years, which shall include: 1) Client name, client project manager, telephone number and address; 2) Project description; 3) Project start date, and end date; 4) Staff assigned to each project by your firm; and 5) Discussion of final outcome. D. Disclosure of any alleged significant prior or ongoing contract failures, any civil or criminal litigation or investigation pending, which involves the Proposer or in which the Proposer has been judged guilty or liable within the last five years. If there is nothing to disclose, Proposer must state as such in writing. E. Description of Proposer s warranty/guarantee of work product. F. Subcontracting any portion(s) of the Scope of Services is not preferable; however, if a Proposer can demonstrate to the City s satisfaction that it is in the best interest of the project to permit a portion of the service(s) to be subcontracted by Proposer, it may be considered. Provide details on the role of any subcontractor that will be used. G. A statement that, if selected, Proposer will provide the minimum insurance coverage and indemnification noted in Sections 5.0 and 6.0 of the City s Professional Services Agreement (Attached). H. NON-COLLUSION AFFIDAVIT executed by an official authorized to bind the firm. (Attachment 3) Gem of the Desert
