1 DELEGATION OF MEMBERS OF THE BUDGET COMMITTEE OF THE PARLIAMENT OF TANZANIA OCTOBER 2014
2 PROGRAMME BACKGROUND The Budget Committee was recently established by the Parliament of Tanzania in order to improve parliamentary scrutiny of the Government Budget. The committee is responsible for analysing the budget with the assistance of the standing (departmental) committees and tabling a report to the House for consideration. As well as assessing the allocations to government departments, the committee can also make recommendations to the government on economic policy, including fiscal and monetary arrangements. A Budget Office is being established to support parliamentarians engaging in budget scrutiny, and the Speaker has called for a Budget Act to be passed to standardise these new processes and reinforce parliament s scrutiny role. The committee faces challenges, however, including a shortage of experts to support its work and a need to build members capacity to analyse financial and budgetary information. CPA UK s Westminster programme will enable committee members to share experience and best practice with relevant stakeholders in the UK Parliament and UK Government Departments and Agencies. It will also further strengthen the close ties between parliamentarians and officials in Tanzania and the UK. AIM & OBJECTIVES Aim. To explore budget processes and parliamentary scrutiny of the budget in the UK. Objectives. Through discussions with colleagues in Parliament and in Government, to explore: 1. Parliamentary budget scrutiny and oversight 2. Scrutinising finance bills 3. Analysis of fiscal and monetary policies 4. Formulation of the budget and linking it with the national economic plan 5. Budgetary control systems 6. Monetary policy 7. Researching new sources of revenue 8. Activity-based budgeting approaches 9. Tax management 10. National debt management
